City of Joliet City Council met Oct. 5.

Present: Mayor Robert O'Dekirk, Councilman Don "Duck" Dickinson, Councilman Bettye Gavin, Councilman Larry E. Hug, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon, and Councilman Michael F. Turk

2021 Roadway Reconstruction Program

Ordinances Regarding the Annexation and Zoning of Certain Parcels, in Partial Fulfillment of the Pre-Annexation Agreement with East Gate Logistics Park Chicago, LLC.

The Interim City Manager informed the Council that as a result of the Village of Elwood's motion for preliminary injunction being granted this item will be removed from the agenda.

Corporation Counsel Sabrina Spano brief explained the preliminary injunction motion.

LICENSES AND PERMIT APPLICATIONS:

Issuance of a Class “C” Liquor License at 1509 Plainfield Road- Twin-Dor Package Liquor

The Deputy Liquor Commissioner gave a brief overview of this Council Memo.

Proposed Rock Run Crossing Redevelopment Project Area Tax Increment Financing District Eligibility Study and Redevelopment Plan and Project

ORDINANCES AND RESOLUTIONS: ORDINANCES:

Ordinance Approving a Special Use Permit to Allow a Truck Parking and Maintenance Facility or Truck Terminal, located at 3350 Channahon Road (Petition 2020-34)

The City Manager gave a brief overview of this Council Memo.

A brief discussion was held regarding the possibility of tabling this item and approving a pilot ordinance through the land use and legislative committee. Attorney Michael Hansen addressed the Council regarding these concerns.

Ordinance Prohibiting the Use of Groundwater as a Potable Water Supply by the Installation or Use of Potable Water Supply Wells or by any Other Method within Certain Territory

The City Manager gave a brief overview of this Council Memo.

Ordinance of the City of Joliet, Will and Kendall Counties, Illinois, Providing for the Issuance of General Obligation Bonds, Series 2020A, and General Obligation Bonds, Series 2020B, Providing the Details of Such Bonds and for a Levy of Taxes Sufficient to Pay the Principal of and Interest on Such Bonds, and Related Matters

The City Manager gave a brief overview of this Council Memo.

A brief discussion was held regarding the vehicle portion of the bond being paid back by a 3 cent gas tax and the Library portion being paid back with a grant the Library has secured from the State of Illinois.

RESOLUTIONS:

Resolution Authorizing the Acceptance of a Grant from the Will County Stormwater Planning Committee for the Eastside WWTP Rain Garden and Bioretention Basin Project in the amount of $15,000.00

Award a Contract for Microsoft Licenses and Services

Purchase a Ford F-250 Ford Pickup Truck for the Department of Public Works - Sign Division to Ron Tirapelli Ford in the amount of $32,789.76

Award a Contract for the 2020 Traffic Signal Materials Purchase Order to Traffic Control Corporation in the amount of $100,201.00

Award a Contract for the Mason Avenue / Salem Drive Roadway Improvement Project - 2020 - MFT Sect. No. 20-00526-00-FP to P.T Ferro Construction Co. in the amount of $627,152.89

AMENDMENTS, CHANGE ORDERS AND PAYMENTS:

Approve Payment for VueWorks Asset Management Annual Hosting, Maintenance, and Technical Support to Data Transfer Solutions in the amount of $70,000.00

Approve Change Order No. 4 in the amount of $3,216.12 and Payment No. 19 and Final in the amount of $ 32,792.88 for the 2018 Electrical Maintenance Assistance Contract to Van Mack Electric Company

Approve Payment for Hazardous Tree Removals and Debris Removal due to the storm of August 10, 2020 to Various Contractors in the amount of $174,537.00

A motion was made by Councilwoman Reardon, seconded by Councilman Turk, to go into closed session to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation after which the meeting will adjourn.
