City of Plano City Council Met Nov. 9.

Here is the agenda provided by the council:

The regular meeting of the Plano City Council was called to order by Mayor Robert A. Hausler. This was a WebEx meeting. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

Steve DeBolt Present; John Fawver Present; Ben Eaton Present; Jamal Williams Present; Tommy Johns Present; Barb Nadeau Present; Scott Mulliner Present; Mike Rennels Present.

There was a quorum.

MINUTES:

A motion was made by Alderman Rennels, seconded by Alderman Eaton, to approve the minutes of the regular meeting on October 26, 2020.

Roll Call:

Voting “Aye”: Fawver, Nadeau, Eaton, Johns, Mulliner, Rennels, DeBolt, Williams

Voting “Nay”:

Absent:

Motion passed.

AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve the agenda for the regular meeting of November 9, 2020.

WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman Williams, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated October 30, 2020 in the amount of $ 110,621.14.

A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated November 9, 2020 in the amount of $ 174,428.17.

MAYOR’S REPORT: Bob Hausler

The Mayor would rather not do remote meetings but with the positivity rates so high we don’t have a choice at this time.

A motion was made by Alderman Mulliner, seconded by Alderman Nadeau, to allow Margarita Town to have a food truck at the restaurant’s location for a period of 6 months and waive the transient business fees.

The Azavar quarterly update was included in the meeting packets.

A motion was made by Alderman DeBolt, seconded by Alderman Nadeau, to authorize the Mayor to sign an agreement between CGI, Communications, Inc. and the City of Plano for a community banner program. This program is free to the City.

A resolution of franchise fee audit conducted by the City of Plano regarding Comcast was explained by the Mayor and Attorney Grant. A motion and a second were not given so this will go to the next COW meeting agenda.

The Mayor explained that we may need to have a special meeting on November 16, 2020 for the audit approval. He will let us know later in the week.

The Mayor informed the Council that there is an owner that may have a church as a tenant and they would be within 100 feet of a bar/restaurant with a liquor license. The owner may request an amendment to our liquor ordinance to allow this.

PLANO AREA CHAMBER OF COMMERCE: Deana Lanham - Absent

CITY ATTORNEY: Tom Grant

Ordinance #2020-22 Comprehensive amendment to the budget

A motion was made by Alderman Rennels, seconded by Alderman Eaton, to approve a comprehensive amendment to the budget ordinance of the City of Plano amending Ordinance No. 2020-8. Roll Call:

Voting “Aye”: Eaton, DeBolt, Johns, Fawver, Nadeau, Williams, Mulliner, Rennels, Mayor

CITY CLERK: Kathleen Miller – Nothing to report

CITY TREASURER: Zoila Gomez

Zoila thanked everybody for their work on the amended budget.

POLICE CHIEF’S REPORT: Chief Whowell

Chief Whowell thanked Vets for their service. One of our new SUV’s was picked up today, the other 2 are currently at Communication Direct and should be ready soon. A grant reimbursement was submitted for bullet proof vests and the Academy for Mason Brant. Officer Koch attended the National School Resource training.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: Nate Bullard

The ambulance purchase will go back to committee for further discussion.

A motion was made by Alderman Eaton, seconded by Alderman Johns, to approve the 2020-2021 snow plowing contracts with Thom Gravel and Niles Excavating at the same rate as last year. Roll Call:

A motion was made by Alderman Eaton, seconded by Alderman Johns, to approve Deuchler Master Services Agreement Task Order #2 – Phosphorus discharge optimization plan and phosphorus feasibility study in an amount not to exceed $ 42,740.00.

A motion was made by Alderman Eaton, seconded by Alderman Johns, to approve Deuchler Master Services Agreement Task Order #3 – Illinois Environmental Protection Agency NPDES renewal application for the Water Reclamation Facility in an amount not to exceed $ 18,000.00.

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner called a Webex meeting for November 18, 2020 at 6:00 pm to discuss transient business, computers and wild animal control.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt – nothing to report

Alderman DeBolt explained that he does have COVID and is recovering.

COMMUNITY DEVELOPMENT: Alderman Rennels

Alderman Rennels will be contacting his committee to call a future meeting.

FINANCE: Alderman Fawver

The committee approved the vendor run. A meeting was called for November 23, 2020 at 5:30 p.m. PARKS: Alderman Johns

Alderman Johns met with Mr. Secor, the Plano Middle School PE teacher; they walked through Foli Park and are discussing a disc golf course proposal.

PERSONNEL & INSURANCE: Alderman Williams – Nothing to report

SPECIAL EVENTS: Alderman Nadeau – Nothing to report

Alderman Nadeau discussed the activities being worked on for Rockin’ Christmas this year.

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton called a WebEx meeting for November 12, 2020 at 6:00 pm.
