City of Plano City Council Met Dec. 14.

Here is the minutes provided by the council:

The regular meeting of the Plano City Council was called to order by Mayor Robert A. Hausler. This was a WebEx meeting. The Mayor led the Pledge of Allegiance to the  Flag.

MINUTES: 

A motion was made by Alderman Rennels, seconded by Alderman Eaton, to approve the minutes of  the regular meeting on November 23, 2020.

AGENDA: 

 A motion was made by Alderman Nadeau, seconded by Alderman Eaton, to approve the agenda  for the regular meeting of December 14, 2020.

WARRANTS: 

A motion was made by Alderman Fawver, seconded by Alderman Eaton, to accept the report of the  Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated November 30,  2020 in the amount of $ 120,848.99.

A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to accept the report of  the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated December  14, 2020 in the amount of $ 482,374.32.

WAGE REPORT: 

A motion was made by Alderman Fawver, seconded by Alderman Williams, to approve the FY ’21  September wage report in the amount of $ 289,792.76.

A motion was made by Alderman Fawver, seconded by Alderman Williams, to approve the FY ‘21  October wage report in the amount of $ 433,641.88.

Guests and members of the press were welcomed by Mayor Hausler. 

Mr. Brad Porter, Lauterbach & Amen, LLP gave a presentation of the FY ’20 audit 

CITIZEN’S COMMENTS: None 

MAYOR’S REPORT: Bob Hausler 

The Mayor informed the Council of the increase in our IMIC insurance policies and thinks we should look into other options for next year. The Mayor called a Special Meeting for December 21, 2020 at 6:00  PM. 

PLANO AREA CHAMBER OF COMMERCE: Deana Lanham - Absent 

CITY ATTORNEY: Tom Grant 

Ordinance #2020-24 Tax Levy 

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve an Ordinance  for the Tax Levy.

Ordinance #2020-25 Amend liquor code 

A motion was made by Alderman Williams, seconded by Alderman Rennels, to approve an  ordinance amending Chapter 2 of Title 3 of the Plano City Code entitled “Liquor Control”. Roll Call:

Resolution R2020-23 – Partial abatement SSA 1 and 2 

A motion was made by Alderman Fawver, seconded by Alderman Eaton, to approve a resolution for  a partial abatement of $15,750,000.00 City of Plano, Kendall County, Illinois Special Service Areas No. 1 & 2  special tax refunding bond, Series 2014.

Resolution R2020-24 – Partial abatement SSA 3 and 4 

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve a resolution  for a partial abatement of $20,000,000.00 City of Plano, Kendall County, Illinois Special Service Areas No. 3  & 4 special tax refunding bond Series 2015 (Lakewood Springs Project)

Resolution R2020-25 – Partial abatement SSA 5 

A motion was made by Alderman Eaton, seconded by Alderman Fawver, to approve a resolution for  a partial abatement of $9,500,000.00 City of Plano, Kendall County, Illinois Special service area No. 5 special tax bond series 2006 (Lakewood Springs Club project).

Resolution R2020-26 – Abatement SSA 6 

A motion was made by Alderman Williams, seconded by Alderman DeBolt, to approve a resolution  for $ 9,500,000.00 City of Plano, Kendall County, Illinois Special Service area No. 6 Special Tax Bond Series  2007 (Lakewood springs club Unit 7A project)

Resolution R2020-27 G.O. bond abatement 

A motion was made by Alderman Mulliner, seconded by Alderman Nadeau, to approve a resolution  for a $3,080,000.00 City of Plano, Kendall County, Illinois General Obligation refunding bonds (Alternate  revenue source), Series 2016.

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the regular  meetings for Council, Plan Commission, Police commission and Plan Commission submittal dates for 2021. Roll Call:

A motion was made by Alderman Eaton, seconded by Alderman Mulliner, to approve the 2021  Holiday Schedule for the City of Plano.

The Sales and related taxes for September 2020 were 4 149,673.52; this is down $18,036.17 from  the same time last year. 

MFT allotment and transactions for October, 2020; current unobligated balance is $1,261,984.93 

CITY TREASURER: Zoila Gomez 

A motion was made by Alderman Mulliner, seconded by Alderman Nadeau, to approve the FY ’20  audit as presented by Lauterbach & Amen, LLP.

The Treasurer’s report for October 31, 2020 in the amount of $ 8,485,532.76 was distributed in the  packets. 

Disbursements for October, 2020 were in the amount of $ 916,465.10. 

Revenue, expense and tax reports were distributed in mailboxes on December 11, 2020. 

POLICE CHIEF’S REPORT: Chief Whowell 

The Chief informed the Council that the PD is finished with their CPR training. He thanked  everybody for their work and participation in the Rockin’ Christmas parade and meal distributions. He also  wished everybody a Happy and Safe Holiday. 

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: Nate Bullard – absent – Nothing to report 

BUILDING, PLANNING & ZONING: Tom Karpus - Nothing to report 

COMMITTEE REPORTS: 

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner 

Alderman Mulliner had a Webex meeting on December 9, 2020 at 6:00 pm to discuss transient  business, laptops and wild animal control. The committee will review the EAP at their next meeting. 

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt 

Alderman DeBolt has a meeting scheduled for December 16, 2020 to discuss a fence issue on South  Ben St., Mechanical contract renewal, rental registration and the Reliable Contract renewal.

COMMUNITY DEVELOPMENT: Alderman Rennels 

Alderman Rennels had a WebEx meeting on December 2, 2020 at 6:00 pm, they discussed Economic Development fees and reviewed the CGI banner program. 

FINANCE: Alderman Fawver 

The committee approved the vendor runs this evening. A meeting was called for January 11, 2021 at 5:30 p.m. 

PARKS: Alderman Johns – Nothing to report. 

PERSONNEL & INSURANCE: Alderman Williams 

Alderman Williams had a WebEx meeting on December 9, 2020 at 5:30 pm to discuss insurance, pay increase requests, wage increases and new/old business. A meeting was called for December 17, 2020 at  6:00 pm to discuss wages. 

SPECIAL EVENTS: Alderman Nadeau 

Alderman Nadeau thanked everybody who participated and helped with the Rockin’ Christmas  parade, holiday lights and monetary contributions. She also asked everybody to put Rockin’ Christmas  2021 in their calendars for the weekend of December 3, 2021. 

STREETS & UTILITIES: Alderman Eaton 

Alderman Eaton called a meeting for December 17, 2020 at 6:30 PM. 

CITIZEN’S COMMENTS: 

Jenny Jackson asked for copies of the abatement resolutions.
