Village of Oswego President and Board of Trustees met Oct. 5.

CALL TO ORDER AND PLEDGE OF ALLEGIANCE
President Troy Parlier called the meeting to order at 7:11 p.m. and led the Pledge of Allegiance to the Flag of the United States of America.

RECOGNITIONS/APPOINTMENTS
E.1 Resolution Designating the Intersection of Plainfield Road and Woolley Road with an Honorary Street Name Sign, “Herschel Luckinbill Road.” Resolution No. 21-R-75
President Parlier briefly spoke about Herschel’s contributions to the Village of Oswego and unveiled the honorary street sign. Sadly, Herschel passed away weeks after he moved to Tennessee.
A motion was made by Trustee Olson and seconded by Trustee Jones Sinnott to approve a Resolution Designating the Intersection of Plainfield Road and Woolley Road with an Honorary Street Name Sign, “Herschel Luckinbill Road.”

President Parlier presented a check to Andi Danis, President of the Board of Directors for Mutual Ground, and thanked her for all she does. He noted that $450.00 was donated by the Village Grind. She thanked everyone for their support in the life saving organization.
E.3 Employee Service Awards
a. Kevin St. Laurent- 5 Years of Service (Public Works Department)
He could not attend. President Parlier thanked him for his years of service.
PUBLIC FORUM
Public Forum was opened at 7:16 p.m.
Marval July addressed the Board regarding curbside mailboxes and asked that Village Code 8-8-1 be amended to be in line with USPS’s new guidelines; he was recently ticketed for his mailbox not being in conformance with Village Code.
There was no one else who requested to speak. The Public Forum was closed at 7:18 p.m.
PUBLIC HEARING
Open and Continue the Annexation Agreement Public Hearing for Avanterra to the October 19, 2021 Village Board meeting.
President Parlier opened the public hearing at 7:18 p.m. and continued the public hearing to the October 19, 2021 Village Board meeting. The public hearing was closed at 7:18 p.m.
STAFF REPORTS
Chief Burgner- he updated the Board regarding staffing and the budget. He was recently given the approval to add another officer; going from 50 officers to 51 officers; he thanked the Board for their support in adding an officer to the street.

A motion was made by Trustee Jones Sinnott and seconded by Trustee Olson to approve the Bill List Dated October 5, 2021 in the Amount of $370,718.75.
Trustee Jones Sinnott noted there were discrepancies with some of the descriptions; looks like some columns are off. Administrator Di Santo asked that he, Billie Robinson, and Trustee Jones Sinnott meet after the meeting to discuss.

Trustee Jones Sinnott- thank you to the Village; water source is a huge decision; have been here for 20 years and didn’t think it would come into the equation; kudos to staff. Herschel was a great individual and ambassador, thank you for his service.

Trustee Guist- sharing in the excitement of adding an officer; good news.
Trustee Marter II- noticed there was no Old Business tonight; one less thing in moving back to normal.
PRESIDENT’S REPORT
Great audience at the Starlifter concert; good turnout; they may be back in the future. There is a free shredding event on October 9th from 9am-1pm at Oswego Public Works.
Brew at the Bridge is this weekend.
Pumpkin pick-up is on October 17th at Venue 1012; giving away 500 pumpkins; sponsors for the event are: Allied First Bank, Byline Bank, Old Second Bank, and First Midwest Bank. There will be a pumpkin patch, walking area, videos, and décor; it’s for all ages; last year all the pumpkins were gone in 1 hour and 10 minutes.
Oswego’s Got Talent Finals are on October 17th at Venue 1012 from 2pm-4pm; seven acts will be performing; ages range from 6 years old to adult.
