City of Sandwich Committee of the Whole met Aug. 17.

Here is the minutes provided by the committee:

Mayor Robinson called the meeting to order at 7:00 PM.

Roll call was taken:

Present: Mayor Robinson, City Clerk Ii, City Attorney Harrill, Aldermen Dell, Kelleher, Killey, Kreinbrink, Surratt & Redden

Absent: Alderwoman Chmielewski

Also Present: Director of Public Works / City Engineer Horak, Chief Bianchi, EMA Director, Ciciora & Building Official Steffens

Mayor Robinson spoke on Netflix, an internet entertainment service, creating a comedy platform on communities with funny names. Netflix was conducting a promotion in Sandwich last week offering free food at Bull Moose and Brenda’s custard, in addition of prizes to residents.

On Friday, the City assisted Somonauk on their cleanup following last Monday’s storm. The City provided 3 employees, a 5-yard dump truck and a tree chipper / service truck for a total of 17-man hours for the storm cleanup.

Foster, Buick, Conklin & Lundgren Law Group: No report

City Clerk Ii reported that Wes Levy (Lauterbach & Amen) will be present at next week’s meeting to review the City’s monthly financials.

She also shared a conversation with a census taker that is door knocking in town. Clerk Ii was told that the number of census returns from Sandwich is down from the 2010 census; she emphasized it is vital that residents file their census returns via mail, online or a phone call.

Director of Public Works / City Engineer Horak: The Gletty Road cleanup process begin earlier in the day with road barricades and no trespassing signs posted enabling construction crews to access the site. Dirt piles will be separated and hauled away. Completion is anticipated to be the end of August to coincide with the IEPA deadline extension.

Chief Bianchi: No report

EMA Director Ciciora had distributed “Outdoor Warning Device Activation Guidelines” following the derecho storm from last Monday (August 10th). Guidelines have been updated and posted on the City’s website.

Aldermen Reports:

Alderman Dell will be distributing questionnaires to the department supervisors that is part of the insurance renewal process. He would like them returned by September 4th. Alderman Dell also reported that in speaking with a MetroNet representative, it appears service may be extended in Edgebrook. Edgebrook Subdivision and surrounding area is not serviced by MetroNet.

Alderman Kreinbrink questioned if the GIS program with DeKalb County shows utilities. Engineer Horak replied that it does not, and he is working on zoning information with the County at this time.

Alderman Kreinbrink also asked Engineer Horak if he had considered using a crack sealing contractor and avoid paying 5% under the intergovernmental agreement with DeKalb County. Engineer Horak replied he had considered it, but Street Superintendent Horan is interested in the City proceeding on their own and also self-performing some work.

Announcements: The Finance Committee Meeting will meet immediately following the Committee- of-the-Whole Meeting on August 17th, 2020.

Adjournment: There being no further business to come before the Council, motion made by Alderman Redden and seconded by Alderman Kelleher to adjourn the Committee-of-the- Whole Council meeting at 7:14 PM. Motion carried unanimously via voice vote
