City of Plano City Council met April 13.

Here is the minutes provided by the Council:

The regular meeting of the Plano City Council was called to order by Mayor Robert A. Hausler, this was a WebEx meeting. The Mayor led the Pledge of Allegiance to the Flag.

MINUTES:

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the minutes of the regular meeting on March 9, 2020. A unanimous “Aye” voice vote was heard. The motion passed. 

AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the agenda for the regular meeting of April 13, 2020. A unanimous “Aye” voice vote was heard. The motion passed. 

WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated March 23, 2020 in the amount of $ 105,819.52.

A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated April 13, 2020 in the amount of $ 192,839.30.

WAGE REPORT:

A motion was made by Alderman Fawver, seconded by Alderman Williams, to approve the FY ’20 February wage report in the amount of $ 276,479.04

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Hausler. Guests included Matt and Jenny Jackson, Mike Welz, Laurel Mateyka, WSPY and the Record News.

CITIZEN’S COMMENTS:

Mike Welz with the Plano Community Garden asked the Council for assistance with water, garbage service and tilling for the garden this season. This will be approved at the next meeting.

MAYOR’S REPORT: Bob Hausler

A motion was made by Alderman DeBolt, seconded by Alderman Eaton, to approve opening W. Lee St. to the High School parking lot.

The Mayor thanked everybody for their patience during this COVID 19 pandemic. City buildings are

still closed to the public, employees are being phased back. There have been a few temporary layoffs. The Mayor asked the Aldermen to consider a COVID19 relief of $ 50.00 for customers. Elected Officials will not be able to receive this relief.

PLANO AREA CHAMBER OF COMMERCE: Laurel Mateyka

Laurel, Chamber of Commerce Board President updated the Council on the Chamber; the Chamber is alive and well, they have approved a strategic plan, updated their website and informed the Council that they have hired a new Board of Director, Deana Lanham.

CITY ATTORNEY: Tom Grant

The Ordinance to amend Chapter 7, Title 5 adding “automobile sales” as a permitted use was tabled until the petitioner could be present.

Ordinance #2020-6 Authorize electric provider

A motion was made by Alderman Eaton, seconded by Alderman Mulliner, to approve an Ordinance authorizing approval of a contract with the lowest cost electric provider for a period up to 22 months and authorize the Mayor to sign the Constellation agreement. This service is for City accounts only.

Ordinance #2020-7 amend section 5-15-4

A motion was made by Alderman Williams, seconded by Alderman Rennels, to approve an Ordinance amending Section 5-15-4 of the Plano City Code adding section 5-15-4 D: Lighting.

Resolution #R2020-6 Maintenance under the Illinois Highway Code.

A motion was made by Alderman DeBolt, seconded by Alderman Nadeau, to approve a Resolution for maintenance under the Illinois highway code in the amount of $ 194,932.00.

Resolution #R2020-7 Grundy Concrete landscape plan

A motion was made by Alderman Mulliner, seconded by Alderman DeBolt, to approve a resolution approving the landscape plan for Grundy County Redi-mix, Lot 7, Kendall Farms Industrial Subdivision.

CITY CLERK: Kathleen Miller

An update on the garbage service was given; they will still be picking up carts only, no extra garbage or large items, they will pick up yard waste bags. The Spring clean up is still scheduled for May 4 through 7, 2020 but that could change.

CITY TREASURER: Zoila Gomez

The February 29, 2020 Treasurer’s report in the amount of $ 6,177,972.37 was included in the agenda packet. Total disbursements were $623,201.03. Revenue & Expense reports for March 2020 was distributed on April 9, 2020.

Zoila obtained re-certification through the IMTA. This certificate will remain valid for five years.

POLICE CHIEF’S REPORT: Jonathan Whowell

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve the purchase of 2 new vehicles from Gjovik Ford and equipment from Communications Direct in the amount of $91,195.76.

The PD went to PHS to assist with handing out Chromebooks to students. On April 6, 2020 Officers

responded to a male victim; they administered NARCAN and saved his life. The PD has received generous donations from local stores of cleaning supplies, gift cars and food vouchers. The PD is waiting for the Police Academy to re-open to hire a new candidate.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: Nate Bullard

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve advertising for a new WWTP employee.

A motion was made by Alderman Johns, seconded by Alderman DeBolt, to go out for bid for the 2020 non-MFT pavement rehabilitation and resurfacing project.

Public Works employees are doing split shifts, 2 days on, 2 days off for the time being.

The Building Department has kept up with permits and inspections. Property maintenance will be addressed.

COMMITTEE REPORTS:

The Alderman Congratulated Zoila on her re-certification; the Mayor, PD and City staff for keeping the City business running smoothly.

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner – Nothing to report

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

A meeting was called for April 16, 2020 at 6:00 PM.

COMMUNITY DEVELOPMENT: Alderman Rennels – Nothing to report 

FINANCE: Alderman Fawver

The Finance Committee met this evening, the vendor run dated March 23 and April 13, 2020 will be brought to the Council this evening for a vote. Alderman Fawver called a meeting for April 27, 2020 at 5:15 pm.

PARKS: Alderman Johns

At this time there have not been any applications turned in for the part time Streets/Parks position, Alderman Johns has put the help wanted on Facebook.

PERSONNEL & INSURANCE: Alderman Williams – Nothing to report

A meeting will be called at a later date.

SPECIAL EVENTS: Alderman Nadeau

A meeting will be held April 16, 2020 at 5:30 pm.

STREETS & UTILITIES: Alderman Eaton

A meeting was called for April 22, 2020 at 6:00 pm.

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 7:09 p.m.
