Newark Community Consolidated School District 66 Board of Education met Aug. 12.

Here is the minutes provided by the board:

I. Call to Order/Moment of Silence/Pledge

The regular meeting of the Board of Education was called to order at 6:35 PM on August 12, 2019 by President Toftoy at Newark Grade School.

Roll Call

Toftoy present, Davis present, Underhill present, Nicosia present, Walker present, Snyder present, Fordyce present.

III. Audience Participation

A. Public Comment Thee was no public comment.

B. Recognitions Mrs. Rowe was recognized as the new principal of NGS.

IV. Action Items:

Consent Agenda

Regular Session Minutes from June 24, 2019 Executive Session Meeting Minutes from June 24, 2019 Amended Budget Public Hearing Minutes from June 24, 2019 Funds Transfer Public Hearing Minutes from June 24, 2019

Underhill moved to approve all items on the consent agenda, Walker seconded.

There was discussion. On the question, 7 ayes, 0 nays, motion carried.

Approval of Financials July

Walker moved to approve all financial reports for the month of July, Nicosia seconded. Discussion was had. On the question: Fordyce aye, Toftoy aye, Davis aye, Walker aye, Snyder aye, Underhill aye, Nicosia aye. Motion carried.

Approval of Financials August

Underhill moved to approve all financial reports for the month of August, Fordyce seconded. Discussion was had. The P-Card, Imprest Fund and the MJH Activity Report were not included. On the question: Fordyce aye, Toftoy aye, Davis aye, Walker aye, Snyder aye, Underhill aye, Nicosia aye. Motion carried.

D. Personnel

1. Resignation Skinner

Toftoy moved to accept the resignation of Allison Skinner (1st/2nd grade teacher), Underhill seconded. Discussion was had. On the question, 7 ayes, 0 nays. Motion carried.

2. Resignation Valencia

Walker moved to accept the resignation of Karen Valencia (teacher aide), Nicosia seconded. Discussion was had. On the question, 7 ayes, 0 nays. Motion carried.

3. Retirement Drew

Underhill moved to accept a retirement letter from Delene Drew (book keeper), Nicosia seconded. Discussion: Delene intends to retire effective November 30, 2020. On the question, 7 ayes, 0 nays Motion carried.

4. Hire Scott

Davis moved to hire Rachel Scott as 3rd grade teacher, Snyder seconded. Discussion was had. On the question, Fordyce aye, Toftoy aye, Davis aye, Walker aye, Snyder aye, Underhill aye, Nicosia aye. Motion carried.

5. Hire Wilson

Underhill moved to hire Kevin Wilson as a science teacher at MJH, Walker seconded. Discussion was had. On the question, Fordyce aye, Toftoy aye, Davis aye, Walker aye, Snyder aye, Underhill aye, Nicosia aye. Motion carried.

6. Hire Hager

Underhill moved to hire Christy Hager as a fine arts teacher, Nicosia seconded. Discussion: Ms. Hager will teach all grades. Also she will teach at Newark High School part time and NHS will reimburse us. On the question, Fordyce aye, Toftoy aye, Davis aye, Walker aye, Snyder aye, Underhill aye, Nicosia aye. Motion carried.

Let the record show that Mrs. Nicosia had to leave the meeting at 7:08PM.

7. Hire Lubinsky

Underhill moved to hire Meg Lubinsky as a paraprofessional substitute for MJH, Snyder seconded. Discussion was had. On the question, Fordyce aye, Toftoy aye, Davis aye, Walker aye, Snyder aye, Underhill aye, Nicosia absent, motion carried.

8. Hire Clausel

Toftoy moved to hire Glen Clausel as a soccer coach for the 2019-2020 school year with a stipend of $1,500.00, Walker seconded. Discussion was had. On the question, Fordyce aye, Toftoy aye, Davis aye, Walker aye, Snyder aye, Underhill aye, Nicosia absent, motion carried.

9. Hire Carlson & Zitt

Underhill moved to hire Kristy Carlson and Kristine Zitt as co-coaches for 5/6 girls volleyball, splitting a $2,000.00 stipend. Davis seconded. Discussion: Originally the intent was to hire one coach. However both candidates were very strong and very interested in the job. In the end they both agreed to be hired and

each receive 1/2 of the stipend. On the question, Fordyce aye, Toftoy aye, Davis aye, Walker aye, Snyder aye, Underhill aye, Nicosia absent, motion carried.

E. 2018 - 2019 Amended Budget

Fordyce moved to post the tentative 2019 - 2020 operating budget for public inspection for 30 days, Underhill seconded. Discussion was had. On the question, 6 ayes, 0 nays, motion carried.

Crisis Plan

A motion was made to table consideration of the crisis plan. The motion carried 6 ayes to O nays.

Policy Updates

Davis moved to approve the 1st reading of the recommended policy updates, Snyder seconded. Discussion: Much discussion of recommended policy on allocating time for audience comments at meetings. Recommended policy was rather complex. This recommendation was rejected by the policy committee.

The board sustained the committee recomendation. On the question: 6 ayes, 0 nays. Motion carried.

Approve Chorus/Music Agreement with High School

Underhill moved to approve the Chorus/Music agreement with Newark High School, Snyder seconded. Discussion was had. On the question, Fordyce aye, Toftoy aye, Davis aye, Walker aye, Snyder aye, Underhill aye, Nicosia absent, motion carried.

Administrator/Committee Reports

A. NGS Principal/Curriculum Report

Mrs. Rowe gave the NGS principal report.

Superintendent Report

Mrs. Turman gave the superintendent report. Among the various items, roof is nearly complete, buildings almost ready for new school year, front doors at MJH to be replaced, audit completed.

Board did not go into executive session.

Underhill moved to adjourn, Walker seconded. There was no discussion. On the question, 6 ayes, 0 nays. Motion carried, meeting was adjourned at 8:27 PM.
