City of Plano City Council met May 10.

MINUTES:
A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve the minutes of the regular meeting on April 26, 2021. A unanimous “Aye” voice vote was heard. The motion passed.
AGENDA:
A motion was made by Alderman Nadeau, seconded by Alderman Eaton, to approve the agenda for the regular meeting of May 10, 2021 as amended. The agenda was amended by changing the amount of the May 10, 2021 vendor run from $319,017.95 to $ 309,517.95. A unanimous “Aye” voice vote was heard. The motion passed.
WARRANTS:
A motion was made by Alderman Fawver, seconded by Alderman Williams, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated May 3, 2021 in the amount of $123,335.36.

Mayor Hausler read the following letter:
It has been a true honor to serve the Citizens of the City of Plano the last 14 years, 2 years as Alderman and 12 years as Mayor.
I would like to thank the truly great City Department Heads and employees for their work and dedication to our City.
I would like to thank our retiring City Attorney, Tom Grant, for his many years of service and dedication to the City.
Some of the accomplishments during my 3 terms of officer are: Successful grant award for Safe Routes to School, Enbridge Community Safety, ARRA, DNR Oslad, DCEO and other Federal and State grants providing millions of dollars for various projects in our community. Economic Development accomplishments were the City participation in International Council of Shopping Centers and some of the most notable new businesses were Dunkin Doughnuts, O’Reilly, McDonalds, Groot transfer station, Menards industrial expansion, Gjovik Ford Dealership and my dog Skyler’s favorites Rural King and Happy Hounds.
The City of Plano is a community that businesses want to locate to, several new businesses have opened recently and several have plans to open soon.
I am proud that we had Superman come to town in 2011, the excitement that he brought is now part of our rich history.
I am proud of the improvements to our City Parks, including the amenities at Foli Park, the splash pad at Lathrop Park and the addition of DePaul Park. I have also worked to obtain the land for an additional park in the area north of Sweetbriar.
Some of the events that were started in the City under my administrations were Fishing with the Mayor, Smallville Superfest, Train Days, Ice Fishing for Foli and with the Plano District 88 Middle School, International Walk and Bike to School Day and After School fishing.
I am proud of the Police Department and the building that was constructed in 2011. I am proud of our Police Chief, since his appointment he and Lt. Allison have vastly improved the department by bringing professionalism to the leadership of the department. That professionalism has been created by one of the best Police Departments anywhere.
During my terms I have seen the City and our Citizens recover from the great recession of 2008 and we are recovering from the pandemic of 2020.
The city finances have improved tremendously during my terms in office, the General Fund balance in the 2009 budget when I became Mayor was $ 338,500.00. This fiscal years ending General Fund balance is $ 926,000.00 using the same metrics as 2009. This is without the $1.4 million dollar covid recovery funds that we will receive from the federal government this year.
I wish Mike and the City Council all the best and hopefully the City will continue to move in the right direction. Thank You.
CITY ATTORNEY: Tom Grant
Attorney Grant thanked the Mayor, his wife, Lynn, son, Dan and daughter, Jeanin for their support while he was the City Attorney for 44 years. It has been an honor and a privilege to serve the City of Plano. Judge Stephen Krentz is present this evening to swear in the newly elected officials; 44 years ago, Attorney Grant took over the City Attorney position from his father, Peter Krentz.
INSTALLATION OF NEWLY ELECTED OFFICIALS:
Judge Stephen Krentz swore in the newly elected Officials.
Sworn in were Barbara Nadeau, Alderman Ward 1, Jamal Williams, Alderman Ward 2, Stephen DeBolt, Alderman Ward 3, Thomas Johns, Alderman Ward 4, Kathleen Miller, City Clerk, Zoila Gomez, City Treasurer and Michael Rennels, Mayor.

A motion was made by Alderman Mulliner, seconded by Alderman Williams to approve the appointment of a new City Attorney. The Law Firm is Ottosen DiNolfo Hasenbalg & Castaldo, LTD. The City Attorney from the firm will be William Thomas.

PLANO AREA CHAMBER OF COMMERCE:
Laurel Mateyka thanked and congratulated the newly elected officials. She informed the Council that the Chamber just had their second sold out event. The March Madness Bowling event and the Annual Dinner. There have been ribbon cuttings at Extreme Team, Montclare and Sabor Nayarit & Grill, LLC. There will be a ribbon cutting on May 15 at Batcave Treasures. The Chamber has 6 new members. The lunches and learning sessions will begin again in June. The Chamber is working on a resident and business welcome packet. They will also be assisting with the Juneteenth event.

Zoila read the annual treasurer’s report for the Pension Fund. She also informed the Council that she has been awarded her re-certification for the professional credential of Certified Public Finance Administrator. POLICE CHIEF’S REPORT: Chief Whowell – Nothing to report

Alderman Mulliner stated that the laptops had not been order and we need to get a correct count for the order. Kathy and Zoila were asked to order them.

COMMUNITY DEVELOPMENT: Alderman Rennels
Alderman Rennels committee met on April 27, 2021 and discussed marketing and tax abatement
FINANCE: Alderman Fawver
The committee met this evening and discussed the vendor runs. The next regular meeting will be on May 24, 2021 at 5:30 p.m.
PARKS: Alderman Johns
The committee will meet on May 12, 2021. They will be discussing Foli Park disc golf, Lathrop Park equipment the dog park, baseball leagues, cross country meets and old/new business. PERSONNEL & INSURANCE: Alderman Williams – Nothing to report
SPECIAL EVENTS: Alderman Nadeau
Alderman Nadeau did not have anything to report on but she did cancel her May 19, 2021 meeting. STREETS & UTILITIES: Alderman Eaton
