APPROVAL OF AGENDA:

Councilwoman Quillman requested a meeting be held with the neighbors concerning Council Memo #332-20 Application for a Drive-Thru Permit for a Dunkin' Restaurant at 800 N. Raynor Avenue.

A motion was made by Councilman Don "Duck" Dickinson, seconded by Councilman Michael F. Turk, to approve the Agenda as written with the following change: Remove Council Memo #332-20 Application for a Drive-Thru Permit for a Dunkin' Restaurant at 800 N Raynor Avenue and Council Memo #336-20 Resolution Denying a Special Use Permit to Allow a Used Car Sales Facility, Located at 1900 Essington Road (ZBA PETITION 2020-20).

John Sheridan spoke regarding Council Memo #332-20: Application for a Drive-Thru Permit for a Dunkin' Restaurant at 800 N Raynor Avenue and Council Memo #340-20: Resolution Authorizing the Deferment and Restructuring of Joliet Slammers Lease Payments for 2020.

Robert Hernandez spoke in favor of Council Memo #332-20: Application for a Drive-Thru Permit for a Dunkin' Restaurant at 800 N Raynor Avenue and also discussed the gas station on Collins Street.

Audrey Secko spoke in opposition of Council Memo #336-20: Resolution Denying a Special Use Permit to Allow a Used Car Sales Facility, Located at 1900 Essington Road (ZBA PETITION 2020-20) and also discussed filling the City Manager position.

MAYOR PRO TEM

A motion was made by Councilman Terry Morris, seconded by Councilman Michael F. Turk to appoint Councilman Pat Mudron as Mayor Pro Tem for the period of July 1, 2020 through September 30, 2020.

Finance

Councilman Turk gave an overview and explanation of the items discussed at the Tuesday, June 16, 2020 Finance Committee Meeting.

Allison Swisher, Director of Public Utilities, discussed the funding strategy for the alternative water source program.

Jim Ghedotte, Director of Finance, discussed sales tax disparities and the vehicle replacement fund.

Land Use & Legislative

The Clerk stated there was no report for Land Use and Legislative Committee.

Public Service

Councilman Hug gave an overview and explanation of the items discussed at the Monday, June 15, 2020 Public Service Committee Meeting.

The City Clerk advised that this is a Public Hearing so any public comments would be in order at this time.

Mayor O’Dekirk opened the Public Hearing and asked if there were any comments.

No public comments were made, therefore, the City Clerk closed the Public Hearing.

Resolution Committing Local Funds to the City of Joliet Westside Wastewater Treatment Plant, Influent Lift Station Project

The City Clerk stated there were no ecomments received and no one registered to speak.

A motion was made by Councilman Michael F. Turk, seconded by Councilman Larry E. Hug, to adopt Council Memo #334-20 Resolution Committing Local Funds to the City of Joliet Westside Wastewater Treatment Plant, Influent Lift Station Project. (RESOLUTION NO. 7539)

The City Clerk stated this item was previously removed from the agenda.

In response to Councilman Hug's questions, Kendall Jackson - Director of Community Development stated this item is permanently removed from the agenda due to the petitioner has decided not to purchase the property.

Resolution Approving Addendum No. 2 to the Intergovernmental Agreement with the State of Illinois Department of Transportation for the Houbolt Road (I-80 to US Route 6) Roadway Improvement Project - MFT Sect. No. 16-00503-00-PV

A motion was made by Councilman Larry E. A brief discussion was held regarding the community center at Riverwalk Homes.

A motion was made by Councilman Terry Morris, seconded by Councilman Michael F. Turk, to remove COUNCIL MEMO #338-20 Resolution Authorizing a Substantial Amendment to the CDBG PY 2017 & 2018 Annual Action Plans to the Amended 2015-2019 Consolidated Plan.

Resolution Authorizing the Deferment and Restructuring of Joliet Slammers Lease Payments for 2020

Interim City Manager Steve Jones explained the deferment and restructuring of the lease payments for 2020.

Councilman Mudron stated the City will receive the naming rights money in August.

A motion was made by Councilman Larry E. Hug, seconded by Councilman Pat Mudron to remove Council Memo #340-20 Resolution Authorizing the Deferment and Restructuring of Joliet Slammers Lease Payments for 2020 to be further discussed by the Stadium Committee with the intent to bring the item back to Council in July.

The motion was carried by the following vote:

Attorney Mike Hanson requested this item be tabled to a Special City Council Meeting o June 23, 2020.

A brief discussion was held regarding the addition of this item to the scheduled water source workshop.

CITY MANAGER:

The Interim City Manager discussed accessed late fees on water and sewer accounts, costs associated with clean up after a severe storm, and costs associated with protesting, rioting, and looting as a result of the death of George Floyd. He informed the Mayor and Council that the county may be declared a disaster and possible funds may become available to offset overtime costs for these events. He also discussed the continuation of identifying budget reductions opportunities, including options for retirement.

NEW BUSINESS (Not for Final Action or Recommendation):

Councilwoman Quillman asked Public Works Director to address multiple car accidents at Jefferson Street and Raynor Avenue.

Councilman Hug and Mr. Trizna discussed a meeting to address the Mirage flooding issues.

Mayor O'Dekirk and Interim Corporation Counsel Sabrina Spano regarding the Mayor's personnel file. He also briefly discussed the city manager search process.

A brief discussion was held regarding the City Manager search, job descriptions, and beginning a new search.

Lori Ann spoke regarding concerns of Mayors leadership.

Mario Valentini with MRV architects spoke regarding the proposed Dunkin' Restaurant at 800 N Raynor Avenue.

A brief discussion was held regarding other potential businesses at the proposed development on Raynor Avenue.

Kathy Spieler spoke regarding her community involvement and as a boardmember of the Reedswood neighborhood association regarding fireworks and other concerns.

MaryBeth Gannon spoke regarding the hiring of a new City Manager, Councils insurance with the City, and spoke in support of Councilwoman Quillman and Mayor O'Dekirk.

Nancy Timm spoke regarding firework concerns in the Reedswood neighborhood.

MAYOR AND COUNCIL COMMENTS:

Councilwoman Quillman wished everyone a Happy Father's Day.

Councilman Dickinson and Mayor O'Dekirk expressed their condolences to Roger McDaniel's family.
