A motion was made by Councilwoman Sherri Reardon, seconded by Councilwoman Bettye Gavin to approve the Agenda as written with the following changes: 1) Remove Council Memo #513-30: Ordinances Regarding the Annexation and Zoning of Certain Parcels, in Partial Fulfillment of the Pre-Annexation Agreement with East Gate Logistics Park Chicago, LLC.; 2) Vote separately on Council Memo #530-20: Purchase a Skid Steer Loader for the City of Joliet Public Works Department - Roadways Division from Altorfer Industries Inc. in the amount of $82,500.00; and 3) Vote separately on Council Memo #532-20: Purchase a Ford F-250 Pickup Truck for the Department of Public Works - Sign Division from Ron Tirapelli Ford in the amount of $32,789.76.

Mr. Kyle Schuhmacher addressed the Mayor and Council concerning the proposed development at 3350 Channahon Road.

Position Vacancies

A communication from the City Manager contained his recommendation that he be authorized to: 1) Fill one Roadways Engineer in the Public Works Department, 2) Fill one Building Assets Supervisor in the Community Development Department and 3) Fill one Building Safety Inspector in the Community Development Department as well as any subsequent vacancies.

Proposed Rock Run Crossing Redevelopment Project Area Tax Increment Financing District Eligibility Study and Redevelopment Plan and Project

The Deputy City Clerk advised that this Public Hearing was opened at a previous meeting and continued to this meeting; therefore, any public comments would be in order at this time.

Mayor O'Dekirk opened the Public Hearing and asked if there were any comments.

Ms. Rachel Ventura spoke in opposition of 518-20 Proposed Rock Run Crossing Redevelopment Project Area Tax Increment Financing District Eligibility Study and Redevelopment Plan and Project.

Director of Community Development Kendall Jackson briefly discussed the proposed PILOT (Payment In Lieu of Taxes) Program.

Mr. Hansen briefly addressed the payment of the PILOT program fee and Councils ability to make a decision on the zoning for this location.

Mayor O'Dekirk briefly discussed the relocation of four Corporate Headquarters to Joliet.

CITY MANAGER:

Interim City Manager James Hock reminded citizens that City Hall is closed on Monday, October 12, 2020; however, this has no effect on the garage pick up.

NEW BUSINESS (Not for Final Action or Recommendation): Councilman Hug briefly discuss body cameras for the Joliet Police Department.

A lengthy discussion was held regarding the City's policy and procedure for the vacation/closure of alleys and having it vetted at the committee level.

Arianna Shuler spoke in favor of police reform.

Johnathon Marquardt spoke in favor of police reform and regarding the Eric Lurry case. Christina Beal spoke in favor of police reform.

Suzanna Ibarra spoke in favor of police reform.

Vicky Asbury spoke in favor of police reform.

Cesar Guerrero spoke in favor of police reform.

Megan Cooper spoke regarding the City's financial position and development on Joliet's south side.

Jerry Hervey spoke regarding closed session discussions concerning the Eric Lurry case and other cases and misconduct of the Police Department.

Gina Desmond spoke in favor of police reform.

John Gerl requested the City consider covering the cost of WiFi access for the Book and Bean Cafe in the Joliet Library Black Road Branch in the budget.

MAYOR AND COUNCIL COMMENTS:

Councilwoman Quillman highlighted Breast Cancer Awareness Month and asked women to get checked. She also highlighted the Fire Department Award Ceremony for firefighter of the year at Jacob Henry Mansion.

Councilwoman Reardon honored the passing of James E. Smith.

Councilwoman Gavin thanked Congressman Foster and State Representative Connor for taking her call regarding the grant for body cameras. She also thanked Commissioner Mays for his quick response to a grass cutting request.

Mayor O'Dekirk also expressed his condolences to James Smith's family. He also highlighted the Joliet Fire Department Exchange Club Ceremony and congratulated the Fire Department and a ribbon cutting on the southeast side of Chicago for the NorthPoint Development for a Ford Motor manufacturing plant. He also confirmed trick-or-treating on Saturday, October 31, 2020 from 3-6 p.m.

CLOSED SESSION to discuss the following subjects:

A motion was made by Councilwoman Reardon, seconded by Councilman Turk, to enter into closed session to discuss personnel, collective bargaining, land aquistion or conveyance, pending or threatened litigation after which the meeting will adjourn.
