City of Joliet City Council met Oct. 19.

Here is the minutes provided by the council:

ROLL CALL:

Present: Mayor Robert O'Dekirk, Councilman Don "Duck" Dickinson, Councilman Bettye Gavin, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon, and Councilman Michael F. Turk

Absent: Councilman Larry E. Hug

ALSO PRESENT: Interim City Manager James Hock and Corporation Counsel Sabrina Spano 

PRESENTATION:

Councilman Hug entered the meeting at 5:38 p.m.

Axon Presentation

The Interim City Manager briefly discussed a 3 phase approach he developed with Councilwomen Quillman and Reardon to address some of the community's concerns. He explained Phase 1 - all patrol cars will be equipped with in-car cameras, Phase 2 - all patrol officers will has tasers and continued training for the use of the tasers, and Phase 3 - apply for grants for funding of body cameras for all officers. He then introduced Axon representative Danny Thielen and Laura Egan.

Mr. Thielen, Strategic Account Manager, gave a presentation of the City's current Axon products.

Annual Arts Commission Update - Erik Deshaun Dorris, Arts

Commission Chairman

Erik Deshaun Dorris, Arts Commission Chairman gave a brief update on the Arts Commission. This included mission and vision statements, commission goals, subcommittees, 2021 goals, and long-term goals.

Mayor O'Dekirk thanked the Arts Commission for addressing the murals Page 1 of 8

Pre-Council Meeting Meeting Minutes - Pending Approval October 19, 2020 throughout town.

Councilman Hug asked Mr. Deshaun Dorris to include Joliet students who attend Plainfield, Troy, Minooka, and New Lenox schools.

CITY MANAGER:

Councilman Hug stated Council Memo #557-20: 557-20 Resolution Adopting a Policy for the Review of Requests to Modify Access Restrictions on a Public Alley in the City of Joliet will be pulled and remanded back to the Land Use and Legislative Committee.

Mayor O'Dekirk briefly discussed Council Memo #552-20: Ordinance Amending Chapter 21, Article I, Section 21-5, Disorderly Conduct Ordinance of the City of Joliet Code of Ordinances

CLOSED SESSION: to discuss the following subjects

A motion was made by Councilman Morris, seconded by Councilman Hug, that this was enter into closed session to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation after which the meeting will reconvene.

The motion carried by the following vote:

Aye: Councilman Don "Duck" Dickinson, Councilman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon, and Councilman Michael F. Turk

CLOSED SESSION: RECONVENED ROLL CALL

The City Clerk stated the Pre-Council Meeting reconvened at 7:04 p.m.

John Sheridan spoke regarding alley closure concerns.

A motion was made by Councilman Bettye Gavin, seconded by Councilwoman Jan Hallums Quillman, to adjourn.

The motion carried by the following vote:
