Dave Meyer with Wermer, Rogers, Duran, and Ruzonn LLC gave a review of the Comprehensive Annual Financial Report.

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Michael F. Turk, to approve the agenda as written with the following changes: 1) Vote separately on Council Memo #506-20: Credit Building Permit Fees to Lennar Homes for Drainage Improvements to Hunter's Ridge Subdivision - 2020 in an amount not to exceed $52,000.00, and 2) Remove 212 S. Larkin Avenue and 702 Vista Lane from Council Memo #484-20: Ordinance Declaring Certain Properties as Public Nuisances.

Andrew Smith spoke regarding 702 Vista Lane as a part of Council Memo #484-20: Ordinance Declaring Certain Properties as Public Nuisances.

Margie Cepon spoke in opposition of Council Memo #486-20: Resolution Authorizing an Amendment to the Economic Incentive Agreement between the City of Joliet and Love's Travel Stops and Country Stores Inc. and Council Memo #487-20 Resolution Authorizing a Recapture Agreement between the City of Joliet and Love's Travel Stops and Country Stores Inc.

Megan Cooper spoke in opposition of Council Memo #487-20 Resolution Authorizing a Recapture Agreement between the City of Joliet and Love's Travel Stops and Country Stores Inc.

Inspector General Chris Regis discussed an amendment he made to clarify the language in Council Memo #486-20 Resolution Authorizing an Amendment to the Economic Incentive Agreement between the City of Joliet and Love's Travel Stops and Country Stores Inc.

A lengthy discussion was held regarding 486-20 Resolution Authorizing an Amendment to the Economic Incentive Agreement between the City of Joliet and Love's Travel Stops and Country Stores Inc.

A motion was made by Councilman Larry E. Hug, seconded by Councilwoman Jan Hallums Quillman, to adopt COUNCIL MEMO #486-20: Resolution Authorizing an Amendment to the Economic Incentive Agreement between the City of Joliet and Love’s Travel Stops and Country Stores Inc. (RESOLUTION NO. 7579)

CITY MANAGER:

The City Manager gave a brief update on the Senor Tequilas building on Jefferson Street.

Jim Trizna, Director of Public Works, discussed the IDOT bridge closure on Jefferson Street over the DesPlaines River. He also addressed the inquiries regarding Jefferson Street and Cass Street operating as two-way streets.

NEW BUSINESS (Not for Final Action or Recommendation):

Councilwoman Gavin requested the Public Works and Utilities Departments to investigate reports of flooding on Luther Avenue.

Johnathan Marquardt spoke regarding police reform.

Kia Watson spoke regarding police reform.

Brittany Kim spoke regarding police reform.

Ariana Schuler spoke regarding police reform.

Jerry Hervey spoke regarding three cent gas tax increase.

A brief discussion was held regarding the City's speaking ordinance. 

Connor Lonergan spoke regarding police reform.

Stringer Harris spoke regarding police reform and the Eric Lurry case. 

Cesar Guerrero spoke regarding police reform.

Marlena Smith spoke regarding police reform.

Carl Ferro regarding police reform.

MAYOR AND COUNCIL COMMENTS:

Councilwoman Quillman gave a statement regarding the previously held combined Land Use & Legislative Committee and Public Safety Committee meeting as well as the Public Safety Committee meeting held on September 1, 2020.

Councilman Morris also spoke regarding the Public Safety Meeting held on September 1, 2020 and scheduling another meeting.

Councilwoman Reardon briefly discussed police reform and highlighted an award given to Jim Teiber for his beautification of the city.

Councilwoman Gavin concurred for a meeting to be rescheduled regarding police reform. She also thanked Jim Teiber for his work and highlighted a Forest Park Community Center prescription medication assistance grant.

Mayor O'Dekirk briefly discussed a civil community review board and development on the east side of Joliet.
