The Board of Education of Plano Community Unit School District No. 88 met in regular session on Monday, June 17, 2019 at 6:00 p.m. at Emily G. Johns School.

I CALL TO ORDER

President Campbell called the regular meeting to order at 6:07 p.m. Present for roll call were Campbell, Jernigan, Klatt, W aldrop and W ard. Members Martinez and V elazquez were absent. Others present were administrators Seput, Schmidt, Alvarez, Thurwanger, Lee and Superintendent Baker and Board Secretary Benoit. Office staff present: Seeman.

Jernigan moved, and Waldrop seconded the motion, to approve the agenda revised, tabling Report No. 19-97 and a revised personnel report.

Voting aye: Jernigan, Waldrop, Campbell, Klatt and Ward.

Motion carried: 5 ayes 0 nays, 2 absent.

IV RECOGNITIONS & CELEBRATIONS

The Board of Education and Superintendent Baker celebrated the accomplishments of the 2019 Plano High School Track Team. Nine members of the track team attended the IHSA State Track Tournament held in Charleston, IL. Present were Coach Andrew DeBolt; Sebastian Esparza (State qualifier for 4x400 relay team); Angel Peray (State qualifier for 110-meter high hurdles and 4x200 meter relay team); and Keegan Cullison (7th place in the State in the 100-meter dash and State qualifier in the 4x200 meter relay). Unable to make the meeting were State qualifiers Dominique Fox (triple jump); Kevin Dixon and Christian Graham (4x200 meter relay); and Kevin Dixon, Christian Graham and MaKai Vann (4x400 meter relay).

Special Olympian Shubham Patel was honored for his 2nd place finish at the Soccer Skills State Competition. He proudly wore his second-place medal and was presented with a special District 88 medallion by Superintendent Tony Baker. Shubham was accompanied to the meeting by his parents, PASEC Director Amy Lee and Special Education Teacher Leann Rogers-Teckenbrock.

Former Board member Scott Flynn addressed the Board about his desire to dedicate the Plano School District Administration Office in memory of former Superintendent Bill Woody. He recalled Mr. Woody’s many accomplishments including the partnership with Indian V alley V ocational Center students to construct the administration office. Board members thanked Mr. Flynn for his suggestion and said a formal dedication would take place at a future Board meeting.

V OPPORTUNITY FOR VISITORS TO SPEAK

Dr. Jay Cunneen, district financial advisor, was present at the meeting. Lyle Rolfe (Record) was present. No one wished to address the Board.

Motion to approve the ESSA District Consolidated Title I Plan, assurances, school compacts and parent involvement agreements for the 2019-20 school year, with any revisions required by the Illinois State Board of Education.

H. Executive Session T ape Destruction

Approve the destruction of audiotapes of executive session minutes during October 2017.

XIV SUPERINTENDENT’S REPORT

For Action

Report No. 19-94 Approve PASEC FY20 Tentative Budget

PASEC Director Amy Lee was pleased to present, for the fourth year in a row, a balanced budget for the Plano Area Special Education Cooperative. President Campbell said it was a credit to the Board of Education and administration to be able to provide such great services to our special needs students.

Waldrop moved, and Klatt seconded the motion, to approve the tentative budget for the Plano Area Special Education Cooperative and set the Budget Public Hearing for Monday, August 19, 2019 at 6:00 p.m. at Centennial School located at 800 S. West Street in Plano, Illinois.

Voting aye: Waldrop, Klatt, Campbell, Jernigan and Ward. Motion carried: 5 ayes, 0 nays, 2 absent.

Report No. 19-95 Award FY20 Fuel Bid

Jernigan moved, and Klatt seconded the motion, to award the FY20 gasoline, diesel fuel and motor oil/DEF and antifreeze bid to Arneson.

Voting aye: Jernigan, Klatt, Campbell, Waldrop and Ward. Motion carried: 5 ayes, 0 nays, 2 absent.

Report No. 19-96 Approve Technology Job Description

Mrs. Abby Alvarez explained some changes that are taking place in the district’s Technology Department and said this revised job description will help address the ever-changing needs of the department.

