Plano Community Unit School District 88 Board of Education met Sept. 23.

The Board of Education of Plano Community Unit School District No. 88 met in regular session on Monday, September 23, 2019 at 6:00 p.m. in the new Plano High School Innovation Center.

I CALL TO ORDER

Member Velazquez called the regular meeting to order at 6:00 p.m. Present for roll call were Jernigan, Klatt, Martinez, Velazquez and Waldrop. Members Campbell and Ward were absent. Others present were administrators Mateyka, Seput, Alvarez, Thurwanger, Lee and Superintendent Baker. Office staff present: Appel. Member Velazquez appointed Abby Alvarez Secretary Pro-Tem.

II PLEDGE TO THE FLAG

Jernigan moved, and Klatt seconded the motion, to approve the agenda as printed with a revised personnel report.

Voting aye: Jernigan, Klatt, Martinez, Velazquez and Waldrop.

Motion carried: 4 ayes 0 nays, 2 absent.

IV RECOGNITIONS & CELEBRATIONS

Principal Jim Seput introduced SAT/AP High Achievers and they received medallions. He highlighted all of the activities that have been and are taking place in the new Innovation Center. Teachers are using the space for classes and special projects. There is a projector, drop down screen, booths and screens for student collaboration. There are two Collaboration Zones with movable tables, whiteboards, soft-sided and sensory seating and collaboration centers. There are also Think Tanks for the students to utilize. The College and Career Center helps with resume writing and mock interviews and provides a great location for college and recruiting representatives to meet with students.

Students from the Wake Up Café were recognized for the great business the Transition Class is running in the Innovation Center. They served drinks to the Board members, similar to the hot and iced coffee and tea they serve each day. Leann Rogers- Teckenbrock thanked the Board of Education and Plano High School administration for the learning opportunity the café has provided.

V PUBLIC HEARING for the 2019-20 Plano School District No. 88 Budget

Member Velazquez called the public hearing to order at 6:33 p.m. to discuss the FY20 Plano Community Unit School District No. 88 budget. Superintendent Baker said he would discuss the details of the FY19 & 20 budgets during the action items.

Hearing no comments, Jernigan moved, and Klatt seconded the motion, to close the public hearing at 6:34 p.m.

Voting aye: Jernigan, Klatt, Martinez, Velazquez and Waldrop. Motion carried: 4 ayes, 0 nays, 2 absent.

VI OPPORTUNITY FOR VISITORS TO SPEAK

A parent inquired about a staff members at P.H. Miller, but conversations specifically about personnel may not be addressed in open session.

VII CONSENT AGENDA

Jernigan moved, and Martinez seconded the motion, to approve the consent agenda as follows:

Motion to approve the August 2019 Bills, Payroll and Financial Statements for Plano Community Unit School District No. 88.

Motion to approve the August 2019 Bills, Payroll and Financial Statements for the Plano Area Special Education Cooperative.

Report No. 20-15

Approve Plano Community Unit School District No. 88 FY20 Budget

Superintendent Baker reviewed the FY19 recap & FY20 District 88 budget. He was pleased to announce a balanced budget and shared that the district has ISBE’s highest financial rating. He said the district has been able to avoid increases in school fees and have kept the cuts out of the classrooms.

Klatt moved, and Jernigan seconded the motion, to approve the FY20 Plano Community Unit School District No. 88 budget.

Voting aye: Klatt, Jernigan, Martinez, Velazquez and Waldrop. Motion carried: 5 ayes, 0 nays, 2 absent.

Cell Tower Lease

Superintendent Baker explained that the 15 year agreement will run until 12/31/34. The district will receive $33,000 annual revenue in 2020 and there will be a 3% escalator each year thereafter. Also, a separate electrical meter will be installed at the expense of the lessee and Verizon will pay the electrical bills.

Waldrop moved, and Klatt seconded the motion, to approve the Resolution Approving Execution of the Second Amendment to the Land Lease Agreement and the Second Amendment to Land Lease Agreement as presented.

Voting aye: Waldrop, Klatt, Jernigan, Martinez and Velazquez. Motion carried: 5 ayes, 0 nays, 2 absent.

PASEC Update

PASEC Director Amy Lee gave an update on the Transition Program. There are 26 students in the program. To date, they have sold over 1900 products in the Wake Up Café. Kendall Area Transit (KAT) provides transportation home for the students after school and students coordinate their rides.

Focus Group Report: Student Services

Kari Pyle presented the district-wide Multi-Tier System of Supports (MTSS) process that was implemented last year. The goals of the Focus Group are to work on the 504 plan process and a plan to communicate student supports.

Technology Update

Abby Alvarez and Dustin Kantorski presented the recent technology updates in District 88 and shared upcoming projects with Net 56 to improve and update the network.

P.H. Miller Facility Improvements

Originally constructed in 1964, P.H. Miller is in need of updates and improvements of some spaces. These would include and are open for Board consideration:

• Office Renovation

• LRC Renovation

• Restroom Renovation

• Learning Walls and Cubbies

District Enrollment Report

Superintendent Baker reviewed the district enrollment report as of September 18th. An updated Fall Housing Report will be provided at a future meeting.

IX BOARD COMMENTS/FOIA

Member Velazquez said she has appreciated the time at football meetings to highlight staff at each building. This has been well received by staff and the community.

Member Jernigan asked about lighting around the football field. Athletic Director Jim Schmidt will check on the lighting and location of entrance booths.

Martinez moved, and Klatt seconded the motion, to go into executive session at 7:38 p.m. to for the discussion of minutes of meetings lawfully closed, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06 (5 ILCS 120/2(c)(21)) and collective negotiating matters between the District and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees (5 ILCS 120/2(c)(2)).

Voting aye: Martinez, Klatt, Jernigan, Velazquez and Waldrop. Motion carried: 5 ayes, 0 nays, 2 absent.

Martinez moved, and Klatt seconded the motion, to come out of executive session at 8:01 p.m.
