City of Plano City Council met Aug. 9.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum.

MINUTES:

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on July 26, 2021. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve the agenda for the regular meeting of August 9, 2021. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated July 27, 2021 in the amount of $ 113,785.12.

Voting “Nay”:

Absent: Williams

Motion passed.

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the finance Committee and that orders are drawn on the Treasury to pay per warrant list dated August 9, 2021 in the amount of $ 178,180.35.

Voting “Aye”: Johns, Mulliner, DeBolt, Eaton, Nadeau, Fawver, Swoboda

Voting “Nay”:

Absent: Williams

WAGE REPORT: None

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Rennels.

CITIZEN’S COMMENTS:

James Martens informed the Council about the Smallville 10 year reunion event and requested City services. The event will take place from Noon to 6:00 PM on August 21, 2021. The approval of City services will be approved later in the meeting.

MAYOR’S REPORT: Michael Rennels

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to authorize the Mayor to sign a certification of hire for Police Officer Erik Favela with a start date of August 24, 2021 and a salary of $ 57,966.90.

Attorney Thomas swore in new Police Officer Favela.

POLICE CHIEF’S REPORT: Chief Whowell – Nothing to report

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer - absent, K. Tisberger A motion was made by Alderman Eaton, seconded by Alderman Johns, to approve power washing of the Burns St. water tower by Giant Maintenance in the amount of $ 5,600.00.

Motion passed.

A motion was made by Alderman Eaton, seconded by Alderman Johns, to approve Energenecs proposal in the amount of $ 7,500.00 for the Well #7 VFD.

Motion passed.

A motion was made by Alderman Eaton, seconded by Alderman Swoboda, to approve a pay increase for Logan Atkinson from $ 21.32 to $ 21.75 per hour, effective August 10, 2021.

BUILDING, PLANNING & ZONING: Tom Karpus – Nothing to report

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

The committee has a meeting August 10, 2021 at 6:00 PM.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

The committee has a meeting for August 10, 2021 at 7:00 pm to discuss the petition for rezoning at 819 W. Rt. 34, parked cars at Cotter Ct. and Rt. 34 outside storage rezoning to M1.

COMMUNITY DEVELOPMENT: Alderman Fawver – Nothing to report

FINANCE: Alderman Swoboda

Alderman Swoboda called the next meeting for August 23, 2021 at 5:15 pm.

PARKS: Alderman Johns

The disc golf baskets have been installed. Signage still needs to be order. The Park equipment at Lathrop Park will be removed at the end of the month and the new equipment should be installed by mid September. Alderman Johns thanked public works for the work they have done in the parks and Tom Karpus for his help with the disc golf park. He also thanked Alderman Nadeau for doing his report at the last Council meeting.

PERSONNEL & INSURANCE: Alderman Williams - Absent

A motion was made by Alderman Nadeau, seconded by Alderman Fawver to approve the 2021 proposed wage ranges.

SPECIAL EVENTS: Alderman Nadeau

The committee met on August 4, 2021 at 7:00 pm. They discussed fireworks, rib cook off event and the Smallville reunion event. A new meeting was called for August 18, 2021 at 5:00 PM. A motion was made by Alderman Nadeau, seconded by Alderman DeBolt, to approve the use of city services for the Smallville event. Services will include barricades, port-a-lets, handwashing station, garbage toters, water and electric.

STREETS & UTILITIES: Alderman Eaton

The committee has a meeting August 11, 2021 at 6:00 pm and August 25, 2021 at 6:00 pm. A motion was made by Alderman Eaton, seconded by Alderman Mulliner, to approve moving forward with a storm sewer project at James and Steward in an amount not to exceed $ 15,000.00. Roll Call:

Voting “Aye”: Johns, Mulliner, DeBolt, Eaton, Nadeau, Fawver, Swoboda

Voting “Nay”:

Absent: Williams

Motion passed.

CITIZEN’S COMMENTS:

Joe Salsbery commented on the results of his FOIA request that he had submitted. 

CLOSED SESSION: NONE

ADJOURNMENT:

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:32 pm.
