PUBLIC HEARINGS:
Pre-Annexation Agreement for 1,260 Acres with the East Gate Logistics Park Chicago, LLC for Compass Business Park
The City Clerk advised that this Public Hearing was opened at a previous meeting and continued to this meeting; therefore, any public comments would be in order at this time.
The Interim City Manager gave a brief overview of Council Memo #222- 20: Resolution Approving and Authorizing Execution of a Pre-Annexation Agreement for 1,260 Acres with East Gate Logistics Park Chicago, LLC for Compass Business Park.
Mayor O'Dekirk briefly discussed the City's decision to move forward with holding the Public Hearing on the Pre-Annexation Agreement for 1,260 Acres with the East Gate Logistics Park Chicago, LLC for Compass
Business Park during the State mandated COVID-19 shutdown. He also discussed ways in which the public can view the Public Hearing meeting.
Tom George, Director of Development for NorthPoint, gave a brief overview of the proposed Compass Business Park Joliet plan.
A brief discussion was held regarding the traffic study and the bridge over Route 53, an alternate plan should there be an emergency on the bridge, the use for the 103 acres approved in November, traffic projection modifications/study, job projections at the location as well as use of unions for the construction of the park, and NorthPoint's existing client base.
Nathaniel Hagedorn, Founder and CEO of NorthPoint Development, thanked the Mayor and Council their commitment to evaluating the decision to make Compass Business Park a part of the Joliet Community. He briefly discussed the vision for the business park.
A brief discussion was held regarding the closed loop bridge and taxes generated from the business park.
Corporation Counsel Marty Shanahan gave an overview of the executive orders and then summarized ways in which to participate in the Public Hearing. A brief discussion was held regarding the opportunity to sign up to speak.

RESOLUTIONS:
It is the policy of Mayor O’Dekirk to vote only in the event that the vote of the city council has resulted in a tie, or where a vote greater than a majority of council members is required in order to adopt an ordinance or resolution.
The Interim City Manager, Steve Jones, gave an overview of the Council Memo and highlighted items in the agreement. Mr. Jones answered numerous questions raised by the Mayor and Council. Corporation Counsel gave a brief explanation of the meaning of a Pre-Annexation Agreement.
Allison Swisher - Director of Public Utilities briefly discussed the City of Joliet water supply and water demands.
The Corporation Counsel discussed the proposed bridge and the permanent annexation of the proposed property.
Discussions were held between Council, staff, and Tom George, NorthPoint representative. There was consensus to change the agreement to shift the original investment from $2 million to $5 million with total contribution remaining the same.
Mayor O'Dekirk briefly discussed the COVID-19 stay-at-home orders and the NorthPoint project.
Councilman Hug discussed the Council's commitment to listening to all concerned parties.
222-20 Resolution Approving and Authorizing Execution of a Pre-Annexation Agreement for 1,260 Acres with East Gate Logistics Park Chicago, LLC for Compass Business Park
The Mayor and Council briefly discussed all aspects of the NorthPoint Business Park.
The Corporation Counsel explain what the Mayor and Council would be voting on and the requirement of a Super Majority vote needed for the passage of the Pre-Annexation Agreement.
Motion to Adopt Council Memo #222-20: Resolution Approving and Authorizing Execution of a Pre-Annexation Agreement for 1,260 Acres with East Gate Logistics Park Chicago, LLC for Compass Business Park with the following changes: 1) Section 3, Paragraph A add the following sentence – “Any alternate location would require a bridge over Route 53 in order to provide safe and restricted access to the property” and 2) Section 7, Paragraph A. change first sentence from $2 million to $5 million was made by Councilman Larry E. Hug.

Motion to Approve the adjournment of the meeting was made by Councilwoman Jan Hallums Quillman.
It is the policy of Mayor O’Dekirk to vote only in the event that the vote of the city council has resulted in a tie, or where a vote greater than a majority of council members is required in order to adopt an ordinance or resolution.
Motion seconded by Councilman Pat Mudron.
