The Board of Education of Plano Community Unit School District No. 88 met in regular session at 6:00 p.m. via a virtual meeting, due to the continuing COVID-19 pandemic.

I CALL TO ORDER

President Campbell called the regular meeting to order at 6:00 p.m. Remotely present for roll call were Campbell, Klatt, Martinez, Velazquez, Waldrop and Ward. Member Jernigan was absent. Others present were administrators Mateyka, Zeman, Baughman, Swann, Heller, Seput, Denny, Adelmann, Schmidt, Alvarez, Thurwanger, Lee and Superintendent Baker and Board Secretary Benoit. Office staff present: Appel and Seeman.

Waldrop moved, and Martinez seconded the motion, to approve the agenda as printed, with a revised personnel report.

Voting aye: Waldrop, Martinez, Campbell, Klatt, Velazquez and Ward.

Motion carried: 6 ayes 0 nays, 1 absent.

IV RECOGNITIONS & CELEBRATIONS

Superintendent Baker said he would share celebrations later in the meeting during Report No. 21-59, Return to Learn Update.

V OPPORTUNITY FOR VISITORS TO SPEAK

Attending the meeting via Zoom were Kathleen Kuntzman, Maya Chavez, Amy & Chad Martin, Natalia Campbell, Jessica Dellorto, Scott Smith, Faith Skinner, Emily Villarreal, Kari Gerakaris and Brett Spratley. No press members requested an invitation to the Zoom meeting, per the instructions provided in the Open Meetings notifications via Email and the website.

VII SUPERINTENDENT’S REPORT

For Action

Report No. 21-53 Amend District 88 FY21 School Calendar & Set Plano High School Graduation Date

Ward moved, and Klatt seconded the motion, to approve the amendments to the 2020-21 school calendar and set the Plano High School graduation date for the weekend of May 22 or 23, 2021.

Voting aye: Ward, Klatt, Campbell, Martinez, Velazquez and Waldrop.

Motion carried: 6 ayes, 0 nays, 1 absent.

Report No. 21-54 Approve IHSA Eligibility Change

Ward moved, and Waldrop seconded the motion, to approve the proposed athletic eligibility changes to the 2020-21 Plano High School Student-Parent Handbook.

Voting aye: Ward, Waldrop, Campbell, Klatt, Martinez and Velazquez.

Motion carried: 6 ayes, 0 nays, 1 absent.

Mr. Seput mentioned that the high school administration would like to revisit this topic in June or July, so the eligibility requirements are in place for the 2021-22 school year.

Ward moved, and Martinez seconded the motion, to approve the revised personnel report as follows:

Report No. 21-56 IHSA Update

High School Athletic Director Jim Schmidt discussed some of the decisions that had been made by the IHSA. They are currently deciding how long the remaining seasons will look like, to include 6-7 week sessions, and whether there will be post-season play. Games could start as early February 1st, with no more than 50 fans in the stands. Parents may not be able to travel with the athletes. They will look for ways to broadcast the games live. He said it is exciting to get the kids back on the fields and courts. There is an Athletic Director’s meeting on Wednesday, where more decisions will be made, along with the Superintendent and principals.

Report No. 21-57 Capital Projects Update

Bryan Appel reviewed the timeline and components for the summer capital projects, to include office and restroom redesign; new HVAC; conversion of the LRC into offices and motor skills room; consolidation of the playgrounds; and installation of the front entrance canopy. At the high school, there will be work on the east side parking lot and stadium road. All projects on this list were bid last year and postponed until this summer. He said he has made it very clear to the architects how important it is to keep to the timeline. Sohol is working closely with the subcontractors to procure the necessary materials. They may have to store items in the bus barn, in order to make sure they are on hand and alleviate delays when the projects are ready to begin. P.H. Miller will be off limits to staff this summer, except Laurel and the custodians. Mr. Appel said all of the locks were replaced on the Middle School doors over Christmas break. Teachers will be able to see if they are locked from anywhere in the room, as an added safety feature. President Campbell said he appreciates Mr. Appel’s work on these projects.

Report No. 21-58 PHS: Meeting Students’ Needs Through Assessment & Skill Development

Abby Alvarez reviewed Covid plans for the assessments. All tests were pushed back to start after March 15th and testing windows were extended. College Boards will be April 13th and PSAT testing from April 13-23. All testing must be done in person and on-site. Mrs. Alvarez said it is doubtful that the district will get assessment data back by the end of the year, so they will have to use classroom assessments for the students.

Assistant Principal Brennan Denny, and teachers Jessica Dellorto, Maya Chavez and Emily Villarreal presented on the continuous efforts than have gone into improving student achievement and skill development at Plano High School before and during the pandemic.

Report No. 21-59 Return to Learn Update

Superintendent Baker shared photos of students back in the classrooms and said this was the celebration we were waiting for.

Each of the building principals discussed how they are achieving a high level of teaching and learning at their buildings. They are following COVID guidelines and keeping their students and staff safe in the school environment. Mr. Baker thanked the administrators for shedding light on the progress that is being made at each of the buildings. He said we are not where we want to be, but things are looking up. Superintendent Baker thanked the staff and students for their patience and flexibility and said this is truly a reason for celebration. President Campbell said the Board appreciates how difficult this year has been and thanked everyone for all they have done to get the kids back in session. Member Klatt thanked the Board members, administration and staff for being on the same page and for their hard work to get the students back in school.

Report No. 21-60 Immunization Update

District Health Supervisor Natalie Campbell announced that the final vaccination clinic will be on Friday and she estimates nearly 200 doses will be administered. After Friday, she hopes an in district clinic will take place to administer the second doses. Mr. Baker thanked Mrs. Campbell for staying in constant communication with the Kendall County Health Department and for such great teamwork. Natalie thanked her team of nurses and health office assistants for of their hard work. She said they have all gone above and beyond.

VIII BOARD COMMENTS/FOIA

Board Secretary Benoit reported on two FOIA requests:

▪ Chicago Tribune/ProPublica - Liaison Officer agreements, invoices & policies

Mr. Baker said the weather for tomorrow is not looking good. He said his goal is to make a decision this evening, so parents have time to plan. He said he would like to speak to the administrators to discuss the option of remote learning versus a snow day.

President Campbell said that he has been told that the support staff negotiations team plans to reach out to the Board to open contract negotiations. He asked Board members to consider whether they would like to serve on the Board negotiations team and get back to him. Mr. Baker thanked the certified staff union representatives for virtually attending the meeting this evening.
