CALL TO ORDER AND PLEDGE OF ALLEGIANCE

President Troy Parlier called the meeting to order at 7:32 p.m. and led the Pledge of Allegiance to the Flag of the United States of America.

ROLL CALL

Board Members Physically Present: President Troy Parlier; Trustees Tom Guist, Kit Kuhrt, James Marter II, Terry Olson, Jennifer Jones Sinnott and Brian Thomas.

Staff Physically Present: Dan Di Santo, Village Administrator; Christina Burns, Asst. Village Administrator; Tina Touchette, Village Clerk; Jeff Burgner, Police Chief; Jennifer Hughes, Public Works Director; Rod Zenner, Community Development Director; Mark Horton, Finance Director; Scott McMaster, ED Director; Joe Renzetti, IG/GIS Director; Jenette Sturges, Community Engagement Coordinator, Marketing; Karl Ottosen, Village Attorney; and Douglas Dorando, Village Attorney.

RECOGNITIONS/APPOINTMENTS

E.1 Employee Service Awards

a. Zachary Jardine- 20 Years of Service (Public Works Department)

Director Hughes spoke about his history with the Village and contributions to the community; his wife and two daughters were present; President Parlier presented him with his service award and noted that Zach donated his service award gift to the Kendall County Food Pantry.

E.2 Historic Preservation Commission

a. Appoint Alan Langguth for a Term to Expire April 30, 2022.

b. Appoint Subash George for a Term to Expire April 30, 2023.

c. Appoint Juan Terrazas for a Term to Expire April 30, 2023.

d. Appoint Connie Peshia for a Term to Expire April 30,2022.

e. Appoint Jason Hudson for a Term to Expire April 30, 2023.

A motion was made by Trustee Thomas and seconded by Trustee Jones Sinnott to Appoint Alan Langguth for a Term to Expire April 30, 2022; and to Appoint Subash George for a Term to Expire April 30, 2023; and to Appoint Juan Terrazas for a Term to Expire April 30, 2023; and to Appoint Connie Peshia for a Term to Expire April 30,2022; and to Appoint Jason Hudson for a Term to Expire April 30, 2023.

PUBLIC FORUM

Public Forum was opened at 7:37 p.m.

Tracey Stiles addressed the Board regarding an incident with her parents and the Fire Department. She provided details of the incident and inquired into whether this is happening to other elderly people in Oswego.

There was no one else who requested to speak. The Public Forum was closed at 7:44 p.m.

STAFF REPORTS

Deputy Administrator Burns provided information on the Oswego Entertainment Venue events, Movies in the Park, VetFest in August; residents can go to Oswego.org/amphitheater to learn more; look for more event information to come; there is a rumor about Oswego’s Got Talent; will keep us posted.

A motion was made by Trustee Jones Sinnott and seconded by Trustee Kuhrt to approve the Consent Agenda; Approving the June 22, 2021 Committee of the Whole Minutes; Approving the June 22, 2021 Regular Village Board Minutes and approving the following ordinance and resolution:

Ordinance No. 21-60; Ordinance Revoking Ordinance 19-02 and Granting a Final PUD and Subdivision Plat for Harvest Gate at Southbury Pod 8, Phase 1.

Resolution No. 21-R-57; Resolution Approving a PrairieFest Parade and the Temporary Closure of U.S. Highway 34 in the Village of Oswego.

A motion was made by Trustee Thomas and seconded by Trustee Olson to approve the Resolution Ratifying the Village President’s Executive Orders and Extending Declaration of Local

Emergency and Disaster.

NEW BUSINESS

K.1 DP's Mart LLC

a) Ordinance Amending Title 3 Chapter 7; Increase Class "B-2" Liquor License for DP's Mart LLC d.b.a. DP's Mart LLC Located at 1240 Douglas Road. Ordinance 21-61

b) Ordinance Amending Title 3 Chapter 31; Increase Class "B-2" Video Gaming License for DP's Mart LLC d.b.a. DP's Mart LLC Located at 1240 Douglas Road. Ordinance 21-62

These licenses are exclusive to gas stations and/or convenience stores for the purposes of allowing video gaming.

A motion was made by Trustee Jones Sinnott and seconded by Trustee Thomasto approve an Ordinance Amending Title 3 Chapter 7; Increase Class "B-2" Liquor License for DP's Mart LLC d.b.a. DP's Mart LLC Located at 1240 Douglas Road; and to approve an Ordinance Amending Title 3 Chapter 31; Increase Class "B-2" Video Gaming License for DP's Mart LLC d.b.a. DP's Mart LLC Located at 1240 Douglas Road.

TRUSTEE REPORTS

Trustee Jones Sinnott- kudos to those who are receiving service awards; the entertainment venue is a great opportunity for the community to come out; check out Village events to come.

Trustee Guist- condolences to the Villarreal family.

Trustee Marter II- addressed comments on what Oswego is and isn’t now; he has lived here for 24 years and seen how the community is growing; hasn’t been easy for first time home buyers; took him a long time to buy a home; moved here with the notion that Oswego has rentals. He also addressed the comments recently made by school board members who said they do not work for their constituents; he referenced the Declaration of Independence and several quotes by Theodore Parker and Abraham Lincoln; board members are in that position to be for the people; he will listen to the voters and reassured that he works for the residents; it is the reason he is here.

PRESIDENT’S REPORT

The 4th of July fireworks was a fabulous turnout. There is a free concert on July 17th at 6:30pm at the entertainment venue; band is Sojourn Rocs. No tickets needed; bring your lawn chairs; outside food and non-alcoholic beverages are welcome; a beer garden will be available. Movies in the Park is on July 22nd at the entertainment venue; movie is Trolls World Tour. Lunafest is August 8th at 11:00am here at Village Hall.

He addressed the recent passing of Antonio Villarreal; he was a father, uncle, son, and a veteran who served three tours defending our country; he volunteered to go back on the third tour; puts life in perspective; a flag is flying in the front of his house; condolences to his family.

CLOSED SESSION

There was no Closed Session held.

ADJOURNMENT

A motion was made by Trustee Jones Sinnott and seconded by Trustee Marter II to adjourn the meeting; upon a voice vote with all remaining members present voting aye, the meeting was adjourned at 7:58 p.m.
