PRESENTATION:

Riverwalk Homes Update - Greg Blaskey, Fire Chief

Fire Chief Greg Blaskey gave an update on a recent fire at Riverwalk Homes.

Brian McDaniel with the Red Cross gave a brief explanation of the Red Cross's coordinated response efforts due to the fire at Riverwalk Homes.

Mayor O'Dekirk thanked Mr. McDaniel and the Red Cross for all their efforts.

Peter Holsten, President of Holsten Management Corporation, gave a brief report concerning damage from the fire and the return of residents to River Walk Homes.

Proclamations for Neighborhood Hero Award Winners

Jayne Bernhard, City Planner, briefly discussed the Project Acclaim

Neighborhood Hero Program.

Councilwoman Quillman read a Proclamation issued by Mayor O'Dekirk honoring Neighborhood Hero Award residents with outstanding yards that includes maintained lawns with flowers, shrubs, and decorative trees.

A motion was made by Councilman Michael F. Turk, seconded by Councilwoman Sherri Reardon, to adopt COUNCIL MEMO #407-20: Ordinance Amending Chapter 28, Article XIV, Real Estate Transfer Tax, Sections 28-251 and 28-258, Ordinances of the City of Joliet Code of Ordinances.

Ordinance Amending Chapter 8 Division 15, Rental Dwelling Registration Certificate and Systematic Inspection of Rental Housing, Sections 8-152 and 8-153.7.1 of the City of Joliet

Kendall Jackson, Director of Community Development, brief discussed the proposal of a comprehensive program to include all rental properties.

A brief discussion was held regarding the enforcement of the current rental program and the lack of staffing and current number of units.

Councilwoman Quillman affirmed this item is a policy change and expressed it is needed to protect renters.

Councilman Mudron discussed the need for a good business plan and budget.

Councilwoman Gavin discussed the issue of code enforcement and put more responsibility and accountability on those not adhering to the current inspection program.

A motion was made by Councilwoman Jan Hallums Quillman, seconded by Councilman Pat Mudron, to table COUNCIL MEMO #409-20: Ordinance Amending Chapter 8 Division 15, Rental Dwelling Registration Certificate and Systematic Inspection of Rental Housing, Sections 8-152 and 8-153.7.1 of the City of Joliet Code of Ordinances.

The motion carried by the following vote:

Mr. Jackson briefly discussed revisions made to the proposed Resolution approving the CDBG FY 2020-2024 Consolidated Plan and FY 2020 Annual Action Plan.

A brief discussion was held regarding adjustments made to contributions for Riverwalk Homes.

A motion was made by Councilman Michael F. Turk, seconded by Councilman Don "Duck" Dickinson, to adopt COUNCIL MEMO #411-20: Resolution Approving the CDBG FY2020 Annual Action Plan and FY2020-24 Five Year Consolidated Plan.

The motion carried by the following vote:

Nikki Moore spoke regarding the Eric Lurry case.

Arianna Shuler spoke regarding the Eric Lurry case, the May 31 protest incident with Mayor O'Dekirk, and need for police reform.

Meshona Mitchell spoke regarding the need for accountability.

David Paul spoke regarding COVID-19 and school systems not opening in the fall.
