City of Plano City Council met Sept. 13.

The regular meeting of the Plano City Council was called to order by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

MINUTES:
A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on August 23, 2021. A unanimous “Aye” voice vote was heard. The motion passed.
AGENDA:
A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of September 13, 2021. A unanimous “Aye” voice vote was heard. The motion passed.
WARRANTS:
A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated August 27, 2021 in the amount of $107,024.77.

CITIZEN’S COMMENTS:
Citizens commented about the mask policy and the Staton’s rezoning issue at 819 W. Route 34.
MAYOR’S REPORT: Michael Rennels
Mayor Rennels said the City will received ARPA funds in the amount of $1,586,789.20. The City has received the first of two installments in the amount of $792,894.60. The second installment is in September of 2022.
Mayor Rennels said that AID group bought Reliable Computers, and Call One phone service will be Peerless Network Inc. in October 2021.
CITY ATTORNEY: William Thomas
Ordinance #2021-17 Reclassifying and rezoning real estate Kevin Staton, owner, property address: 819 W. Route 34, Plano, IL, 60545 from B3 general business district to R7 general residential district. A motion was made by Alderman Nadeau, seconded by Alderman Eaton, to approve an ordinance to reclassify and rezone real estate owned by Kevin Staton, 819 W. Route 34, from B3 general business district to R7 general residential district. There was discussion about the rules in place, them being followed, and consequences for not following those rules. Aldermen talked about Route 34 being a business area, taxes, and enforcement of property maintenance and building codes.

A motion was made by Alderman Mulliner, seconded by Alderman DeBolt, to amend Title 5 Chapter 7 Section 5-7D-2 of the code of ordinances of the City of Plano text amendment for uses permitted.

The July 31, 2021 Treasurer’s report was in the amount of $9,427,191.45.
The July 2021 disbursements were in the amount of $492,327.47.
POLICE CHIEF’S REPORT: Lt. Allison
Officer Lopez will be receiving an award from the IL Security Professionals Association at their December banquet for administering CPR on a Wal-Mart customer. Officer Favela started the Police Academy today at the Suburban Law Enforcement Academy.
DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer - absent, K. Tisberger A motion was made by Alderman DeBolt, seconded by Alderman Eaton, to approve the transfer of Nicholous Rossaert from the Water Department to the Water Reclamation Department at the same pay rate, transfer date determined between Josh Beyer and Darrin Boyer, with a start date of 09/27/2021. There is a vacancy with Don Haggard retiring.

A motion was made by Alderman DeBolt, seconded by Alderman Eaton, to approve Josh Beyer posting a job opening to advertise for a Water Operator III. A unanimous “Aye” voice vote was heard. The motion passed.
BUILDING, PLANNING & ZONING: Tom Karpus – Nothing to report
COMMITTEE REPORTS:
ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner
Alderman Mulliner said the committee met on September 8, 2021, regarding assigning the Reliable Computers contract to AID, and to look at other vendors. They discussed lateral P.D. transfers and advertising for them, and a strategic plan for manpower at the P.D. The speed control policy is recommended to review and the steps going forward. The meeting on 09/14/2021 is rescheduled to 09/21/2021 at 7:00 p.m. BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt-Nothing to report
COMMUNITY DEVELOPMENT: Alderman Fawver
Alderman Fawver said the committee met on August 31, 2021 to discuss the PEDCO partnership and expectations. No PEDCO representative was able to attend the meeting. There is a meeting scheduled for 09/14/2021 at 6:30 p.m. It will be an in-person and WebEx meeting to discuss façade improvement and the Chamber sign on Route 34.
FINANCE: Alderman Swoboda
Alderman Swoboda said the committee worked on amending the purchase policy. Alderman Swoboda called the next meeting for September 27, 2021 at 5:15 pm.
PARKS: Alderman Johns
Alderman Johns thanked the streets and utilities department for the concrete pad at Gorman Park and park improvements made throughout the City. There are two bids for fencing for the dog park at Foli Park. They are meeting with a third bidder. The Splash Pad will remain open as long as it is hot. Alderman Johns called a meeting on September 16, 2021 at 5:30 p.m., to discuss the amended Parks budget.
PERSONNEL & INSURANCE: Alderman Williams
Alderman Williams said the September 14, 2021, 5:00 p.m. meeting will discuss a City manager/administrator and Officer Brown. There is also a meeting on September 16, 2021 at 5:00 p.m.
SPECIAL EVENTS: Alderman Nadeau
Alderman Nadeau said there is a meeting on September 14, 2021 at 6:00 p.m. to discuss fireworks research, the holiday display purchase, and the amended budget.
A motion was made by Alderman Nadeau, seconded by Alderman Eaton, to approve City services (port o-lets) for a rib cook off event at the Legion on September 26, 2021. A unanimous “Aye” voice vote was heard. The motion passed.
STREETS & UTILITIES: Alderman Eaton
Alderman Eaton said the committee had a meeting August 25, 2021. They resolved several issues but continued others, and discussed traffic control boxes. He said Churchill signs will be done later this week hopefully. The committee has another meeting on September 15, 2021 at 6:00 pm.
CITIZEN’S COMMENTS:
Keith Riddle spoke about the sign issue on Corri Lane and Ben Street. He wants to know what is being done about getting a sign there as soon as possible as this is an ongoing issue, there are a lot of kids in the area, and people drive too fast there.
