City of Joliet City Council met June 15.

Here is the minutes provided by the council:

ROLL CALL:

Present: Mayor Robert O'Dekirk, Councilman Don "Duck" Dickinson, Councilman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon, and Councilman Michael F. Turk 

ALSO PRESENT: Interim City Manager Steve Jones and Interim Corporation Counsel Sabrina Spano.

PRESENTATION: 

Mirage Subdivision Drainage - Jim Trizna, Director of Public Works Director of Public Works, Jim Trizna, gave a brief overview of recent drainage issues in the Mirage Subdivision during recent storms. Mr. Trizna gave several public and private mitigation recommendations to alleviate drainage issues.

Inspector General, Chris Regis, gave a brief overview of land acquisition and litigation strategy.

LICENSES AND PERMIT APPLICATIONS:

Application for a Drive-Thru Permit for a Dunkin’ Restaurant at 800 N Raynor Avenue

The Interim City Manager gave a brief overview of this item. He informed the Mayor and Council this item was removed at the Public Service meeting and will be brought back after a traffic study.

Per the request of Councilwoman Quillman, Mr. Trizna gave a brief overview of the site plan.

Kendall Jackson, Director of Community Development, addressed Council regarding concerns expressed by neighbors.

Resolution Committing Local Funds to the City of Joliet Westside Wastewater Treatment Plant, Influent Lift Station Project

Resolution Denying a Special Use Permit to Allow a Used Car Sales Facility, Located at 1900 Essington Road (ZBA PETITION 2020-20)

The Interim City Manager informed the Mayor and Council the petitioner has withdrawn this request.

Resolution Approving Addendum No. 2 to the Intergovernmental Agreement with the State of Illinois Department of Transportation for the Houbolt Road (I-80 to US Route 6) Roadway Improvement Project - MFT Sect. No. 16-00503-00-PV

The Interim City Manager gave a brief overview of this item.

Resolution Authorizing a Substantial Amendment to the CDBG PY 2017 & 2018 Annual Action Plans to the Amended 2015-2019 Consolidated Plan

Mr. Jackson gave a brief overview of this Council Memo. This is a formal request to amend the budget to expand the existing community center. A brief discussion was held regarding the scope change.

Resolution Appropriating Motor Fuel Tax Funds for the 2019 Roadways Resurfacing Contract B - MFT Sect. No. 19-00521-00-RS in the amount of $36,174.00

The Interim City Manager gave a brief overview of this item.

Resolution Authorizing the Deferment and Restructuring of Joliet Slammers Lease Payments for 2020

The Interim City Manager gave a brief overview of this item. Mr. Jones stated this proposal defers rent payments to September 30th and then a pro rata deductions of games not played.

A brief discussion was held regarding allocation of funding from the naming rights and the possibility of playing if restrictions are lifted.

Per the request of Councilman Hug, John Wilson - Joliet Slammers, discussed the impacts COVID-19 has had on sponsorships and season ticket purchases.

Resolution - Houbolt Bridge MOU City Consent to MOU Assignment - CNT Lease Agreement - Houbolt Road Exhibits - Houbolt Road Approver Report The Interim City Manager gave a brief overview of this memo.

Mayor O'Dekirk briefly discussed the purpose for the item being placed on the Agenda.

Authorization to Award a Contract for Comprehensive Benefit Consulting/Broker Services with Gallagher Benefit Services in the Amount of $76,000

Authorization to Award a Contract for the Demolition of 100-106 E Washington Street to Grosshening Inc. In the Amount of $97,000.00

Authorization to Approve a Professional Services Agreement for the 2021 Sanitary Sewer Rehabilitation Program on behalf of RJN Group in the amount of $134,950.00

AMENDMENTS, CHANGE ORDERS AND PAYMENTS:

Authorization to Approve Change Order No. 2 for the Eastside Wastewater Treatment Plant Phosphorus Removal Project to Williams Brothers Construction Inc. in the amount of ($1,648.79)

Authorization to Approve Change Order No. 1 for the 2019 - 2020 Snow Removal for the Commuter Lot Area to Snow Systems in the amount of $17,400.00

Authorization to Approve Payment of the 2020 Membership Dues for the Southwest Water Planning Group in the amount of $51,402.00

A motion was made by Councilwoman Bettye Gavin, seconded by Councilwoman Jan Hallums Quillman to enter into closed session to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation, after which the meeting will be adjourned.
