City of Plano City Council met June 28.

Here is the minutes provided by the council:

A motion was made by Alderman Eaton, seconded by Alderman Williams to open a public hearing.

Roll Call:

Attorney Thomas read the public hearing notice. City of Plano will hold a closeout public hearing beginning at 6:00 pm, in City Hall Chambers, 17 E. Main St., Plano IL 60545 to report outcomes and provide interested parties an opportunity to express their views on the program activities and performance of the Community Development Block Grant (CDBG) Downstate Small Business Stabilization (DSBS) grants funded through the Illinois Department of Commerce and Economic Opportunity. This program is funded by Title 1 of the federal Housing and Community Development Act of 1974, as amended. Persons with disabilities or non-English speaking persons who wish to attend the public hearing and need assistance should contact City Hall at 17 E. Main St., Plano, IL 60545, 630-552-8275 no later than June 24, 2021. Every effort will be made to make reasonable accommodations for these persons.

The total amount of funds awarded to address the needs of the business(es) due to the COVID-19 emergency was $112,500.00; and was used to assist the following businesses with working capital needs:

All interested citizens are invited to provide comments either at the public hearing or by prior written statement. Written comments should be submitted to the City Clerk’s Office, at City of Plano, 17 E. Main St., Plano, IL 60545 no later than June 28, 2021 to ensure placement of such comments in the official record of the public hearing proceedings. This grant-funded project resulted in no displacement of any persons or businesses.

There were no public comments/questions.

The regular meeting of the Plano City Council was called to order on Monday, June 28, 2021 by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum.

MINUTES:

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the minutes of the regular meeting on June 14, 2021. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve the agenda for the regular meeting of June 28, 2021. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:

A motion was made by Alderman Swoboda, seconded by Alderman Williams, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated June 28, 2021 in the amount of $94,550.56.

WAGE REPORT:

A motion was made by Alderman Swoboda, seconded by Alderman Williams, to approve the FY ’22 May wage report in the amount of $ 330,754.32.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Rennels.

CITIZEN’S COMMENTS:

Becky Nelson congratulated the newly elected officials. She made comments regarding the fence issue on South Ben St.; she questioned the cost of taking the matter to court.

Dina Wisniewski also commented on the fence issue.

Keith Riddle commented “precedent”

Jace Wisniewski commented “What he said”

Charles Bane commented on making a deal regarding the fence issue like has been done in the past. 

PLANO AREA CHAMBER OF COMMERCE:

Joel Recchia and Jen Lyle informed the Council about upcoming events; Back to school bash, a 4th of July business decorating contest, the 4th of July parade. The Chamber is up and moving forward and they are looking for support from businesses. They feel the City, Chamber and Rotary should all work together.

MAYOR’S REPORT: Michael Rennels

Mayor Rennels was contacted by a resident thanking the City for getting the tornado siren going in Churchill Farms.

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the appointment of Karl Tisberger as Streets Department Supervisor at a salary of $ 93,392.00 effective July 2, 2021. Roll Call:

CITY ATTORNEY: William Thomas

Ordinance #2021-13 Parking

A motion was made by Alderman Mulliner, seconded by Alderman DeBolt, to approve an ordinance amending Title 10 Chapter 4 Section 10-4-2 of the Code of Ordinances of the City of Plano prohibited or restricted parking.

Resolution #R2021-9 Agreement between the City and ServiceMaster

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and ServiceMaster S&R Systems.

Resolution #R2021-10 Banking

A motion was made by Alderman Mulliner, seconded by Alderman Eaton to approve a resolution designating and identifying persons authorized to transact business with the City’s banking institutions. Roll Call:

Resolution #R2021-11 GTZ Maintenance

A motion was made by Alderman DeBolt, seconded by Alderman Johns, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and GTZ Maintenance.

Resolution #R2021-12 Standard equipment Company and tax-exempt Leasing for street sweeper A motion was made by Alderman Williams, seconded by Alderman Swoboda to approve a resolution approving and authorizing the execution of an agreement by and between the city of Plano, Standard equipment company and Tax-exempt Leasing Corporation for the purchase of a street sweeper in the amount of $238,320.00 for a 5 year term at 2.49%.

Information packets and registration forms were distributed for IML

The Sales and related taxes for March 2021 were $ 149,390.47; that is up $ 18,706.30 from the same time last year.

MFT allotment for April 2021; current unobligated balance is $ 1,318,960.87

CITY TREASURER: Zoila Gomez

The May 31, 2021 Treasurer’s report is in the amount of $ 8,238,595.04. Total disbursements for May 2021 were in the amount of $ 755,083.45. Revenue, expense and tax reports for May 2021 were distributed in mailboxes on June 25, 2021. See Zoila if you are interested in a cash advance for IML. Zoila clarified that the Downstate money distributed to local businesses did not come out of City funds. 

POLICE CHIEF’S REPORT: Chief Whowell – Presented by Lt. Allison

The Police Department received $ 9,990.00 in grant money from Illinois Law Enforcement Standards Board for in car cameras. They also received one free camera from Watch Guard.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger – Nothing to report BUILDING, PLANNING & ZONING: Tom Karpus

Mr. Karpus informed the council that the siren at Churchill Farms has been mounted, the electrical works still needs to be completed. A problem garage was torn down at the owner’s expense.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner has a meeting for June 30, 2021 at 6:00 pm to discuss an EAP update and employee reward submittal.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt – Nothing to report

COMMUNITY DEVELOPMENT: Alderman Fawver – Absent – Nothing to report

FINANCE: Alderman Swoboda

The next regular meeting will be on July 12, 2021 at 5:15 p.m.

PARKS: Alderman Johns

A motion was made by Alderman Johns, seconded by Alderman Eaton, to approve the installation costs for the park equipment at Lathrop Park in the amount of $ 7,800.00 by KD Landscape.

CITIZEN’S COMMENTS:

Joe Salsbery commented on the agreement the City approved with Service Master. Becky Nelson commented on the rebranding. She hopes we preserve the history of Plano. Dina Wisniewski commented on the rebranding. She feels it would be better to come up with a committee of elders, children and others instead of paying an outside company $ 16,000.00

CLOSED SESSION:

A motion was made by Alderman Johns, seconded by Alderman Eaton, to go into closed session under 5ILCS 120/2 C1 and 5ILCS 120/2 C11.

Motion passed.

A motion was made by Alderman Johns, seconded by Alderman DeBolt, to return to open session. A unanimous “Aye” voice vote was heard.

Attorney Thomas commented that the council went into closed session under 5ILCS 120/2 C1 and 5ILCS 120/2 C11, collective bargaining and pending litigation, no action was taken.

ADJOURNMENT:

A motion was made by Alderman Eaton, seconded by Alderman Williams, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 8:14 pm.
