City of Sandwich City Council met July 27.

Here is the minutes provided by the council:

Mayor Robinson called the meeting to order at 7:00 PM followed by the Pledge of Allegiance

Roll call was taken:

Present:   Mayor Robinson, City Clerk Ii, Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink & Surrat

Absent: Alderman Redden

Also Present: City Attorney Harrill, Department of Public Works Horak; Building Official Steffens, Streets Superintendent Horan, EMA Director Ciciora & Chief Bianchi

Audience Comments: None

Consent Agenda: Motion made by Alderman Kelleher, and seconded by Alderman Surratt to adopt the Consent Agenda. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink, Robinson & Surratt Nay:0 Motion carried 7:0

a. Approval of Regular Council Meeting Minutes of July 13, 2020

b. Approval of Committee-of-the-Whole Meeting Minutes of July 20, 2020

c. Approval of Special Meeting Minutes of July 20, 2020

d. Approval of July bills totaling $ 159,373.86

City Clerk Ii: No report

Director of Public Works / City Engineer:

(1) Zoning Board of Appeals (ZBA) regular meeting of Tuesday, July 28, 2020 has been cancelled.

(2) Ordinance 2020-11 entitled “An Ordinance Providing for Declaration of Surplus Property and the Public Sale Thereof” was presented for passage. City Council will designate the 1999 John Deere 310SE wheel loader backhoe (VIN #880517) as surplus property.

So moved by Alderman Surratt and seconded by Alderman Dell. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink, Robinson & Surratt Nay:0 Motion carried 7:0

Police Chief Bianchi: No report Aldermen Reports:

Alderman Dell reported that Ken Smylie, the City’s IMIC Insurance Pool loss control representative, will meet with staff on Thursday, August 20th at 1:00 PM. He added the meeting might be an opportunity to address harassment training.

Alderman Dell updated the Council on the stale invoice regarding a Workmen Comp case first mentioned at the July 6th meeting. In attempts to bring the account current, it appears the account, in reality, was not delinquent. The check was returned to City Clerk Ii for disposition.

Alderman Kreinbrink expressed sorrow on the passing of Olaf Gjovik on July 22nd. Olaf Gjovik, owner of Gjovik Chevrolet-Buick-GMC dealership, was viewed as an ambassador to the community through his contributions, generosities through sports sponsorships, countless charities, and dedication to the City.

Announcements: The Finance Committee Meeting will be held on Monday, August 3rd, following the Committee-of-the-Whole Meeting.

Executive Session: Motion made by Alderman Robinson and seconded by Alderman Surratt to go into Executive Session at 7:08 PM, pursuant to 5 ILCS 120/2(C)(6): “The setting of a price for sale or lease of property owned by the public body”.

Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink, Robinson & Surratt Nay:0 Motion carried 7:0

It was noted that action may be taken resulting from the Executive Session.

Motion to return to from Executive Session: Motion made by Alderman Surratt and seconded by

Alderman Kelleher to return to regular session at 7:43 PM.

Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink, Robinson & Surratt Nay:0 Motion carried 7:0

New Business:

(1) Motion to authorize the Mayor to sign a real estate contract to sell City property with PIN: 19- 35-251-006 for $130,000.00.

So moved by Alderwoman Killey. Motion was seconded by Alderman Kelleher. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, Robinson & Surratt Nay: Alderman Kreinbrink Motion carried 6:1

(2) Motion for approval of Thomas Gravel & Excavating Bid was removed from the agenda and no further action taken.

Adjournment: There being no further business to come before the Council, motion made by Alderwoman Killey and seconded by Alderman Kelleher to adjourn the Regular Council meeting at 7:46 PM. Motion carried unanimously by voice vote.
