Finance
Councilman Turk gave an overview and explanation of the items discussed at the Tuesday, October 20, 2020 Finance Committee Meeting and the Director of Public Works Allison Swisher spoke regarding the evaluation and future workshops to further discuss.
The Mayor expressed his gratitude for inviting representatives to the future workshops. A brief discussion was held regarding the Rialto Square Theatre.

Public Hearing Regarding Proposed Rock Run Crossing Redevelopment Project Area Tax Increment Financing District Eligibility Study And Redevelopment Plan And Project
The City Clerk advised that this is a Public Hearing so any public comments would be in order at this time.
Mayor O’Dekirk opened the Public Hearing and asked if there were any comments.
No public comments were made, therefore, the City Clerk closed the Public Hearing.

CITY MANAGER:
The City Manager briefly discussed the Rock Run TIF and the future development bonds and City's resolution of support.
NEW BUSINESS (Not for Final Action or Recommendation):
Mayor O'Dekirk discussed the CARE's Act. He suggested drafting a letter to the County seeking additional funds.
The City Manager stated he will put together information for Council's review.
Mayor O'Dekirk also discussed Governor's Pritzker's current COVID mitigation for Regions 7 and 8.
Mayor O'Dekirk discussed economic development projects underway throughout the City.
Councilman Hug brief discussed that hundreds of thousands of dollars are being invested in Joliet.

Jerry Hervey spoke regarding the reassignment of a police officer, police conduct, and police reform.
Johnathon Marquardt spoke regarding police reform.
Carl Farrell spoke regarding police reform and training.
Candace Quinerly spoke regarding police reform.
Suzanna Ibarra spoke regarding police reform.
Erin Gallagher spoke regarding Stop North Point and campaign contributions.
MAYOR AND COUNCIL COMMENTS:
Councilman Hug briefly discussed his need to leave the Pre-Council meeting yesterday.
Councilwoman Quillman briefly discussed trick-or-treating due to COVID and protecting the kids.
Councilman Mudron briefly discussed the COVID-19.
Councilwoman Gavin reminding the those in the community facing financial difficulties that there is money available for relief assistance.
Mayor O'Dekirk discussed trick or treat hours Saturday, October 31, 2020 3:00 p.m. to 6:00 p.m. He also discussed COVID and thanked first responders for their efforts during this pandemic.
Councilwoman Quillman briefly discussed the stressed felt by all due to COVID-19.
Mayor O'Dekirk briefly discussed a future announcement of the holiday parade. CLOSED SESSION to discuss the following subject:
