City of Peru City Council met Aug. 3.

Here is the minutes provided by the council:

regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council Chambers at 7:10 p.m.

City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Ballard and Buffo present; Alderman Payton absent; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America. 

PRESENTATION

PUBLIC COMMENT

MINUTES

Mayor Harl presented the minutes of the Regular Meeting of July 20, 2020. Alderman Waldorf made a motion that the minutes be received and placed on file. Alderman Ferrari seconded the motion; motion carried.

FINANCIAL REPORTS

Mayor Harl presented the Treasurer’s Report for June 2020 and City Clerk’s Report of Cash Received for June 2020. Alderman Radtke made a motion the reports be received and placed on file. Alderman Payton seconded the motion; motion carried.

ACTIVITY REPORTS

FINANCE AND SAFETY COMMITTEE

Alderman Buffo presented the following disbursements for payment on July 22, 2020:

Alderman Buffo made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza Ballard and Buffo voting aye; Alderman Payton absent; motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Lukosus made a motion to award 6th Street Water Main Improvements to SKI Sealcoating & Maintenance in the amount of $437,123.57. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza Ballard and Buffo voting aye; Alderman Payton absent; motion carried.

Council tabled the motion to award the 2nd Street Water Main Improvements. City Engineer Eric Carls reported four bids were received and the total reconstruction would be two blocks west of Church Street.

City Engineer Eric Carls reported on the police department facility and infrastructure is going well. City Engineer Eric Carls stated the wooden poles are temporary and will be updated with the final timing of the projects. City Engineer Eric Carls stated the circuit lights are for safety.

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott Schweickert presented the minutes of the Planning/Zoning Commission hearing held on July 9, 2020 concerning the petition of the Illinois Valley Green LLC, concerning property located on Terminal Road, Peru, IL. Alderman Waldorf made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Lukosus seconded the motion; motion carried.

Corporate Counsel Scott Schweickert presented a proposed resolution entitled:

RESOLUTION NO. 2020-25

A RESOLUTION AUTHORIZING THE DONATION OF SURPLUS CITY FIRE DEPARTMENT EQUIPMENT TO THE VILLAGE OF STANDARD AND THE VILLAGE OF UTICA

Alderman Radtke made a motion the resolution be adopted as written and read. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Ballard and Buffo voting aye; Alderman Payton absent; motion carried.

Corporate Counsel Scott Schweickert presented a proposed resolution entitled:

RESOLUTION NO. 2020-26

A RESOLUTION ACKNOWLEDGING SUCCESSFUL COMPLETION BY GARY C. HAMMERS OF HIS OBLIGATIONS UNDER THE SALE OF PROPERTY AND REDEVELOPMENT AGREEMENT DATED AUGUST 7, 2019 CONCERNING 1830 FOURTH STREET, PERU, ILLINOIS

Alderman Waldorf made a motion the resolution be adopted as written and read. Alderman Sapienza seconded the motion. Alderman Lukosus complimented the job performed by Gary Hammers. Aldermen Waldorf and Sapienza concurred. Mayor Harl noted an RFP (Request for Proposal) was published and the only proposal was from Mr. Hammers. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Ballard and Buffo voting aye; Alderman Payton absent; motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6491

AN ORDINANCE GRANTING ADMINISTRATIVE VARIANCES UNDER THE ZONING ORDINANCE OF THE CITY OF PERU, IL, AS SOUGHT BY THE PETITION OF DENISE KING CONCERNING PROPERTY LOCATED AT 1727 SUNSET DRIVE, PERU, IL

Alderman Radtke made a motion the resolution be adopted as written and read. Alderman Ferriar seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Ballard and Buffo voting aye; Alderman Payton absent; motion carried.

Corporate Counsel Scott Schweickert presented a proposed resolution entitled:

RESOLUTION NO. 2020-27

IMRF RESOLUTION TO ALLOW SERVICE CREDIT FOR MILITARY SERVICE

Alderman Waldorf made a motion the resolution be adopted as written and read. Alderman Sapienza seconded the motion. Human Resource Manager Kim Reese reported the resolution is to update service credit from two years to four years. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Ballard and Buffo voting aye; Alderman Payton absent; motion carried.

PROCLAMATIONS

UNFINISHED BUSINESS

Alderman Waldorf initiated a discussion about curb and sidewalk repairs in various wards and suggested possibly using hotel/motel tax. Alderman Radtke asked for a total amount. City Engineer Eric Carls noted he hasn’t been tasked with putting a list together. Alderman Lukosus stated he wanted to eliminate “the list”. Alderman Waldorf stated he wanted to do the catch up. City Engineer Eric Carls stated he will summarize and will meet with Finance Officer Justin Miller. City Engineer Eric Carls reported many of the areas are out layers.

City Clerk Dave Bartley initiated a discussion regarding utility bills. Clerk Bartley noted more than 450 residents received bills with inaccurate readings, but the amount owed was correct. Clerk Bartley reported that corrected copies have been sent.

Clerk Bartley stated he’s been hearing from electric consumers asking why their power bills have been so high. Clerk Bartley stated he keeps hearing, ‘My bill doubled,’ and in some cases, that’s accurate. Clerk Bartley stated that every summer the bills are high and the number one reason the bills are high, is consumption. but most complaints were from people taken aback by abrupt increases. Clerk Bartley said COVID-19 has resulted in industry-wide increases and the recent billing cycle was, in many cases, several days longer than usual; but the bottom line the summer has been warm and residents used more electricity.

Alderman Radtke noted he is in favor of giving aldermen discretionary funds to be used for curbs or sidewalks in their wards but would prefer the engineering department do the research and secure bidding. Mayor Harl spoke in favor of allocating funds to the wards for discretionary spending.

NEW BUSINESS

PETITIONS AND COMMUNICATIONS PUBLIC COMMENT

CLOSED SESSION

Mayor Harl asked for a motion to go into closed session for discussion of minutes lawfully closed under the act either for purposes of approval by the body of the minutes or semi-annual review of the minutes as required by the act. Alderman Buffo made a motion to go into closed session. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Alderman Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Ballard and Buffo voting aye; Alderman Payton absent; motion carried.

Closed session began at 7:56 p.m.; ended at 7:57 p.m.

Alderman Lukosus made a motion to reopen the meeting. Alderman Waldorf seconded the motion, City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Ballard and Buffo present; Alderman Payton absent; Mayor Harl present.

ADJOURNMENT

Alderman Ferrari made a motion that the meeting be adjourned. Alderman Buffo seconded the motion and motion carried. Meeting adjourned 8:00 p.m.