Klatt moved, and Jernigan seconded the motion, to approve the Network and Systems Specialist job description.

Voting aye: Klatt, Jernigan, Campbell, Waldrop and Ward. Motion carried: 5 ayes, 0 nays, 2 absent.

Report No. 19-97 First Reading of Accelerated Placemen

This report was tabled until a future Board meeting.

Report No. 19-98 High School Final Exam Exemption Policy

High School Principal Jim Seput explained the process that would take place if the Board approves the high school final exam exemption policy. He said AP and honors students would have to take their exams regardless. Meetings and other correspondence with staff members, students and parents would be provided to help communicate the changes. Seniors would be the first to implement the change in the fall of 2019 and, if successful, juniors and senior in the spring of 2020. Mr. Seput will meet with the Board in January or February to discuss how the process worked and determine if all grade levels should take part in the fall of 2020.

Board members agreed that they did not like the word “policy” and would prefer “program,” since a policy would have to be reviewed and approved by the Board on a regular basis and have to be printed in the handbook.

Waldrop moved, and Jernigan seconded the motion, to approve the High School Final Exam Exemption Program as presented.

Report No. 19-99 Approve High School Overnight Trips/Activities

Mr. Schmidt reviewed the list of proposed high school overnight trips and activities for the 2019-20 school year. He will put together a form with rules that are required to be followed by students and staff.

Waldrop moved, and Jernigan seconded the motion, to approve proposed Plano High School Overnight Trips/Activities for 2019- 2020 as listed.

Voting aye: Waldrop, Jernigan, Campbell, Klatt and Ward.

Motion carried: 5 ayes, 0 nays, 2 absent.

Report No. 19-101 Focus Group Update: Roadmap

Dr. Thurwanger reviewed some of the projects that the Roadmap Subcommittee has been working on.

§ Huntington Learning Centers will partner with the Plano School District to offer classes for high school students.

§ The district will sponsor 13 Golden Apple Scholars. These students have a proven higher retention rate as educators and are required to work for five years in a high needs district, which Plano is considered based on income and lunch status.

§ The summer enrichment program continues to grow and we are up 45 students from last year. The district will probably offer three locations again next year, based on the success this summer.

§ Dr. Thurwanger reviewed the following list of wins from the 2018-19 school year:

o Innovation Center - 21st Century Learning

o Preschool Playground - Compliance and Safety

o Mentoring Handbook reinstatement for 2019-20

o Counseling PLC

o Post - Secondary Workforce and Readiness Act (PWR) o Transitional Math Class Partnership with Waubonsee o Forensics (82) students

President Campbell asked if the summer enrichment program has considered field trips for the students. Dr. Thurwanger said they would like to look for ways to fund them and consider for next summer, especially as they relate to STEM components.

President Campbell complimented Dr. Thurwanger on her leadership of the instructional coaches. He said the individual coaches continue to provide great services to the staff and students and it is a credit to Dr. Thurwanger and her mentoring skills.

Report No. 19-102 Athletic Director Year End Review

Jim Schmidt gave his Athletic Director Year End Review, including participation numbers in various clubs and activities, GPA’s for each sport and athletic highlights for the year. He reviewed a list of athletes that will be competing at the collegiate level in the fall.

Finally, he reviewed the revenue and expenses for all of the tournaments held at Plano High School for the 2018-19 school year. The total net income for all tournaments was $8,970.89. Schmidt said they are not great money makers for the district, but they are good exposure for the school. He said he never turns down a tournament, because it is very advantageous for Plano students to compete at home in post-season events.

Board Secretary Benoit reported on two FOIA’s:

• Heat and Frost Insulators and Allied Workers Local 17 (name of FOIA officers)

• SmartProcure (purchase orders from 3-7-2019 to current)

President Campbell thanked Dr. Cunneen for attending and staying for the entire meeting. He also thanked him for his efforts to keep the district on track financially and for his continuing good advice.
