The regular meeting of the Plano City Council was called to order on Monday, January 11, 2021 by Mayor Robert A. Hausler. This was a WebEx meeting. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum.

MINUTES:

A motion was made by Alderman Nadeau, seconded by Alderman Rennels, to approve the minutes of the regular meeting on December 21, 2020.

Roll Call:

Voting “Aye”: Fawver, Nadeau, Eaton, Johns, Mulliner, Rennels, DeBolt, Williams 

Voting “Nay”:

Absent:

Motion passed.

AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the agenda for the regular meeting of January 11, 2021.

Voting “Aye”: Fawver, Nadeau, Eaton, Johns, Mulliner, Rennels, DeBolt, Williams 

Voting “Nay”:

Motion passed.

WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman Williams, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated December 23, 2020 in the amount of $ 122,976.80.

Voting “Aye”: Fawver, Nadeau, Eaton, Johns, Mulliner, Rennels, DeBolt, Williams 

Voting “Nay”:

Motion passed.

A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated January 11, 2021 in the amount of $ 381,603.81.

WAGE REPORT: NONE

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Hausler.

Mr. George Gaulrapp, ComEd provided information on outages in the City in 2020. Mr. Gaulrapp told the Council that they could call him with questions at any time.

MAYOR’S REPORT: Bob Hausler

A motion was made by Alderman Williams, seconded by Alderman DeBolt, to authorize the Mayor to sign an engagement letter with Wessels & Sherman to retain the firm as counsel for labor negotiations. Roll Call:

A motion was made by Alderman Eaton, seconded by Alderman Rennels to approve the purchase of an EMC modem to update the City sign from Designs & Signs by Anderson in the amount of $ 1,835.00. Roll Call:

A motion was made by Alderman Williams, seconded by Alderman Rennels, to approve City resources to assist Kendall County Health Department with mass vaccination.

PLANO AREA CHAMBER OF COMMERCE: Deana Lanham - Absent

CITY ATTORNEY: Tom Grant

Resolution R2021-1 – Franchise fee audit

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve a resolution approving settlement and release of a franchise fee audit by Azavar concerning Comcast. Roll Call:

CITY CLERK: Kathleen Miller

The Sales and related taxes for October 2020 were $153,031.82; this is down $2,677.56 from the same time last year.

MFT allotment and transactions for November, 2020; current unobligated balance is $1,332,065.52 

CITY TREASURER: Zoila Gomez

The Treasurer’s report for November 30, 2020 in the amount of $ 8,402,015.66 was distributed in the packets.

Disbursements for November, 2020 were in the amount of $ 665,159.53

Revenue, expense and tax reports were distributed in mailboxes on January 8, 2021. Zoila informed the Council that she had submitted required documentation for 3 small business loans.

POLICE CHIEF’S REPORT: Chief Whowell

The Chief informed the Council that the PD received certification from the Illinois Association of Chiefs of Police in regards to their use of force policies, training, and other key areas. Squad 2 and 13 are back and being used in the patrol division. Squad 15 will be finished by the end of the week. Mason Brant successfully passed the FTO program and has been released for solo patrol as of January 10, 2021. 

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: Nate Bullard

Nate thanked the City crew for the work plowing after the snow storm.

BUILDING, PLANNING & ZONING: Tom Karpus

Tom informed the Council that a monthly report from his department was distributed in mailboxes. 

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner – Nothing to report

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

Alderman DeBolt called a meeting for January 14, 2021 at 6:00 pm to discuss the Reliable and Mechanical contracts.

COMMUNITY DEVELOPMENT: Alderman Rennels

Alderman Rennels called a meeting for January 19, 2021 at 6:00 PM.

FINANCE: Alderman Fawver

The committee met on January 6, 2021 at 5:00 pm and had a presentation from Arbitrage Management Group, reviewed the December 23, 2020 and January 11, 2021 vendor runs, the November 30, 2020 Treasurer’s report and November disbursements. The committee met on January 11, 2021 and heard a presentation from Barrett Group of Wells Fargo Advisors. A meeting was called for January 25, 2021 at 5:30 p.m.

PARKS: Alderman Johns

Alderman Johns informed the Council of completed accomplishments at City Parks. The accomplishments include putting “No Smoking Signs” at the parks. Trees and bushes were pruned and cut back at Foli Park, the pavilion and sign were stained, a concrete pad and a decorative bench was installed, ADA handicap lines were painted for parking, 2 grills were installed, a concrete pad and chess game table was installed and security cameras were installed. A switch was repaired at Lathrop Park and the west parking lot was paved. At Memorial Park 3 flags were replaced, a decorative bench was installed and the flowers were cleaned out. At City Park (Klatt Park) a decorative bench and a split rail fence were installed. At T. Gorman Park 2 damaged benches were removed and 2 new benches were installed and the shingles were repaired and trim was painted. At Kristen Park a new sign for the entrance of the park was installed. At Harry Neubert Park a new sign was installed. At Steward Park a split rail fence was installed. Alderman Johns thanked the Parks committee, City Council, Tom Karpus, City staff, public works and crews for assistance on all of the Parks improvements.

PERSONNEL & INSURANCE: Alderman Williams

Alderman Williams has a WebEx meeting scheduled for January 12, 2021 at 5:00 pm to discuss Juneteenth holiday, employee manual, merit increases and insurance renewals.

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau thanked everybody who participated in the holiday lights display. A meeting was called for January 19, 2021 at 5:00 pm

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton had a meeting on January 6, 2021 at 6:00 PM and discussed the water rate study, monthly billing, pump to bill reports, a lease agreement for LRFFPD, Menards well, water tower and infrastructure. A meeting was called for January 20, 2021 at 6:00 pm.
