City of Joliet Communication, Technology & Information Systems Committee met Oct. 22.

ROLL CALL

APPROVAL OF MINUTES

The Minutes were approve.

CITIZENS TO BE HEARD ON AGENDA ITEMS

No citizen present.

SOLE SOURCE OF SECURITY VENDORS

Usage of Axon, Flock, Advent, and VideoTec for security purposes

Mr. David Braner, CIO, provided an update regarding Axon, Flock, Advent, and VideoTec for security purposes. Axon is a database used for digital evidence that securely stores data pertaining to investigations. It is a centric system so IT would like to treat Axon as a single source provider to maintain security and minimize disruption of operations. In the future, body cameras will also be included.

Flock is a company that provides fixed LPR cameras throughout the city. Axon and Flock have a formal partnership and their vision is to move the Flock data into Axon. For this reason, IT would like to maintain Flock as single source. The LPR camera contract renewal is coming up and Mr. Braner does not want to change vendors at this time.

Advent and Video Tec companies have been providing services for our Genetec platform. The Genetec platform provides our door security for some of the areas in the city. Genetec will be our future door system as they become obsolete. The door system at the Police Department and City Hall will be coming to end of life soon and Mr. Braner does not want to have more than 2 vendors for security reasons. Mr. Braner asked that the city continues only using these two vendors for Genetec services. If bids are needed, we only offer the bids between these 2 vendors which will help as a check and balance for price point while maintaining security.

A motion was made by Bettye Gavin to maintain Axon as single source for storage of digital evidence. The motion carried by the following vote:

Flock

A motion was made by Bettye Gavin to approve Motion to make Flock single source fixed LPR vendor. The motion carried by the following vote:

Aye: Gavin, and Turk

Absent: Reardon

Advent and VideoTec

A motion was made by Bettye Gavin to approve Advent and VideoTec be our sole vendors for the Genetec services. The motion carried by the following vote:

Aye: Gavin, and Turk

Absent: Reardon

FLOCK CASE STUDY

Per Mr. Braner, will not be discussed.

AXON PROJECT UPDATE

Mrs. Amanda Dite, Application Support Analyst, provided a project update regarding the in-car cameras for Police and Fire vehicles. Installation and training have been done and the cameras have been installed in 160 vehicles. The installation should be complete by next week. If needed, the equipment from older vehicles can be removed and placed in new vehicles if needed. Ten new vehicles are expected first quarter next year and new Axon equipment has been reserved for them.

HEARTLAND PROJECTS UPDATE

Mr. Chris Sternal, IT Manager, provided an update regarding projects that IT is working on with a vendor named Heartland. IT spent the last 3 years implementing Microsoft Office 365 which the city is see paying off in our current environment. Now IT is looking at next steps. Moving to Office 365 has enable us to work on a Single Sign On project with the goal of eliminating the need to remember many passwords. Granicus and Tyler Munis are some application that IT is looking to use single sign on. IT is also working with Heartland on retiring the jolietcity.org email addresses and only use the joliet.gov email address. Mr. Sternal said that IT is also working with Heartland on performing a full audit of our system.

WATER ANALYSIS

Mr. David Braner, CIO, gave an update regarding water analysis and water loss. IT is using our DBA to do some designs. The goal is to pin-point opportunities within 6 months and identify water loss by zone so the city could come up with solutions. At this time, the city replaces pipe based on age only. Analytics and using zones will help identify more opportunities and solutions.

GIS MOVE TO THE CLOUD

Mr. David Braner, CIO provided and update regarding the need to accelerate the GIS to the cloud. Mr. Braner stated that a situation occurred where we lost connectivity back to city hall so the workers out in the field could not use Vueworks because Vueworks needs GIS. Mr. Braner said we need to either get a redundant data center or move GIS to the cloud.

VUEWORKS ASSET MANAGEMENT UPDATE

Mrs. Amanda Dite, Application Support Analyst, provided an update regarding the Vueworks Asset Management system. The Public Works department began using it two years ago for work orders and service requests. Mrs. Dite stated that Vueworks can do so much more. Mrs. Dite is working on building a system in Vueworks for Police and Fire Departments so they could store and track their Axon vehicle equipment within a few weeks. Mrs. Betty Gavin asked if we foresee other departments using this product. Mrs. Dite and Mr. Braner agreed.
