City of Joliet City Council met Aug. 3.

Here is the minutes provided by the council:

ROLL CALL:

Mayor Robert O'Dekirk, Councilman Don "Duck" Dickinson, Councilman Bettye Gavin, Councilman Larry E. Hug, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, and Councilwoman Sherri Reardon

Present:

Absent: Councilman Terry Morris, and Councilman Michael F. Turk

ALSO PRESENT: Interim City Manager Steve Jones and Corporation Counsel Sabrina Spano

Councilman Turk entered the meeting at 5:31 p.m.

Quinn Adamowski spoke in favor of Council Memo #409-20: Ordinance Amending Chapter 8 Division 15, Rental Dwelling Registration Certificate and Systematic Inspection of Rental Housing, Sections 8-152 and 8-153.7.1 of the City of Joliet Code of Ordinances.

Erica Holmes spoke in opposition of Council Memo #409-20: Ordinance Amending Chapter 8 Division 15, Rental Dwelling Registration Certificate and Systematic Inspection of Rental Housing, Sections 8-152 and 8-153.7.1 of the City of Joliet Code of Ordinances.

Jon Scholtos, Three Rivers Association of Realtors spoke in opposition of Council Memo #409-20:Ordinance Amending Chapter 8 Division 15, Rental Dwelling Registration Certificate and Systematic Inspection of Rental Housing, Sections 8-152 and 8-153.7.1 of the City of Joliet Code of Ordinances.

Burneva McCullum spoke on behalf of Southland Black Chambers of Commerce, in opposition of Council Memo #409-20: Ordinance Amending Chapter 8 Division 15, Rental Dwelling Registration Certificate and Systematic Inspection of Rental Housing, Sections 8-152 and 8-153.7.1 of the City of Joliet Code of Ordinances.

Councilman Morris entered the meeting at 5:42 p.m.

Isiah Williams, landlord, spoke in opposition of Council Memo #409-20: Ordinance Amending Chapter 8 Division 15, Rental Dwelling Registration Certificate and Systematic Inspection of Rental Housing, Sections 8-152 and 8-153.7.1 of the City of Joliet Code of Ordinances.

Matt Persicketti spoke in opposition of Council Memo #409-20: Ordinance Amending Chapter 8 Division 15, Rental Dwelling Registration Certificate and Systematic Inspection of Rental Housing, Sections 8-152 and 8-153.7.1 of the City of Joliet Code of Ordinances.

Marc Wallace, landlord, spoke in opposition of Council Memo #409-20: Ordinance Amending Chapter 8 Division 15, Rental Dwelling Registration Certificate and Systematic Inspection of Rental Housing, Sections 8-152 and 8-153.7.1 of the City of Joliet Code of Ordinances.

Eddie Ruettiger, acting president of Three Rivers Realtors, spoke in opposition of Ordinance Amending Chapter 8 Division 15, Rental Dwelling Registration Certificate and Systematic Inspection of Rental Housing, Sections 8-152 and 8-153.7.1 of the City of Joliet Code of Ordinances.

Ordinance Amending Chapter 8 Division 15, Rental Dwelling Registration Certificate and Systematic Inspection of Rental Housing, Sections 8-152 and 8-153.7.1 of the City of Joliet Code of Ordinances

Director of Community Development, Kendall Jackson, gave a brief overview of this Council Memo.

A lengthy discussion was held regarding this Memo and the current rental inspection program.

RESOLUTIONS:

Resolution Approving the CDBG FY2020 Annual Action Plan and FY2020-24 Five Year Consolidated Plan

The Mayor addressed concern regarding the $30,000 allocation for Senior Snow Plowing program.

Resolution Authorizing a Substantial Amendment to the CDBG PY 2017 & 2018 Annual Action Plans to the Amended 2015-2019 Consolidated Plan

Director of Community Development, Kendall Jackson, gave a brief overview of this Council Memo.

Resolution Appropriating Motor Fuel Tax Funds for the 2020 MFT Roadways Resurfacing Contract B - MFT Sect. No. 20-00530-00-RS

Resolution Approving and Authorizing Execution of a Letter of Intent Between the City of Joliet and the Illinois Department of Transportation

Economic Development Specialist, Derek Conley gave a brief overview of this Council Memo.

Resolution Approving and Authorizing Execution of a Memorandum of Understanding with Cullinan Joliet, LLC

Economic Development Specialist, Derek Conley gave a brief overview of this Council Memo.

Rick Joseph, Cullinan's general counsel addressed the Council and provided a general overview of the Memorandum of Understanding.

BIDS AND CONTRACTS: AWARD OF CONTRACTS:

Request for Authorization to Approve the Replacement of the Well Rock 3 Motor to Layne Christensen Company Inc. in the amount of $140,946.00

Request for Authorization to Approve the Repairs to the Number 2 Blower at the Westside Wastewater Treatment Plant to JR Cross Co. in the amount of $31,957.00

Request for Authorization to Award the 2020 Electrical Maintenance Assistance Contract to Van-Mack Electric Inc. not to exceed $150,000.00

Request for Authorization to Award a Contract for the 2020 Roadway Resurfacing Contract B - MFT Sect. No. 20-00530-00-RS to P.T. Ferro Construction Co. in the amount of $2,433,640.56

AMENDMENTS, CHANGE ORDERS AND PAYMENTS:

Request for Authorization to Approve Change Order No. 2 for the Charity Avenue / Nowell Avenue / Retta Court Roadway Project - MFT Sect. No. 18-00511-00-FP to P.T. Ferro Construction Co. in the amount of ($31,536.64)

CITY MANAGER:

Steve Jones stated he will not be in attendance at tomorrow's meeting.

Additionally, Mr. Jones asked Council for guidance on internal investigation for the Eric Lurry investigation.

Councilwoman Bettye Gavin stated the State Police did confirm they do not investigate for internal matters of police departments; however, the State Police did recommend two agencies.

CLOSED SESSION to discuss the following subjects:

A motion was made by Councilman Bettye Gavin, seconded by Councilman Don "Duck" Dickinson, to enter into closed session to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation after which the meeting will be adjourned.

The motion carried by the following vote:

Aye: Councilman Don "Duck" Dickinson, Councilman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris,

Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon, and Councilman Michael F. Turk
