City of Joliet City Council met July 20.

Here is the minutes provided by the council:

ROLL CALL:

Present: Mayor Robert O'Dekirk, Councilman Don "Duck" Dickinson, Councilman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon, and Councilman Michael F. Turk

PRESENTATION: 2020 Census Update - Kendall Jackson, Director of Community Development Director of Community Development Kendall Jackson gave a brief update on the 2020 Census.

A brief discussion was held regarding the census yard signage.

Megan Millen, Executive Director of the Joliet Public Library, spoke in favor of Council Memo 379-20: Request Authorization to Engage Ice Miller LLP as Bond Counsel for a General Obligation Bond that would borrow $4,000,000 for Vehicle Replacement and $6,500,000 for Library Improvements and gave an update on a recent grant the State of Illinois has committed to the library's renovation.

Ralph Stevens, President of the Illinois License Beverage Association for Will and Grundy County, spoke in opposition of gas stations acquiring liquor licenses.

Jim Rolf, immediate past chair of City Center Partnership, spoke in favor of Council Memo 379-20.

Pre-Council Meeting - July 6, 2020 Regular Council Meeting - July 7, 2020

Invoices Paid Report

Request Authorization to Engage Ice Miller LLP as Bond Counsel for a General Obligation Bond that would borrow $4,000,000 for Vehicle Replacement and $6,500,000 for Library Improvements.

The Interim City Manager gave an overview of this item, including funding of the bond.

Councilman Hug requested this item be voted on separately and brief discussion was the possibility of separating the two bond requests.

LICENSES AND PERMIT APPLICATIONS:

Jim Murphy, Attorney, representing the petitioner of 381-20 Denial Order of Issuance of a Class "A" Liquor License at 1529 N. Broadway Street - Lambert Mobil & Convenience Store asked for the same consideration as Thornton's received for a liquor license. Mr. Murphy provided a letter to the Mayor and Council concerning a waiver of the City's ordinance.

Deputy Liquor Commissioner Michael O'Connell gave a brief overview of this Council Memo.

Denial Order of Issuance of a Class “A” Liquor License at 4704 Caton Farm Road- Wynn Vegas, INC. A liquor hearing was held with the Deputy Liquor Commissioner on June 17, 2020, for Wynn Vegas, INC.

Issuance of a Class “B” Liquor License at 1125 Collins Street- The Old Joliet Prison

Deputy Liquor Commissioner Michael O'Connell gave a brief overview of this Council Memo.

Application for a Drive-Thru Permit for a Dunkin’ Restaurant at 800 N Raynor Avenue

Interim City Manager gave a brief overview of this Council Memo.

A brief discussion was held regarding the possibility of a left turn restriction that may be added to this project.

The petitioners briefly discussed site plans for this project and future development of the location including parking.

Ordinances and Resolutions Associated with Gas n Wash Route 6 at Gougar Subdivision:

Annexation of 3.5 Acres located at the Southeast Corner of Route 6 and Gougar Road, Classification to B-3 (General Business) Zoning and Approval of an Annexation Agreement (A-6-20)

Annexation of.65 Acres located at the Southeast Corner of Route 6 and Gougar Road, Classification to B-3 (General Business) Zoning and Approval of an Annexation Agreement (A-7-20)

The Interim City Manager informed Mayor and Council this is being recommended to table this item to September 15, 2020.

Request for Authorization to Award a Professional Services Contract to Provide Non-Invasive Roadway Temperature Sensors for the Roadways Division to Frost Control Systems in the Yearly Amount of $36,396.00

Request for Authorization to Award a Contract for the Potholing Water Service Lines Project to D Construction Inc in the amount of $262,000.00

AMENDMENTS, CHANGE ORDERS AND PAYMENTS:

Request for Authorization to Approve Change Order No. 1 for the 2019 Roadways Resurfacing Contract C to P.T. Ferro Construction Co. in the amount of $49,260.62 and Payment Request No. 5 in the amount of $46,797.59

Request for Authorization to Approve Payment of the 2020 Wastewater Discharge NPDES Permit Fees to the Illinois EPA in the amount of $152,500.00

Loretta Hobbs expressed condolences for John Lewis. Ms. Hobbs spoke regarding Joliet Police concerns regarding Eric Lurry.

CLOSED SESSION to discuss the following subjects:

A motion was made by Councilman Larry E. Hug, seconded by Councilman Michael F. Turk, to enter into closed session to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation after which the meeting will be adjourned.

The motion carried by the following vote:

Aye: Councilman Don "Duck" Dickinson, Councilman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris,
