The regular meeting of the Plano City Council was called to order on Monday, June 8, 2020 by Mayor Robert A. Hausler, this was a WebEx meeting. The Mayor led the Pledge of Allegiance to the Flag.

There was a quorum.

MINUTES:

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the minutes of the regular meeting on May 26, 2020. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Nadeau, seconded by Alderman Mulliner, to approve the agenda for the regular meeting of June 8, 2020. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman Williams, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated May 28, 2020 in the amount of $ 114,725.08.

A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated June 8, 2020 in the amount of $ 165,250.46.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Hausler. Guests included Matt and Jenny Jackson, WSPY, Erin Kripke.

CITIZEN’S COMMENTS:

Jenny Jackson thanked the Police Department for the way they have handled current issues. She is proud to live in Plano.

MAYOR’S REPORT: Bob Hausler

A motion was made by Alderman Eaton, seconded by Alderman Williams, to confirm the hiring of Patrol Officer, Mason Brant, by the Police Commission with an effective date of June 8, 2020 and a starting salary of $ 57,966.90

Attorney Grant swore in the new Police Officer, Mason Brant.

The Mayor thanked all who participated in the protest on Saturday. It was a well-organized event and there were no issues.

Resolution R#2020-11 Fair Housing

A motion was made by Alderman Rennels, seconded by Alderman Fawver, to approve a resolution for Fair Housing.

Resolution R#2020-12 H.A.S. d/b/a The Friendly Tap resolution of support

A motion was made by Alderman Mulliner, seconded by Alderman Eaton, to approve a resolution in support of HAS Inc. d/b/a The Friendly Tap for the State of Illinois Community Development Block Grant

Program.

Resolution R#2020-13 Ivana’s Café Inc. resolution of support

A motion was made by Alderman Johns, seconded by Alderman Mulliner, to approve a resolution in support of Ivana’s Café Inc. for the State of Illinois Community Development Block Grant Program.

Resolution R#2020-14 Ultimate Dance On The Move, LLC resolution of support

A motion was made by Alderman Nadeau, seconded by Alderman DeBolt, to approve a resolution in support of Ultimate Dance On The Move, LLC for the State of Illinois Community Development Block Grant

Program.

CITY CLERK: Kathleen Miller – Nothing to report CITY TREASURER: Zoila Gomez

The April 30, 2020 Treasurer’s report in the amount of $ 6,167,974.96 was distributed in the meeting packets. The total disbursements report for April 2020 in the amount of $ 345,765.99 was distributed in the meeting packets. An S & P Global rating outlook information notice was distributed in the meeting packets.

POLICE CHIEF’S REPORT: Jonathan Whowell

The Chief asked for a moment of silence for the loss of a Plano resident that was killed in a motorcycle accident on June 5, 2020. He thanked all of the agencies that assisted on the call and the City’s Public Works Department for all of their help during the incident.

The Chief thanked the City for setting up the swearing in of their new Police Officer. Officer Brant’s parents, Police Commission members, Records Clerks, Chief Whowell, Lt. Allison, Sgt. Smith, Sgt. Hernandez, Officers Johnson, Lopez, Miller, Oswego Police personnel, Chief Burgner, Deputy Chief Delphey, Deputy Chief Norwood, Commander Bastin and Sgt. Yackley were present for the swearing in.

The Chief stated that he was proud of the Mayor, Council and citizens for the safe and peaceful protest.

All Police Officer have completed discrimination training provided by BRIT.

The Ford Motor Company has given the City a credit of $750.00 to be used on future parts due to the fact that they have not been able to get our new vehicles built.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: Nate Bullard

A motion was made by Alderman Eaton, seconded by Alderman Fawver, to approve continued development of the City GIS system by Deuchler in an amount not to exceed $ 39,875.00.

Nate informed the Council that he has been working with the Police Department to get accident data to submit to IDOT for signage at Needham and Rt. 34. The Main St. Bridge project is coming along and should be finished in 2 to 3 weeks. The Lew St. and street reconstruction projects should start within a month. Brush pick up started today. The Water Department has been flushing hydrants; they are finished at this time.

BUILDING, PLANNING & ZONING: Tom Karpus – Nothing to report

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner – Nothing to report

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

The committee had a meeting on June 3, 2020 and discussed internet for City buildings, boundary line agreement between the City of Plano and Millbrook and Sandwich, and the Reliable Maintenance agreement. A meeting was called for June 16, 2020 at 6:00 PM.

COMMUNITY DEVELOPMENT: Alderman Rennels

A meeting was held June 3, 2020, they discussed the candidates for the PEDCO Director position. A meeting will be held on June 9, 2020 to discuss the PEDCO candidates.

FINANCE: Alderman Fawver

The Finance Committee met this evening, the vendor run dated May 28, 2020 and June 8, 2020 were brought to the Council this evening for approval. Alderman Fawver called a meeting for June 22, 2020 at 5:15 pm.

PARKS: Alderman Johns

The Dog Park Grant funding has been pulled; they will reapply in 2021. Practice only will be allowed at the City ball diamonds. Contact Tommy Johns for use of the fields. The benches for Gorman and Foli Parks should be in soon. A meeting was called for June 16, 2020 at 5:30 PM.

PERSONNEL & INSURANCE: Alderman Williams

A meeting was held June 2, 2020 at 12:30 PM. Agenda items were benefit protection, Collector pay, Union negotiations and old/new business.

SPECIAL EVENTS: Alderman Nadeau – Nothing to report

STREETS & UTILITIES: Alderman Eaton

A meeting will be held June 10, 2020 at 6:00 pm. Various signage will be discussed.

CITIZEN’S COMMENTS:

Erin Kripke asked about the details of the discrimination training held at the Police Department. Lt.

Allison explained that is was done by our insurance carrier for discrimination practices within the Police Department.

ADJOURNMENT:

A motion was made by Alderman Eaton, seconded by Alderman Johns, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 7:08 p.m.
