City of Plano City Council met Oct. 11.

The regular meeting of the Plano City Council was called to order by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

MINUTES:
A motion was made by Alderman Johns, seconded by Alderman Fawver, to approve the minutes of the regular meeting on September 27, 2021. A unanimous “Aye” voice vote was heard. The motion passed.
AGENDA:
A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of October 11, 2021. Mayor Rennels amended the agenda by pointing out that City Attorney William Thomas was not in attendance and attorney Douglas Dorando was sitting in for him. A unanimous “Aye” voice vote was heard. The motion passed.
WARRANTS:
A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated September 28, 2021 in the amount of $ 119,658.69.

INTRODUCTION OF GUESTS:
Guests and members of the press were welcomed by Mayor Rennels.
Brad Porter with Lauterbach & Amen, LLP presented the FY ’21 audit.
CITIZEN’S COMMENTS:
Becky Nelson spoke about the wearing of masks.
Lauri Safford spoke about the Dog Park project. She lost her son 8 years ago and wants to help raise funds to complete the park and hopes it will be named in memory of her son.
MAYOR’S REPORT: Michael Rennels
Mayor Rennels announced that the Splash Pad was shut down today. He also reminded the Council of the Plano Bologna, Sandwich event that will take place on October 24, 2021 from 1 to 4 PM. Mayor Rennels read a proclamation to proclaim October 24, 2021 as Friends to our West Day, honoring the City of Bologna.

Sales and related taxes for May 2021 were $ 207,501.11; $72,714.01 up from the same time last year.
Sales and related taxes for June 2021 were $ 205,684.06; $ 51,188.02 up from the same time last year.
MFT unobligated balance for June 2021 was $ 1,432,981.64.
MFT unobligated balance for July 2021 was $ 1,469,106.90.
CITY TREASURER: Zoila Gomez
A motion was made by Alderman Eaton, seconded by Alderman Mulliner, to approve the FY ’21 audit prepared and presented by Lauterbach & Amen, LLP.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger
A motion was made by Alderman Eaton, seconded by Alderman Mulliner, to approve an agreement with HRGreen for NPDES Permit Compliance in the amount of $ 9,975.00

BUILDING, PLANNING & ZONING: Tom Karpus
Mr. Karpus informed the Council that the siren project at Churchill Subdivision is complete and the demolition at 108 Alexis is also complete.
COMMITTEE REPORTS:
ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner
Alderman Mulliner called a meeting for October 21, 2021 at 6:00 pm to discuss the PD budget, IT issues and the EOP.
BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt
Alderman DeBolt informed the Council that the homes on Steward and W. Abe have been cleared up.
COMMUNITY DEVELOPMENT: Alderman Fawver
A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to approve the Wash House façade grant application.

A motion was made by Alderman Johns, seconded by Alderman Nadeau, to approve the purchase of a fence from Northwest Fence in the amount of $ 21,880.00.

Alderman Johns informed the Council that the splash pad was closed today, a new play station has been installed at Lathrop Park, striping has been done in the parking lot for the dog park, fence repairs were done at DePaul Park and the Middle School had their last cross country meeting for the year.
PERSONNEL & INSURANCE: Alderman Williams – Nothing to report
SPECIAL EVENTS: Alderman Nadeau
Alderman Nadeau had a meeting on October 5, 2021, they did not have a quorum but did discuss holiday displays, budgets, a stage and a Pub 426 event. The Pub 426 event has been canceled. The committee added $ 500.00 to the budget for shipping of holiday displays and $ 4,100.00 to repair ground boxes. They discussed stage options and at this time will move that to the 2023 budget.
A motion was made by Alderman Nadeau, seconded by Alderman DeBolt, to approve street closure for the Trunk or Treat event at the Methodist Church. A unanimous “Aye” voice vote was heard. Motion carried.
STREETS & UTILITIES: Alderman Eaton
Alderman Eaton has a meeting on October 13, 2021 at 6:00 pm.
Mayor Rennels informed the Council that there will be a proclamation for Trick or Treat hours at the next meeting, however, the date will be October 31, 2021 and the hours will be 3 to 7 pm.
CITIZEN’S COMMENTS:
Keith Riddle discussed the mask issue.
Matt Jackson spoke about boarded up buildings in town and garbage. He does not want the city to look run down. He also brought up a fence issue, an apartment building and loading dock.
