City of Plano City Council met April 26.

Here is the minutes provided by the council:

A motion was made by Alderman Eaton, seconded by Alderman Rennels, to open the public hearing for the FY ’22 original budget. 

Roll Call: 

Voting “Aye”: Eaton, Rennels, DeBolt, Fawver, Johns, Mulliner, Nadeau, Williams

Motion carried. 

Attorney Grant read the public hearing notice. Citizens were asked if they had any comments  regarding the FY ’22 original budget. Comments were made but they did not have anything to do with the  original budget. 

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to close the public hearing.

The regular meeting of the Plano City Council was called to order by Mayor  Robert A. Hausler via a WebEx meeting.The Mayor led the Pledge of Allegiance to the Flag.

MINUTES: 

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on April 12, 2021.

A motion was made by Alderman Eaton, seconded by Alderman Mulliner, to approve the agenda for the regular meeting of April 26, 2021.

WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman Eaton, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated April 26, 2021 in the amount of $142,833.95.

WAGE REPORT:

A motion was made by Alderman Fawver, seconded by Alderman Eaton, to approve the FY ’21 March wage report in the amount of $ 291,107.79.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Hausler.

CITIZEN’S COMMENTS:

Michelle Walz asked about a bill that she had submitted regarding sewer back up at her home. Joe Salsbery also asked about the bill that Michelle Walz had submitted.

Becky Nelson commented on the reason for a remote meeting. She also commented on the Laptops that the Aldermen are requesting to do their jobs.

Keith Riddle commented on an open meeting act violation.

Matt Jackson commented that he thinks non-union wages should be put off until the new administration takes over.

Deanna Riddle asked when they will get answers.

MAYOR’S REPORT: Bob Hausler

Mayor Hausler stated that he is hopeful the next meeting can be an in person meeting at City Hall Chambers

PLANO AREA CHAMBER OF COMMERCE: No one present

CITY ATTORNEY: Tom Grant

Grant of Permanent sewer easement at 214 S. Lew

A motion was made by Alderman Rennels, seconded by Alderman DeBolt, to grant a permanent sewer easement for the benefit of 214 S. Lew St., Plano, Illinois

Ordinance #2021-4 Enabling ordinance to create SSA #1for Gjovik Park Subdivision. The consent to create the Special Service Area document is part of this ordinance

A motion was made by Alderman Fawver, seconded by Alderman Mulliner, to approve an ordinance to create Special Service Area Number 2021-1 for Gjovik Ford Park Subdivision, Plano, Kendall County, Illinois.

Ordinance #2020-5-Establishing SSA No. 1 for Gjovik Park Subdivision

A motion was made by Alderman Fawver, seconded by Alderman Eaton, to approve an ordinance of the City of Plano establishing Special Service Area tax number 2021-1 for Gjovik Ford Park Subdivision Plano, Kendall County, Illinois.

Ordinance #2020-6-FY ’22 Original budget

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve an ordinance adopting the budget for all corporate purposes of the City of Plano, Kendall County, Illinois, in lieu of appropriations ordinance, for the fiscal year commencing on the 1st day of May, A.D., 2021, and ending on the 30th day of April, A.D., 2022.

Ordinance #2020-7 – Groot contract extension

A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to approve an ordinance authorizing execution of contract extension for City of Plano waste, refuse and recycling collection (Groot Industries, Inc.)

Resolution R2020-6 Off-leash dog park

A motion was made by Alderman Nadeau, seconded by Alderman Williams, to approve a resolution in support of the creation of an off-leash dog park in the City of Plano, Kendall County, Illinois.

CITY CLERK: Kathleen Miller, City Clerk - Nothing to report

CITY TREASURER: Zoila Gomez

The March 31, 2021 Treasurer’s Report in the amount of $8,021,051.01, was distributed in your packets.

The disbursements for March 2021 were in the amount of $ 498,431.66.

Treasurer Gomez thanked the Aldermen for approving the budget and all of the Department heads for their work completing the budget.

POLICE CHIEF’S REPORT: Chief Whowell

Chief Whowell thanked everybody that helped with the mass vaccination clinic.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: Darrin Boyer presented the pump item; the Mayor presented the Helm item.

A motion was made by Alderman Eaton, seconded by Alderman Mulliner, to approve the purchase of a replacement non-potable water pump for the WWTP from Pump Supply in the amount of $ 8,590.00.

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve the Helm preventative maintenance service agreement for a 3 year term in the amount of $ 7,375.00 annually. The automatic renewal clause was removed from this agreement.

Darrin informed the Council that the Walmart lift station pump failed. He contacted R.J. O’Neil and the issue has been repaired and is back in working order.

BUILDING, PLANNING & ZONING: Tom Karpus

Tom said that applications for brick engravings are due by the end of April in order to be installed by Memorial Day for the Memorial Day celebration.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

A motion was made by Alderman Mulliner, seconded by Alderman Eaton, to approve the purchase of laptops and a server from Reliable Computers in an amount not to exceed $ 30,000.00.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt – Nothing to report

COMMUNITY DEVELOPMENT: Alderman Rennels

Alderman Rennels has a committee meeting on April 27, 2021 at 6:00 pm.

FINANCE: Alderman Fawver

The committee approved the vendor run. The next regular meeting will be on May 10, 2021 at 5:30 p.m.

PARKS: Alderman Johns

Alderman Johns informed the Council that there are 3 baseball leagues using the various ball fields. The committee is working on toys for Lathrop Park, disc golf, and a grant for the dog park. GTZ has starting mowing and they are doing a good job. A meeting was called for May 12, 2021 at 6:00 PM and they will discuss disc golf, equipment at Lathrop Park, the Dog Park and old/new business.

PERSONNEL & INSURANCE: Alderman Williams

A motion was made by Alderman Williams, seconded by Alderman Rennels, to approve 2% wage increases for non-union employees for 2 years.

Alderman Fawver made a motion to take this back to committee, Alderman Eaton seconded this motion.

There was discussion regarding who gets and who does not get retro pay; such as Nate who is no longer with the City and employees that were hired after May 1, 2020. Those employees will not qualify for retro pay. A question also came up about employees that had received a raise in 2020, those individuals would qualify for the retro pay. Alderman Williams will discuss the issues and come up with a new proposal for the next COW and Council meetings. Alderman Williams and Alderman Rennels withdrew their motions. SPECIAL EVENTS: Alderman Nadeau

A motion was made by Alderman Nadeau, seconded by Alderman Eaton, to approve the Juneteenth event.

Alderman Nadeau had a meeting on April 15, 2021 and discussed considering putting money in the budget for sponsoring City run events and having a fireworks display.

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton called a meeting for May 12, 2021 at 7:00 PM.

CITIZEN’S COMMENTS:

Chuck requested his 3 minutes of speaking time be allocated to Joe Salsbery.

Becky Nelson asked if there was a written rule about seeding time to another individual during citizen’s comments.

Joe Salsbery commented that rules are being made up as we go.
