City of Plano City Council met Oct. 25.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order by City Clerk Kathleen Miller in the Council Room at City Hall. The Clerk led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum.

A motion was made by Alderman Johns to appoint Alderman Mulliner as pro-tem Mayor for this meeting, seconded by Alderman Eaton.

Voting ”Abstain”: Mulliner

Absent: Fawver Motion passed.

MINUTES:

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on October 11, 2021 as amended. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the agenda for the regular meeting of October 25, 2021. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Swoboda, seconded by Alderman Eaton, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated October 8, 2021 in the amount of $ 46,888.27.

Absent: Fawver Motion passed.

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated October 25, 2021 in the amount of $ 332,631.76.

Voting “Nay”:

Absent: Fawver Motion passed.

WAGE REPORT:

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to approve the September 2021 Wage report in the amount of $ 429,761.05.

Voting “Nay”:

Absent: Fawver Motion passed.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor pro-tem Mulliner.

CITIZEN’S COMMENTS:

Keith Riddle requested topics be put on the committee reports section of the agenda. He wants this done by the next meeting. We are restricting his Freedom of Speech and violating his rights.

Joe Salsbery said that Keith was right and he seconds Keith’s comments.

PLANO AREA CHAMBER OF COMMERCE:

Jen Lyle from Lyle’s Automotive informed the Council they have 1 new member. Treats on the Streets will be held October 28, 2021 from 4 – 6 PM. The Rockin’ Christmas Parade will be on December 3, 2021, line up is at 6:00 pm at the High School.

Karyin Clevenger informed the Council that the golf outing had to be canceled due to the weather. The Plano Bologna Sandwich event had a great turn out in spite of the weather, 171 sandwiches were served.

MAYOR’S REPORT: Michael Rennels – Absent – Mayor pro-tem Mulliner

Mayor pro-tem Mulliner read a proclamation for Trick or Treat hours for 2021.

A motion was made by Alderman Eaton, seconded by Alderman Williams, to confirm the hiring of Ashley Nimee and authorize the Mayor to sign a certificate of hire.

Attorney Thomas swore in new Police Officer Nimee. 

CITY ATTORNEY: William Thomas

Resolution R 2021-22 Revised Purchase Policy

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve a resolution to adopt a revised policy pertaining to the City’s purchasing policy.

Resolution R 2021-23 purchase of 3 pick-up trucks

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve and authorize the execution of an agreement by and between the City of Plano and Gjovik Ford for the purchase of 3 pick-up trucks in the amount of $ 97,401.86. Roll Call:

Voting “Aye”: Nadeau, Johns, Mulliner, DeBolt, Eaton, Swoboda, Williams

Voting “Nay”:

Motion passed.

CITY CLERK: Kathleen Miller

A certification from the Secretary of State indicating the City of Plano has 11,847 inhabitants was included in the meeting packets.

Sales and related taxes for July 2021 were $ 195,060.79; $ 44,111.43 up from the same time last year.

Sales and related taxes for August 2021 were $ 185,122.07; $33,034.42 up from the same time last year.

MFT unobligated balance for August 2021 was $ 1,478,788.34.

MFT unobligated balance for September 2021 was $ 1,516,322.45.

CITY TREASURER: Zoila Gomez – Absent – reported by City Clerk, Kathleen Miller

The September 2021 revenue, expense and tax reports were distributed in mailboxes on October 22, 2021.

The September 30, 2021 Treasurer’s report was in the amount of $11,112,113.86.

September 2021 disbursements were in the amount of $572,031.26.

The Plano Police Pension Fund’s required report was distributed with meeting packets. Chief Whowell, Secretary of the Pension Board, will present and discuss the report during his portion of the agenda. Zoila would like to point out that the contribution request for next year’s levy will be $398,903.00. Also, as of April 30, 2021 fiscal year end the funded ratio is 77.94% and the investment rate of return was 15.63%.

POLICE CHIEF’S REPORT: Chief Whowell

The Chief presented the required Pension Board report.

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the increase of Police Officers from 23 – 24.

The Chief informed the Council that the PD had received a grant in the amount of $ 3,599.91 from the Department of Justice for the bullet proof vest grant.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger

A motion was made by Alderman Johns, seconded by Alderman Nadeau, to approve paving the parking lot at the dog park on Larson St. in an amount not to exceed $ 7,000.00 Roll Call:

A motion was made by Alderman Eaton, seconded by Alderman Johns, to approve Well 5 repairs and reinstallation by Layne Christensen Company in an amount not to exceed $ 83,000.00.

BUILDING, PLANNING & ZONING: Tom Karpus – Absent – Jeff Sobotka reported BrightFarms and Scooters is on the COW agenda this evening

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner had a meeting on October 21, 2021 at 6:00 pm and discussed the PD budget, IT issues and the EOP. They set a standard date for their committee meetings as the third Thursday of each month at 6:00 PM.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

Alderman DeBolt had to cancel his October 19, 2021 meeting.

COMMUNITY DEVELOPMENT: Alderman Fawver – Absent – No report

FINANCE: Alderman Swoboda

Alderman Swoboda called the next meeting for November 8, 2021 at 5:15 pm.

PARKS: Alderman Johns

Alderman Johns had a meeting on October 20, 2021 and discussed signage, colors, size, and the parking lot at the Foli Park dog park. He informed the council that the fountains had been turned off for the season. He had a complaint about the benches at Larry Trimberger Park. The committee is looking into that.

PERSONNEL & INSURANCE: Alderman Williams

Alderman Williams had a meeting on October 21, 2021 and discussed various pay increases.

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau reported on events. She thanked all for their support for the Plano Bologna Sandwich event; there were 171 sandwiches served. Donations from the event will go to the food pantry. They do not have a total at this time. The City’s website has been updated regarding this year’s Rockin’ Christmas parade route and the information and application for Holiday lights. Alderman Nadeau called a meeting for November 4, 2021 at 6:00 PM.

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton has a meeting on October 27, 2021 at 6:00 pm. The committee met on October 13, 2021 and discussed traffic control, the rate study, water bill issues and an appeal process.

CITIZEN’S COMMENTS:

Joe Salsbery commented on the FOIA information he is still waiting on. Keith Riddle also commented on Joe’s FOIA information.

CLOSED SESSION: NONE ADJOURNMENT:

A motion was made by Alderman Eaton, seconded by Alderman Williams, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:49 pm.
