Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum.

MINUTES:

A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on September 13, 2021. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Johns, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of September 27, 2021. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman Johns, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated September 27, 2021 in the amount of $222,328.91.

WAGE REPORT:

A motion was made by Alderman Fawver, seconded by Alderman Johns to accept the August 2021 wage report in the amount of $ 265,107.97.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Rennels.

CITIZEN’S COMMENTS:

Keith Riddle asked if items that the Aldermen will be discussing during their reports could be added to the agenda. Mayor Rennels explained that the only items on the agenda are those that will have action taken. The rest of their comments are only to report what was discussed at their committee meetings.

MAYOR’S REPORT: Michael Rennels

Mayor Rennels said the city has been asked to participate in the Homecoming parade on Saturday, October 2, 2021. He invited everyone to participate. Line up will be at the High School at 9:00 am. Fall clean up will be next week, October 4th through the 7th on your regular garbage day.

The Plano Bologna Sandwich event will take place on October 24, 2021 from 1:00 to 4:00 pm. A motion was made by Alderman Nadeau, seconded by Alderman Mulliner, to approve the appointment of the Mayor to the KENCOM executive board. A unanimous “Aye” voice vote was heard. The motion passed.

PLANO AREA CHAMBER OF COMMERCE: Beth Nelson and Laurel Mateyka

Laurel informed the Council that they have 2 new members; their total is now at 89 members. Beth informed the Council on the following upcoming events:

Scarecrow Scramble – October 7, 2021 - 9:00 am

Plano Bologna Sandwich – October 24, 2021 - 1 to 4 pm

Treats on the Streets – October 28, 2021 - 4 to 6 pm

Laurel asked about having Trunk or Treat on Main St. across from the Depot; the Mayor will get back to her. The Plano Rockin’ Christmas Parade will be on December 3, 2021. Executive Director, Deana, has been working hard to engage new members. She has created a brochure and punch card. CITY ATTORNEY: William Thomas

Resolution R2021-17 – Deuchler Task 11

A motion was made by Alderman Johns, seconded by Alderman Fawver, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and Deuchler Engineering Corporation to convert records and documents into a GIS system in the amount not to exceed $ 48,000.00.

Resolution R2021-18 – Deuchler Task 5

A motion was made by Alderman Johns, seconded by Alderman Nadeau, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and Deuchler Engineering Corporation to replace mixers for the wastewater treatment plant in the amount not to exceed $58,000.00

Resolution R2021-19 – purchase a dump truck

A motion was made by Alderman Fawver, seconded by Alderman Johns, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano, and Rush Truck Center to purchase a dump truck in the amount of $ 172,854.00.

Resolution R2021-20 – 2021 RBI Funds

A motion was made by Alderman Johns, seconded by Alderman Nadeau, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and Builders Paving, LLC for the 2021 RBI resurfacing project in an amount not to exceed $ 618,000.00.

Resolution R2021-21 – Snow Plowing

A motion was made by Alderman Johns, seconded by Alderman Fawver, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and Niles Excavating and Thom Gravel and Excavation for snow removal for the 2021-2022 season in an amount not to exceed $ 27,500.00.

CITY CLERK: Kathleen Miller – Nothing to report

CITY TREASURER: Zoila Gomez

The August Revenue and Expenditure report and a Tax Revenue report were distributed on Friday, September 17, 2021. Zoila has received the audit draft and is in the process of reviewing it. Lauterbach & Amen will present the results to the Council on October 11, 2021. Zoila thanked the staff for their hard work and cooperation through-out the audit process.

POLICE CHIEF’S REPORT: Lt. Allison

Lt. Allison reported that we were reimbursed for Mason Brants academy training in the amount of $ 6020.00 on September 14, 2021

A motion was made by Alderman Mulliner, seconded by Alderman Johns, to approve the purchase and installation of equipment from Communications Direct for the 2 police SUV’s at a total cost of $ 24,398.94.

A motion was made by Alderman Johns, seconded by Alderman Fawver, to approve the painting of light pole bases at Lakewood Springs in the amount of $ 4,000.00

BUILDING, PLANNING & ZONING: Tom Karpus – Absent - Nothing to report

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner had a meeting on September 21, 2021 and discussed staffing at the PD and speed control. Alderman Mulliner thanked the city crew for getting the word out about work being done and using door hangers.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt – Absent - Nothing to report 

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver had a meeting on September 14, 2021. A new meeting was called for October 12, 2021 at 6:30 PM and they will be meeting on the second Tuesday of each month at 6:30 PM in the future. A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to approve the Wilbe façade grant application.

FINANCE: Alderman Swoboda - Absent

Alderman Fawver called the next meeting for October 11, 2021 at 5:15 pm.

PARKS: Alderman Johns

Alderman Johns had a meeting on September 16, 2021 and discussed the budget, the dog park, the splash pad, Lathrop Park and purchasing a portable stage. Unfortunately, we were not awarded a grant for the dog park. An email was received from Lauri Safford; she wants to create a Go Fund Me page to raise money for the dog park and requests that the Park be named after her son, Jared Knispel, who died in an accident. Jared was a very active Boy Scout and was about to start an Eagle project when he died. The Park can be named after Jared and the city can accept donations for the Park with no further Council approval. Alderman Johns informed the Council that a new bench has been installed at Gorman Park, the city crew had removed old playground equipment at Lathrop Park and the new equipment should be delivered October 4, 2021 and the disc golf signs have been installed.

PERSONNEL & INSURANCE: Alderman Williams – Absent – Nothing to report

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau had a meeting on September 14, 2021 and had a fireworks presentation, discussed the amended budget, holiday lights and rental for Juneteenth sound stage at 6 to 10K. A new meeting was called for October 5, 2021 at 5:30 pm.

A motion was made by Alderman Nadeau, seconded by Alderman Johns, to approve city services (port o-lets, toters and handwash stations) for the Plano Bologna Sandwich event. A unanimous “Aye” voice vote was heard. The motion passed.

STREETS & UTILITIES: Alderman Eaton - Absent

Mayor Rennels reminded the Council that there is a Streets & Utilities committee meeting on September 29, 2021 at 6:00 pm.

CITIZEN’S COMMENTS:

Laurel Mateyka commented on moving forward with the Dog Park, thanks to donations. On October 18, 2021 the Molly McKirgan memorial garden will be rededicated.

Jenny Jackson commented that the SAL breakfasts will begin again on October 17, 2021 at the Plano American Legion.

A motion was made by Alderman Johns, seconded by Alderman Nadeau, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:48 pm.
