City of Sandwich City Council met Aug. 3.

Mayor Robinson called the meeting to order at 7:11 PM
Roll call was taken:
Present: Mayor Robinson, City Clerk Ii, Aldermen Chmielewski, Dell, Killey, Kreinbrink, Kelleher & Surratt
Also present: Building Official Steffens, Chief Bianchi & EMA Director Ciciora
Absent: Alderman Redden & Department of Public Works / Engineer Horak
Service Contract with Midwestern Concrete: Mayor Robinson requested a motion for the approval of a Service Contract with Midwestern Concrete to complete the Gletty Road Project and other sidewalk repairs. He also noted that the City Council may also move to waive the bid provisions of 65 ILCS 5/1-1-1 et seq. to authorize the contract by a vote of two-thirds of all aldermen then holding office. The potential contract amount exceeds $25,000.00.
Suggestions to amend the Service Contract included referencing prevailing wage, submittal of lien waivers, definition of cleanup according to previous bid specs, inclusion of a deadline for services, and clarification of the City’s contract with Clean Soils Consulting who will be supervising the cleanup.
Motion made by Alderman Surratt, and seconded by Alderman Kelleher, to waive bid provisions. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink, Robinson & Surratt Nay:0 Motion carried 7:0
Alderman Surratt moved to accept the Service Contract with Midwestern Concrete, as amended. Alderman Kelleher seconded. Aye: Aldermen Chmielewski, Dell Kelleher, Killey, Kreinbrink, Robinson & Surratt Nay:0 Motion carried 7:0
Audience Comments: WSPY Correspondent, Jim Wyman, raised questions why the news media was not provided a copy of the proposed contract on Friday (July 31st), what were the legal costs incurred in preparing said contract, what is the difference in cost of the cleanup versus sidewalk construction, does the Council have any say as to what sidewalks will be replaced or will that decision be left to the City Engineer, and when is the closing date on the real estate.
Adjournment: There being no further business to come before the Council, motion made by Alderman Surratt and seconded by Alderman Kelleher to adjourn the Special Council meeting at 7:27 PM. Motion carried unanimously by viva voce vote.
