PRESENTATION:

Allison Swisher, Director of Public Utilities, presented an update on the Alternative Water Source Program.

A brief discussion was held regarding potential partnerships and customers.

MAYOR: Proclamation - Declaring April 24, 2020 as Arbor Day in the City of Joliet

Councilwoman Quillman read a Proclamation issued by Mayor O'Dekirk declaring April 24, 2020 as Arbor Day in the City of Joliet.

A brief discussion was held regarding the use of 815 Campbell Street.

Interim City Manager gave a brief overview of this Council Memo.

Councilman Hug briefly discussed the previously agreed upon bond for the purchase of fleet vehicles and the economic impact of COVID-19.

Fire Chief Greg Blaskey explained the need for the purchase of one ambulance.

Interim City Manager gave a brief overview of this Council Memo.

Director of Public Works Jim Trizna explained the need for the repairs.

A brief discussion was held concerning the need to purchase all five trailers or if the number could be reduced.

Councilman Hug expressed his concern for future revenue.

Mayor O'Dekirk stated he spoke with Mayor Streit of Lockport regarding a possible Port Authority.

PUBLIC COMMENTS:

2nd Declaration of Local State of Emergency

The City Clerk stated one email comment was received (attached).

Kathy Spieler thanked the Mayor and Council for those who voted for NorthPoint.

Per the request of Mayor O'Dekirk, Corporation Counsel explained the agreement with NorthPoint concerning the legal fees for the filed lawsuit.

MAYOR AND COUNCIL COMMENTS:

Councilwoman Gavin thanked Mike Hennessey and United Way for their efforts during this pandemic. She also thanked the first responders and healthcare workers.

Councilwoman Reardon thanked City staff and first responders for their hard work during this time.

Councilman Hug thanked everyone in the community who are working together during this time.

Councilwoman Quillman reminded everyone to wear masks and gloves when going out in public.

Mayor O'Dekirk informed everyone he is working with a group of Mayors regarding casinos.

Per the request of Mayor O'Dekirk, Fire Chief Blaskey gave a brief overview of the COVID-19 outbreaks at Symphony of Joliet and Villa Franciscan. He stated the Illinois Department of Public Health is the agency responsible for overseeing long term care facilities.

Mayor O'Dekirk expressed his condolences to nursing home victims and their families. He also sent his condolence to Councilman Turk and his family and also to the family of Father Vytas Memenas.
