Here is the minutes provided by the board:

I. Call to Order/Moment of Silence/Pledge

The regular meeting of the Board of Education was called to order at 6:30PM on October 21, 2019 by President Toftoy at Millbrook Junior High.

II. Roll Call

Toftoy present, Davis present, Underhill present, Nicosia absent, Walker present, Snyder present, Fordyce present.

III. Audience Participation

A. Public Comment - None

Samantha Cerino, 2nd grade teacher Logan Pasakarnis, Kolton Rizzo Xiu Xiu Robertson, track, state qualifiers 7th/8th grade Girls Volley Ball team 3rd place

IV. Action Items

A. Consent Agenda

Regular Session Minutes from September 16, 2019.

2. Minutes from Public Hearing on 2019-2020 Operating Budget, September 16, 2019.

3. Minutes from Public Hearing on E-Learning Days, September 16, 2019.

Walker moved to approve all items on the consent agenda as presented, Underhill seconded. There was no discussion. On the question, 6 ayes, 0 nays, motion carried.

B. Approval of Financials for September

Underhill moved to approve all district financials presented for the month of October, Snyder seconded. There was discussion. The Treasurer Report, Investment Report, and Activity Report were not provided. These are the first financials presented using the new accounting software. On the question: Fordyce aye, Toftoy aye, Davis aye, Walker aye, Snyder aye, Underhill aye. Motion carried.

C. Personnel Report - None

D. Audit Report

Fordyce moved to approve the audit report for FY ending in 2019. Davis seconded. There was discussion. On the question: Fordyce aye, Toftoy aye, Davis aye, Walker aye, Snyder aye, Underhill aye. Motion carried.

E. First Reading Tentative Levy

Underhill moved to approve the 1st reading of the 2019 levy, Walker seconded. There was discussion. The CPI used for the cap calculations is 1.9%. On the question: Fordyce aye, Toftoy aye, Davis aye, Walker aye, Snyder aye, Underhill aye. Motion carried.

F. IASB Resolutions

There was a motion and a second to take a position in the IASB resolutions to be voted upon at the IASB conference in November as follows: Support 1, 3, 4, 5, 6, 7, 11, 12, 13, 14, 16, 17, and 18. Oppose 2, 8, 10, and 15. Take no position on 9. The persons moving and seconded were not noted as there was much discussion on how to proceed. There was also much discussion on the merits of the various proposals. On the question, 6 ayes, 0 nays, motion carried.

A. Principal Report

Mrs. Turman gave the NGS principal report.

Superintendent Report

Mrs. Turman gave the superintendent report.

Committee Reports - None

Miscellaneous

Davis recognized for being designated a Level I Board Member by the IASB.

B. Title I Parent meeting - October 15, 2019, nobody attended.

ESSA/Report Card Updates

Three Rivers IASB meeting - Davis gave summary.

Triple I Conference

The IASB will hold its Triple I conference November 22-24.

Underhill moved to adjourn, Fordyce seconded. There was no discussion. On the question, 6 ayes, 0 nays, motion carried, meeting adjourned at 8:46PM.
