City of Sandwich City Council Met Aug. 23.

Here are the minutes provided by the council:

Mayor Latham called the meeting to order at approximately 7:03pm Pledge of Allegiance led by Alderman Fritsch 

Present: Mayor Lathem, Deputy Clerk Jim Teckenbrock, Alderman Fritsch, Alderman Holcomb, Alderwoman Johnson, Alderwoman Killey. Alderman Kreinbrink, Alderman Littlebrant, Alderman Robinson and  Alderman Whitecotton 

Also present: Attorney Harrill, Department of Public Works and City Engineer Horak, EMA Director Ciciora, Treasurer Dell, Chief Bianchi and Todd  Steffens 

Absent: City Clerk II 

Mayor Latham asked for audience comments and none made 

Mayor Latham asked for a Motion to adopt the Consent Agenda as a whole after the Mayor read all items: Motion was made by Alderwoman Johnson and seconded by Alderman Littlebrant. Motion carried 8-0 

Mayor’s Report: 

Announcements on some items that came in after Agenda was printed. Sandwich Opera House having an open house/ribbon cutting on August 26, 2021 at 4pm. There will be tours given as well. Walk to school day Oct 6, 2021 opportunity to walk with children before school to show everyone the option of walking or biking to school. Comed to send out information about tree trimming in the Sandwich Community. State Senator Brian Stewart will be having a remote visit on September 2nd using the Annex Chambers.  

Ordinance 2021-12 entitled “An Ordinance Amending Chapter 98, Zoning, Article II, City of Sandwich Municipal Code” presented for adoption. Amendment is adding “solar power generation” as a special use to the zoning district. Motion made by Alderman Littlebrant and seconded by  Alderman Holcomb. Motion carried 8-0

Ordinance 2021-13 entitled “An Ordinance Amending Chapter 98 Zoning, Article V, Supplemental Regulations. Section 98, of the City of Sandwich Municipal Code”, presented for first reading. Outdoor dining info. 

Resolution 21-10 entitled “A Resolution Authorizing the Mayor to Execute an Agreement with Hampton, Lenzini and Renwick, Inc.” presented for approval. Outsourcing items that Tom would have been involved in such as Route 34 and Latham Street and other projects. Alderman Robinson asked a couple of questions before motion. Mayor Latham commented other firms like EEI could be used for other needs as well. Special Meeting prior to September 3rd meeting at 7:00pm. Motion made by Alderman Robinson and seconded by Alderman Littlebrant. Motion carried 8-0. 

Statement for City regarding this item that statement will not be made at this time. Motion to authorize Mayor to execute “Settlement Agreement in Compromise of Pending Litigation. Motion to authorize by Alderman Whitecotton, seconded by Alderwoman Johnson. Motion carried 8-0 

Public Safety Complex – 1251 E. 6th Street. Motion to authorize the Mayor to sign Exhibit A as the Guaranteed Maximum Price Amendment to previously executed A/A Document A133-2009 which is a Standard Form of Agreement Between Owner (City of Sandwich) and Construction Manager as Constructor (Harbour Contractors, Inc.) dated September 29-2014. Said Exhibit A  includes the Amendment the GMP Budget and GMP Qualifications. The Guaranteed Maximum Price is $3,078,882.00. Motion made by Alderman Littlebrand and seconded by Alderman Holcomb. Motion carried 8-0 

Motion to authorize the Mayor to sign the Assignment Agreement between the City of Sandwich and Harbour Contractors, Inc. Motion made by Alderwoman Johnson and seconded by Alderman Whitecotton. Motion  carried 8-0. 

Attorney’s Report: nothing tonight 

Deputy City Clerk: Jim Teckenbrock reported that the Economic Development Corp is in discussions with a developer interested in coming to Sandwich. They are interested in property in the Old Sandwich Commons area where the Water Park was partially erected but of course never finished. They have talked with Kendall County about the property and the back taxes owed etc. We will be bringing them in the meet with Mayor. Teckenbrock mentioned that the City of Sandwich does have a Lien against the property at  this time.  

Treasurer’s report: nothing tonight 

City Department’s reports 

EMA: No report tonight

Chief Bianchi: Moose celebrating 99 years with event on Saturday. Public invited. 

Director of Public Works/City Engineer Tom Horak 

Brush Pickup Program: Monday, August 23rd – Ward 4 

Zoning Board of Appeals regular meeting scheduled for Tuesday, August 24th, 2021 has been cancelled 

2021/2022 Rock Salt Contract: CMS will not be executive any renewal contracts this year. Tom expects to see an increase when prices do come  out. 

Alderman Reports 

Alderman Bill Fritsch: Commented about traffic issues at Lions and Main during school. Chief Bianchi reported that they are patrolling all main arteries going to all schools. Also Alderman Fritsch wanted to have someone look at sidewalk near Gene’s that has some issues. Mayor Latham asked  Tom Horak to have it looked at. 

Alderman Holcomb no report 

Alderman Krienbrink wanted to Thank Tom Horak and wish him well Alderman Killey no report. Came back later to thank Tom Horak Alderman Littlebrand thanked Tom Horak 

Alderwoman Rebecca Johnson talked about getting info on website such as forms for permits and stuff. Perhaps someone to help get info the Tom Ciciora who takes care of City Website unpaid. She also wanted to thank Tom Horak for his years of service to the City of Sandwich. 

Alderman Robinson thanks Tom Horak for all the times he has given the City of Sandwich great assistance and saved our butts. He has been our go to guy. Also mentioned that at times things are brought up at Regular Council Meetings that could be taken care of before or after meetings to keep voting meetings better on track.

Alderman Whitecotton Thanked Tom Horak as well 

Mayor Latham presented plaque to Tom Horak. Meeting was then adjourned at approximately 7:33 PM with Motion from Alderman Robinson, seconded by  Alderman Littlebrand.
