Kendall County Forest Preserve Committee of the Whole met Oct. 8.

Here is the minutes provided by the committee:

I. Call to Order

President Gilmour called the Committee of the Whole meeting to order at 4:30 pm in the Kendall County Board Room.

II. Roll Call

Commissioners Cesich, Gilmour, Gryder, Hendrix, Kellogg, Prochaska, and Vickers all were present.

III. Approval of Agenda

Commissioner Gryder made a motion to approve the agenda as presented. Seconded by Commissioner Prochaska. All, aye. Opposed, none.

IV. Public Comments

There were no citizens in attendance that offered public comments.

V. Executive Director's Report

Director Guritz provided an executive director’s report. Updates on the Hoover crossing were given. Updates on Subat Forest Preserve were given. The Hoover crossing agreement has been finalized. Kendall Excavating finished work on the bluffs at Hoover.

VI. MOTION: Forward Claims to Commission for an Amount Not-to-Exceed $27,500.00

Director Guritz presented claims not-to-exceed $25,061.52.

Commissioner Flowers made a motion to forward claims to Commission for an amount not- to-exceed $25,061.52. Seconded by Commissioner Hendrix. Aye, all. Opposed, none.

VII. Review of Financial Statements and Cost Center Reports for the Period Ending September 30, 2019

Director Guritz presented a review of the financial statements and cost center reports for the period ending September 30, 2019.

VIII. Review and Approval of Special Use Permit Requests

 Lisa Wolancevich – Yorkville Historical Society – Court Room, East Wing and Third Floor Conference Room – December 8, 2019 – 2:00 pm – 6:00 pm – Yorkville Historical Society Hometown Christmas

Note: Request Includes Waiving Insurance Requirements Only for this Public Special Event

IX. Risk Management Insurance Program Quotes (iParks and ICRMT): Discussion and Directions

Director Guritz presented the Illinois Department of Natural Resources – State Pheasant Fund Advisory Committee Grant for support of cropland conversion efforts at Fox River Bluffs Forest Preserve. A match of funds of already scheduled expenses is recommended.

X. FY20 Preliminary Operating Fund Budget – Adjustments, Updates and Directions

XI. FY20 Preliminary 2007 Capital Fund (Fund 950) – Adjustments, Updates and Directions

 District Grant-Funded Capital Project Funds (OSLAD Pickerill- Pigott Phase I Improvements)

 Establishment of a District Liability Fund and FY19 Budget Amendment

Director Guritz presented a review of a final draft of the Tri-Party crossing agreement (Yorkville – Kendall County Forest Preserve.

Commissioner Hendrix made a motion to forward the review of a final draft of the Tri-Party Crossing Agreement for Hoover Road at Hoover Forest Preserve to Commissions. Seconded by Commissioner Flowers. Aye, all. Opposed, none.

XII. Presentation and Discussion: 5-Year District Operating and Capital Needs and Projections

XIII. Harris Shelter 4 Soffit Repairs – A&B Exteriors Quote

XIV. Executive Session

There was no need for executive session.

XV. Summary of Action Items

Director Guritz provided a summary of action items.

XVI. Public Comments

No citizens in attendance offered public comment.

Commissioner Hendrix made a motion to adjourn the meeting at 6:26 pm. Seconded by Commissioner Flowers. Aye, all. Opposes, none.
