CITY MANAGER:
Interim City Manager James Hock reminded citizens that City Hall is closed on Monday, October 12, 2020; however, this has no effect on the garage pick up.
NEW BUSINESS (Not for Final Action or Recommendation): Councilman Hug briefly discuss body cameras for the Joliet Police Department.
A lengthy discussion was held regarding the City's policy and procedure for the vacation/closure of alleys and having it vetted at the committee level.

Arianna Shuler spoke in favor of police reform.
Johnathon Marquardt spoke in favor of police reform and regarding the Eric Lurry case. Christina Beal spoke in favor of police reform.
Suzanna Ibarra spoke in favor of police reform.
Vicky Asbury spoke in favor of police reform.
Cesar Guerrero spoke in favor of police reform.
Megan Cooper spoke regarding the City's financial position and development on Joliet's south side.
Jerry Hervey spoke regarding closed session discussions concerning the Eric Lurry case and other cases and misconduct of the Police Department.
Gina Desmond spoke in favor of police reform.
John Gerl requested the City consider covering the cost of WiFi access for the Book and Bean Cafe in the Joliet Library Black Road Branch in the budget.
MAYOR AND COUNCIL COMMENTS:
Councilwoman Quillman highlighted Breast Cancer Awareness Month and asked women to get checked. She also highlighted the Fire Department Award Ceremony for firefighter of the year at Jacob Henry Mansion.
Councilwoman Reardon honored the passing of James E. Smith.
Councilwoman Gavin thanked Congressman Foster and State Representative Connor for taking her call regarding the grant for body cameras. She also thanked Commissioner Mays for his quick response to a grass cutting request.
Mayor O'Dekirk also expressed his condolences to James Smith's family. He also highlighted the Joliet Fire Department Exchange Club Ceremony and congratulated the Fire Department and a ribbon cutting on the southeast side of Chicago for the NorthPoint Development for a Ford Motor manufacturing plant. He also confirmed trick-or-treating on Saturday, October 31, 2020 from 3-6 p.m.
