The Board of Education of Plano Community Unit School District No. 88 met in regular session at 6:00 p.m. in the Emily G. Johns School Gymnasium.

I CALL TO ORDER

Vice President Ward called the regular meeting to order at 6:00 p.m. Present for roll call were Jernigan, Klatt, Martinez, Velazquez and Ward. Member Campbell was absent. Present were administrators Swann, Seput, Thurwanger, Lee and Superintendent Baker. Present via the Zoom link were administrators Mateyka, Zeman, Baughman, Heller, Adelmann, Schmidt, Alvarez and Board Secretary Benoit. Office staff present via Zoom: Seeman. Amy Lee was appointed Secretary Pro-Tem and Vice President Jim Ward presided over the meeting.

Jernigan moved, and Klatt seconded the motion, to approve the agenda as printed. Voting aye: Jernigan, Klatt, Martinez, Velazquez, Waldrop and Ward.

Motion carried: 6 ayes 0 nays, 1 absent.

IV RECOGNITIONS & CELEBRATIONS

Superintendent Tony Baker read portions of the Board Member’s Day resolution and presented Board members with a personalized certificate. Mr. Baker also read the American Education Week proclamation and said copies would be posted at all district buildings. Emily G. Johns School Assistant Principal Kevin Swann welcomed everyone to the building.

V OPPORTUNITY FOR VISITORS TO SPEAK

Present at the meeting was Technology Aide Angel Vivanco. Visitors attending through the Zoom link included: Amy Martin, Chad Martin, Kathleen Kuntzman, Faith Skinner, Scott Smith, Dawn Serio, Courtney Voise, Michelle Long, Kari Pyle, Lauren Elgersma, Sydney Hackley, Nate Hill, Brett Spratley, Wilson Wright and Becky Gwilt. There were no media representatives present. No one wished to address the Board.

VI CONSENT AGENDA

Jernigan moved, and Martinez seconded the motion, to approve the consent agenda as follows:

B. Plano School District No. 88 Financial Statements, Bills & Payroll Motion to approve the October 2020 Bills, Payroll and Financial Statements for Plano Community Unit School District No. 88.

C. Plano Area Special Education Cooperative (PASEC) Financial Statements Motion to approve the October 2020 Bills, Payroll and Financial Statements for the Plano Area Special Education Cooperative.

VII SUPERINTENDENT’S REPORT

For Action

Report No. 21-38 Adopt Resolution Regarding Tax Levy Jernigan moved, and Klatt seconded the motion, to approve the Resolution Regarding Estimated Levy and the Certificate of Compliance in the Truth in Taxation Law, with a copy of said resolution to become part of the official minutes.

Voting aye: Jernigan, Klatt, Martinez, Velazquez, Waldrop and Ward.

Motion carried: 6 ayes, 0 nays, 1 absent.

Report No. 21-39 First Reading of the 2021-22 Plano High School Course Description Guide

Assistant Superintendent Dr. Tracy Thurwanger reviewed the draft of the 2021-22 Plano High School Course Description Guide. She reviewed each section and explained the Pathways. Board members agreed that the guide was very well done and thanked Dr. Thurwanger, with a round of applause, for her many hours of work on this project. Many said they wished they had something this comprehensive when they were in high school. Superintendent Baker added that it has been an ongoing goal of the Board to expand course offerings at the high school and this shows how that vision has become a reality. He said it is very exciting and refreshing to see this document come to life.

Velazquez moved, and Jernigan seconded the motion, to to approve the first reading of the 2021-22 Plano High School Course Description Guide.

Voting aye: Velazquez, Jernigan, Klatt, Martinez, Waldrop and Ward.

Motion carried: 6 ayes, 0 nays, 1 absent.

Report No. 21-40 Amend Plano High School Graduation Requirements High School Principal Jim Seput reviewed the proposed changes to the Plano High School graduation requirements. Freshmen will declare a Pathways destination, which will help the counselors guide them in their course selections. Students will be able to change their mind and make changes in their declaration.

Velazquez moved, and Martinez seconded the motion, to approve the new Plano High School graduation requirements effective with the 2021-22 school year.

Voting aye: Velazquez, Martinez, Jernigan, Klatt, Waldrop and Ward.

Motion carried: 6 ayes, 0 nays, 1 absent.

Report No. 21-41 Approve Five-Year Extension of Audit Proposal Klatt moved, and Martinez seconded the motion, to approve the five-year extension proposal from Lauterbach and Amen, LLP to provide audit services for Plano Community Unit School District No. 88 and the Plano Area Special Education Cooperative through the FY26 audit.

Voting aye: Klatt, Martinez, Jernigan, Velazquez, Waldrop and Ward.

Motion carried: 6 ayes, 0 nays, 1 absent.

Report No. 21-43 Update on K-6 Learning Options

Superintendent Baker thanked everyone who has been working so hard to prepare for the possible adaptive pause and four-day classes for students in grades K-6. He said decisions will be made keeping in mind the health and safety of students and staff. He said, not only have teachers and administrators been impacted, but this has been a challenge for the nursing staff, transportation, food service, secretaries, custodians/maintenance and all staff members. He said everyone has been working outside of their job description for the betterment of the school district. Baker said everyone has been flexible and worked together for the sake of the students. He said he knows the decision to move to fully remote would be difficult for families and the Board and administration are being sensitive to these needs. He assured everyone, if an adaptive pause is necessary, it will be a smooth transition and the district will support families in this endeavor.

Report No. 21-44 Fall Housing Report

Superintendent Baker reviewed the Fall Housing Report numbers.

He said a new housing development in the community has 200 lots to be developed and enrollment numbers will most likely change once this development is built out.

Report No. 21-45 IHSA Update

The IHSA and the Governor’s Office are not on the same page about high school sports at this time. They hope to have a joint discussion and statement this week. Initially, the Board would have had to make a decision whether Plano would offer basketball this winter. The football season will be February thru April, 2021.

VIII BOARD COMMENTS/FOIA

Superintendent Baker reported one FOIA request:

▪ LocalLabs – copies of guest speaker contracts

Superintendent Baker said that Board Secretary Benoit had just informed him that the food service team served a record 750 boxes of food this evening. Since there will be no meals during Thanksgiving week, the district is offering 7-day boxes of food, with half gallons of milk on November 16th & 19th. He thanked the food service team for helping our families feed their children.

Vice President Ward said he has been happy to serve on the Transition Committee and that he would like to thank all staff members for their hard work during the pandemic. He said he and the entire Board appreciates everything everyone is doing for the students.

Member Waldrop thanked Angel Vivanco and the IT Team for helping with the Zoom feed so people may virtually attend the meetings.

Velazquez moved, and Martinez seconded the motion, to go into executive session at 7:34 p.m. to discuss a matter relating to individual students (5 ILCS 120/2(c)(10)) and to discuss minutes of meetings lawfully closed, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06 (5 ILCS 120/2(c)(21)).

Voting aye: Velazquez, Martinez, Jernigan, Klatt, Waldrop and Ward.

Motion carried: 6 ayes, 0 nays, 1 absent.

Velazquez moved, and Martinez seconded the motion, to come out of executive session at 7:55 p.m.

Jernigan moved, and Klatt seconded the motion, to not release any of the executive session minutes to the publish from July 2019 through March, 2020.
