The regular meeting of the Plano City Council was called to order by Mayor Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum.

MINUTES:

A motion was made by Alderman Johns, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on March 22, 2021. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman Mulliner, seconded by Alderman Rennels, to approve the agenda for the regular meeting of April 12, 2021. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman Williams, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated March 26,, 2021 in the amount of $114,774.05.

Voting “Aye”: Fawver, Williams, Johns, Mulliner, Nadeau, Rennels

Voting “Nay”:

Absent: DeBolt, Eaton

Motion passed.

A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated April 12, 2021 in the amount of $210,014.01.

Voting “Nay”:

Motion passed.

WAGE REPORT:

A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to approve the FY ’21 wage report in the amount of $289,925.50.

Voting “Nay”:

Absent: DeBolt, Eaton

Motion passed.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Hausler.

CITIZEN’S COMMENTS:

Keith Riddle said the mask/face shield rule being enforced tonight was not right and excluded his wife from the meeting. Mayor Hausler asked Keith to put his mask on properly but he said it is hard to talk with it on. He asked how many more meetings the Mayor would preside over and is disgusted with the last few meetings he has attended.

MAYOR’S REPORT: Bob Hausler

Mayor Hausler congratulated those who won at the last election.

A motion was made by Alderman Williams, seconded by Alderman Fawver, to approve advertising for a Public Works Director/City Engineer. Alderman Rennels asked where this would be advertised. Mayor Hausler said Kathy Miller would advertise it in the same places as when Nate Bullard was hired. Roll Call:

Mayor Hausler read a Proclamation for Motorcycle Awareness month, May, 2021.

PLANO AREA CHAMBER OF COMMERCE: No one present

CITY ATTORNEY: Tom Grant

Ordinance #2021-2-Approve a 48 month lease purchase for a Toshiba 2018A copier for the Water Department from KKC Imaging at a cost of $105.45 per month plus $300.00 a year for maintenance. A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve an ordinance for a 48 month lease purchase for a Toshiba 2018A copier for the Water Department from KKC Imaging at a cost of $105.45 per month plus $300.00 a year for maintenance. Alderman Rennels is thankful for the computer maintenance agreement.

Ordinance #2020-3-Groot contract extension (Tabled)

A motion was made by Alderman Williams, seconded by Alderman Fawver, to approve an ordinance for the Groot contract extension. It is a five year extension, expiring in 2026. Alderman Mulliner said that copies of the second amendment were not in the Aldermen’s mailboxes, and asked for time for the Council to read it. Alderman Rennels said he received his packet on April 7th, and this amendment was not in his packet. The motions were rescinded. This item will be on the agenda for the April 26, 2021 Council meeting. Ordinance #2020-3-Donate Squad 5 to IVVC and scrap Squad 3 at Stafford’s

A motion was made by Alderman Rennels, seconded by Alderman Mulliner, to donate Squad 5 to IVVC and scrap Squad 3 at Stafford’s.

CITY CLERK: Carin Martin, Deputy City Clerk

Sales and related taxes for January 2021 are $176,081.23. This is up $21,276.10 from the same time last year. Alderman Williams asked why there was a bigger hike in sales tax this year from last. Zoila Gomez said it is from Gjovik’s. Mayor Hausler said it is from Gjovik’s and the economy is better.

The MFT allotment for February 2021, current unobligated balance, is $1,328,219.00.

CITY TREASURER: Zoila Gomez

The February 28, 2021 Treasurer’s Report in the amount of $7,765,576.46, was distributed in your packets.

The disbursements for February 2021 were in the amount of $445,314.34.

The revenue, expense and tax reports for March 2021 were distributed in mailboxes on April 9, 2021.

POLICE CHIEF’S REPORT: Lt. Norm Allison

Lt. Allison said the mass vaccination clinic on April 5, 2021 at Plano High School went well. There is a second clinic on April 26, 2021.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: Nate Bullard

A motion was made by Alderman Fawver, seconded by Alderman Mulliner, to approve going out for bid for the Proposal for the 2021 non-MFT pavement rehabilitation.

Motion passed.

Nate said the Waste Water and Street Departments have been working at Foli Park, cleaning and dressing it up, and it is looking nice. He said there are two people in the water department with covid. He addresses his resignation that was turned in last week.

BUILDING, PLANNING & ZONING: Tom Karpus

Tom said that applications for brick engravings are due by the end of April in order to be installed by Memorial Day for the Memorial Day celebration. Alderman Mulliner asked if this was on the City’s website or publicized.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Approval for laptop purchase from Reliable Computers not to exceed $30,000.00, is being put on the agenda for the Council meeting on April 26, 2021.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt – absent

Mayor Hausler said there is a chart in the Aldermen’s packets about adjudication procedure.

COMMUNITY DEVELOPMENT: Alderman Rennels

Alderman Rennels will call a meeting for either Tuesday or Wednesday next week. He will contact the committee members to see which day will work better.

FINANCE: Alderman Fawver

The committee approved the vendor runs. A special meeting was called for April 15, 2021 at 6:00 p.m., to discuss proposals for legal representation and public comment. The next regular meeting will be on April 26, 2021 at 5:30 p.m.

PARKS: Alderman Johns

The committee met on March 23, 2021. Alderman Johns asked Attorney Grant is the Resolution from last year for the dog park will be okay to use this year or will they need a new resolution. This will be on the next meeting.

A motion was made by Alderman Johns, seconded by Alderman Rennels, to approve Kimberly Walker food truck being located at the City Parks.

A motion was made by Alderman Johns, seconded by Alderman Nadeau, to approve moving forward with Foli Park disc golf future expenses not to exceed $5,000.00.

A motion was made by Alderman Johns, seconded by Alderman Nadeau, to approve a mowing contract with GTZ for the City Parks for $8,200.00. Alderman Johns said they did receive a bid from Finer Finish for $8,800.00. GTZ was cheaper so they are going with them.

PERSONNEL & INSURANCE: Alderman Williams

Alderman Williams called a meeting for April 15, 2021, at 5:00 pm. The agenda items will follow.

SPECIAL EVENTS: Alderman Nadeau

The committee met on March 25, 2021. Alderman Williams presented a Juneteenth event. Aldermen were to bring thoughts and ideas to the meeting on April 15, 2021, at 5:30 p.m. This event will be in the area of Emily G. Johns School. They will be looking into the use of handicapped port-o-lets and how many other uses for them. They expect 200-300 people, likely 100-150 though. This will be on the agendas for the April 26, 2021 Council and COW meetings.

Kay Mulliner said there will not be a Spring Train Day, but hopefully there will be one in the Fall. There is an application for a block party. Alderman Nadeau said if anyone needs a special event application, they are available.

STREETS & UTILITIES: Alderman Eaton-absent

CITIZEN’S COMMENTS:

Kiel Pennington from Groot said they will be billing on April 27, 2021. If the contract extension is approved on April 26, 2021, they can still reduce the May rate.

CLOSED SESSION: None

ADJOURNMENT:

A motion was made by Alderman Williams, seconded by Alderman Fawver, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:33 pm.
