City of Joliet City Council met July 6.

ROLL CALL:

Present: Mayor Robert O'Dekirk, Councilman Don "Duck" Dickinson, Councilman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon, and Councilman Michael F. Turk

ALSO PRESENT: Interim City Manager Steve Jones and Interim Corporation Counsel Sabrina Spano.

The City Clerk stated no one signed up to be called for Citizens to be Heard.

Councilwoman Gavin explained her reasoning for not signing a letter to the Attorney General's Office concerning Eric Lurry.

The Interim City Manager gave a brief overview of this item.

Ordinance Amending the 2020 Budget to Authorize the Purchase of 10 S. Richards Street for $126,000.00

Resolution Appropriating Motor Additional Motor Fuel Tax Funds for the Chicago Street Roadway Improvements Contract - MFT Sect. No. 16-00491-00-PV in the amount of $256,399.90

Resolution Accepting Dedication of Right-of-Way for the Rock Run Crossings Development

The Interim City Manager gave a brief overview of this Council Memo, including the Memorandum of Understanding.

A brief discussion was held regarding the discontinuation of late fees.

Resolution Updating and Amending City Manager Job Description

The Interim City Manager gave a brief overview of this Council Memo.

Councilwoman Quillman explained the Land Use & Legislative Committee was unable to come to an agreement for the interim city manager / deputy city manager job description. She stated the Committee agreed to bring this item before the entire Council.

Resolution Approving a Bridge and Ground Lease Agreement Between the City of Joliet and Houbolt Road Extension JV, LLC

Resolution Authorizing the Assign ment of the City’s Memorandum of Understanding with CenterPoint to Houbolt Road Extension JV, LLC

Inspector General, Chris Regis, gave a brief overview of this Council Memo.

A brief discussion was held regarding naming rights, police responsibilities, and maintenance costs.

Meshona Mitchell spoke regarding Eric Lurry death.

Audrey Secko spoke via phone regarding concerns on a permanent City Manager, the letter to the Attorney General's Office, and funding the library project. She also expressed her vote of confidence for the Mayor.

Ollie Autman spoke regarding her son Eric Lurry.

Mayor O'Dekirk discussed the recently released videotape of Eric Lurry and the request for an independent investigation by the Attorney General's Office.

CLOSED SESSION to discuss the following subjects:

Motion was made by Councilwoman Bettye Gavin, seconded by Councilwoman Sherri Reardon to go into closed session to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation after which the meeting will be adjourned.
