The regular meeting of the Plano City Council was called to order by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum.

MINUTES:

A motion was made by Alderman Nadeau, seconded by Alderman Williams, to approve the minutes of the regular meeting on May 10, 2021. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Fawver, seconded by Alderman Johns, to approve the agenda for the regular meeting of May 24, 2021 as amended. The agenda was amended by changing the amount of the May 24, 2021 vendor run from $136,969.80 to $ 135,719.80. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman Williams, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated May 24, 2021 in the amount of $135,719.80.

WAGE REPORT:

A motion was made by Alderman Fawver, seconded by Alderman Williams, to approve the FY ’21 April wage report in the amount of $ 442,515.61.

Guests and members of the press were welcomed by Mayor Rennels.

MAYOR’S REPORT: Michael Rennels

Mayor Rennels was contacted by a couple that use the Amtrak station, they complemented Kay Mulliner, on how much she helps out the people using the service. The Mayor commends Kay on her work. A motion was made by Alderman Nadeau, seconded by Alderman Fawver, to approve the appointment of Mark Swoboda to fill the vacant Ward 1 Alderman position, term expires May 2023.

Attorney Thomas swore in the new Alderman.

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve the Mayor to sign a certificate of hire for a new Police Officer.

Ordinance #2021-8 Increase Class G-1

A motion was made by Alderman DeBolt, seconded by Alderman Mulliner, to approve an ordinance amending Title 3 Chapter 2 section 3-2-7 of the code of ordinance of the City of Plano number of Class G-1 liquor licenses from 4 to 5.

Ordinance #2021-9 Increase Class E

A motion was made by Alderman Swoboda, seconded by Alderman Williams, to approve an ordinance amending Title 3 Chapter 2 Section 3-2-7 of the code of ordinances of the City of Plano number of Class E liquor licenses from 4 to 5.

Ordinance #2021-10 Decrease Class E-1

Resolution R2021-8 IDOT resolution for improvement

CITY CLERK: Kathleen Miller

Sales and related taxes for February 2021 were $ 175,207.60; this is up $48,360.77 from the same time last year.

MFT for March 2021; current unobligated balance $ 1,478,198.02

CITY TREASURER: Zoila Gomez

The revenue, expense and tax reports for FY ’21 April were distributed in mailboxes on May 14, 2021. The April 2021 Treasurer’s report was in the amount of $ 8,199,859.89

Disbursements for April 2021 were in the amount of $ 479,612.16

Lauterbach & Amen will be at City Hall for the FY ’21 audit on July 12th through the 16th.

POLICE CHIEF’S REPORT: Chief Whowell

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the purchase of 2 (two) new Ford SUV’s from Gjovik Ford in an amount not to exceed $ 66,000.00.

The Police Department attended the Police Memorial Ceremony at the Kendall County Courthouse on May 19th to honor those officers who died in the line of duty that worked within Kendall County. Officer Brant is now the Illinois Special Olympics representative for the Plano PD. Some of our officers will be running in the torch run fundraiser for Special Olympics and we will be having a leg run through Plano on June 16th from Waubonsee College to Rt. 47.

With summer approaching: please make sure your vehicles are locked when not in use, lock the doors to your resident and when traveling be aware of small children playing and adhere to speed limits. DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, R. Klatt

A motion was made by Alderman Eaton, seconded by Alderman Fawver, to approve a proposal from Hamilton Engineers for a Risk and Resilience program in an amount not to exceed $ 13,500.00.

North St. from Center to Hugh will be closed. The library is replacing their roof top unit.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner – Nothing to report

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

A meeting was called for June 9, 2021 at 6:00 pm to discuss adjudication process, burnt structures and building permit questions.

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver will call a meeting later this evening.

FINANCE: Alderman Swoboda

The next regular meeting will be on June 14, 2021 at 5:15 p.m.

PARKS: Alderman Johns

The committee had a meeting on May 12, 2021. They discussed Foli Park disc golf, Lathrop Park equipment, the dog park, baseball leagues, cross country meets and old/new business. Alderman Johns thanked Mayor Rennels for moving up the date to open the splash pad and thanked the City crew for getting it up and running for the season. On new business they discussed a dirt bike park. Old business, Alderman Johns updated the Council on mowing.

PERSONNEL & INSURANCE: Alderman Williams

A motion was made by Alderman Williams, seconded by Alderman Fawver, to approve an increase for Yvonne Hill from $ 15.81 to $ 18.00 per hour.

Alderman Williams called a meeting for June 9, 2021 at 5:30 pm to discuss non-union wage increases, Barb Duffy increase and merit raise policy.

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton had a committee meeting on May 12, 2021. They will be having another meeting on May 26, 2021.

CITIZEN’S COMMENTS:

Joe Salesbury congratulated Mayor Rennels, City Attorney Thomas and new Alderman, Mark Swoboda for their elections/appointment to their positions. He also asked what the typical turnaround time for sewer clean-up payments were. He thinks the dirt bike park is a good idea and asked about recreational vehicles on City Streets.

A motion was made by Alderman Fawver, seconded by Alderman Williams, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:54 pm.
