City of Peru City Council Met July 19.

Here is the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers at 7:00 p.m. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo present; Mayor Kolowski present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

PUBLIC COMMENT

PRESENTATION

MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS

Mayor Kolowski presented the Regular Meeting Minutes of July 6, 2021; Police Department Monthly Report for June 2021; Building Permit Report 2nd Quarter 2021 and Sales, Home Rule, Use and Telecommunications Tax Receipts for April 2021. Alderman Waldorf made a motion the minutes and reports be received and placed on file. Alderman Payton seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Buffo presented the following disbursements for payment on July 21, 2021:

Alderman Buffo made a motion the minutes and reports be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Sapienza made a motion to donate $4000.00 to Peru Little League Baseball. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Sapienza made a motion to donate $4000.00 to Peru Girls Softball. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Tieman made a motion to donate $1000.00 to Illinois Valley Public Action to Deliver Shelter (PADS). Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Tieman made a motion to approve an engineering service agreement with Chamlin & Associates for design of Well #5 Submersible Pump Conversion. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Edgcomb made a motion to approve a lease from Martin Equipment for an 324L - FOUR WHEEL DRIVE LOADER with trade in of a 1997 GEHL 5635SX (trade in allowance $12,000) lease payment of $1503.36. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard abstaining; motion carried.

POLICE AND FIRE COMMITTEE

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6567

AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF SALE OF PROPERTY AND REDEVELOPMENT AGREEMENT WITH RICHARD CINOTTO AND MARY CINOTTO (RIVERFRONT BAR AND GRILL)

Alderman Waldorf made a motion the ordinance be adopted as written and read. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6568

AN ORDINANCE VACATING A PORTION OF GRANT STREET IN THE CITY OF PERU, ILLINOIS TO RICHARD CINOTTO AND MARY CINOTTO (RIVERFRONT BAR AND GRILL)

Alderman Waldorf made a motion the ordinance be adopted as written and read. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

PROCLAMATIONS

UNFINISHED BUSINESS

Clerk Bartley reported on past due utility accounts and said the city has $15,432.76 in delinquent accounts, which is a nearly $55,000 decrease from a few months ago. Clerk Bartley stated we’ve made excellent progress, it’s honestly hopeful because a lot of people did have a hard time getting through it and this is an indication that times are better for people and they’re getting caught up. Clerk Bartley also mentioned it is encouraging to see residents getting caught up during the summer months where electric bills are commonly higher. Clerk Bartley stated we’re really moving in a positive direction and the ability to use the service disruption has been helpful for the city. Alderman Payton and others on the council thanked Bartley for his work with city residents and continuing to bring the total down.

NEW BUSINESS

Alderman Waldorf made a motion to hire the selected candidate for the position of laborer for the Public Works Department. Alderman Buffo seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Payton made a motion to approve the promotion of accounting intern to the position of Staff Accountant to fill a retirement vacancy. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

PETITIONS AND COMMUNICATIONS

Clerk Bartley presented a petition from Julio Chapa, Tony Loera, and Eluvinda Loera Fernandez requesting annexation and zoning for the property general located at 1202 May Road. Alderman Payton made a motion the petition be received, placed on file and referred to the Planning/Zoning Commission for review and recommendation. Alderman Ballard seconded the motion; motion carried.

Clerk Bartley presented a petition from Riverfront Bar & Grill requesting a special use for the property generally located at 1600 Water Street. Alderman Sapienza made a motion the petition be received, placed on file and referred to the Planning/Zoning Commission for review and recommendation. Alderman Edgcomb seconded the motion; motion carried.

Clerk Bartley presented a petition from Jim Brady Sr. seeking variances and waivers from the City’s Zoning ordinance for a property located in the Pointe Subdivision. Alderman Lukosus made a motion the petition be received, placed on file and referred to the Plan Commission for review and recommendation. Alderman Waldorf seconded the motion; motion carried.

Clerk Bartley presented a communication from Pastor Tom of St. John's Lutheran Church, Peru was asked by Doug Schweickert to locate a Christian band to play at the band shelter this summer. Pastor reached out to a church in Downers Grove who has a group of members who play regularly at the church. They are very good. I have attached some of their work. We would like to schedule them to play at Centennial on Sunday, September 5 at 3:00 p.m. At this time, we are not planning on serving/selling any type of food or drink. This concert would be open to the public. Alderman Payton made a motion the communication be received, placed on file and permission granted. Alderman Edgcomb seconded the motion; motion carried.

Communication from Starved Rock Runners requesting permission to hold the Taste 5K on Saturday, August 7th. Alderman Waldorf made a motion the communication be received, placed on file and permission granted. Alderman Buffo seconded the motion; motion carried.

MAYOR’S NOTES

Adam Thorson, Director of Parks, Recreation and Special Events reported we are 16 days away from the Taste of the Illinois Valley event. Mr. Thorson reported there are 8 food vendors and has collected $13,000 in sponsorships.
