City of Joliet City Council met Sept. 14.

ROLL CALL:

Present: Mayor Robert O'Dekirk, Councilman Don "Duck" Dickinson, Councilman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon, and Councilman Michael F. Turk

Margie Cepon spoke in opposition of Council Memo 486-20: Resolution Authorizing an Amendment to the Economic Incentive Agreement between the City of Joliet and Love's Travel Stops and Country Stores Inc.

Per request of Council, the City Manager gave a brief overview of this item.

A brief discussion was held regarding this item. Per the request of the Mayor, the Inspector General Chris Regis discussed the recapture agreement. Attorney Mike Hansen, representing Loves, stated the anticipated opening will be in the Spring of 2021.

Councilman Mudron entered the meeting at 5:37 p.m.

Megan Cooper spoke in opposition of Council Memo 486-20: Resolution Authorizing an Amendment to the Economic Incentive Agreement between the City of Joliet and Love's Travel Stops and Country Stores Inc.

Purchase Ten (10) 2021 Ford Police Interceptor Utility All Wheel Drive vehicles from Ron Tirapelli Ford in Shorewood, IL for $368,782.40 and to purchase accessories and wraps from Ray O’Herron, Lund Industries and Element Graphics for a not to exceed price of $69,077.50

Award a Contract for the Well 21D Rehabilitation Project to Layne Christensen Company in the amount of $662,651.00 Rescind the Award of Contract for the 2020 Sidewalk / Curb Replacement Project Contract No. 2417-0320 to Globe Construction in the amount of $351,800.00 and to Reject the Bids for the 2020 Sidewalk / Curb Replacement Project Contract No. 2526-0920

AMENDMENTS, CHANGE ORDERS AND PAYMENTS:

Approve the Proposed Renewal of Workers’ Compensation Broker Credit Building Permit Fees to Lennar Homes for Drainage Improvements to Hunter’s Ridge Subdivision - 2020 in an amount not to exceed $52,000.00

Approve Change Order No. 2 in the amount of ($130,784.93) and Payment Request No. 6 & Final for the 2019 Roadways Resurfacing Contract C to P.T. Ferro Construction Co. in the amount of $260,591.64

Approve Change Order No. 4 for the Belmont Interceptor Replacement Project to Austin Tyler Construction in the amount of ($248,046.50) and Final Payout in the amount of $240,131.89

A motion was made by Councilman Don "Duck" Dickinson, seconded by Councilwoman Jan Hallums Quillman, to enter into closed session to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation, and discussion of minutes of closed session meetings after which the meeting will be adjourned.

The motion carried by the following vote:
