The Board of Education of Plano Community Unit School District No. 88 met in regular session at 6:00 p.m. in the Centennial School Cafeteria.

I CALL TO ORDER

President Campbell called the regular meeting to order at 6:00 p.m. Present for roll call were Campbell, Jernigan, Klatt, Martin, Waldrop and Ward. Member Velazquez was absent. Others present were administrators Mateyka, Zeman, Adelmann, Lucas, Alvarez, Thurwanger, Lee and Superintendent Baker. Office staff present: Appel and Moody. President Campbell appointed Mrs. Amy Lee secretary pro-tem.

Jernigan moved, and Waldrop seconded the motion, to approve the agenda, as printed. Voting aye: Jernigan, Waldrop, Campbell, Klatt, Martin and Ward.

Motion carried: 6 ayes 0 nays, 1 absent.

IV RECOGNITIONS & CELEBRATIONS

Superintendent Baker announced that the Plano School District Board of Education was awarded the Board Governance Award from the Illinois Association of School Boards (IASB). Only 35 districts in the State of Illinois were awarded this designation. The award is designed to acknowledge those school boards that have engaged in activities and modeled behaviors that lead to excellence in local school governance in support of quality public education.

Mike Zeman welcomed everyone to Centennial School and thanked his staff for a great start to the school year.

V OPPORTUNITY FOR VISITORS TO SPEAK

Attending the meeting were Charles Rauter and Amy Martin. No one attended via Zoom and there were no media representatives were present. No one wished to address the Board.

G. Executive Session Tape Destruction 

Approve the destruction of audiotapes of executive session minutes during December 2019. Voting aye: Jernigan, Klatt, Campbell, Martin, Waldrop and Ward.

VII PUBLIC HEARING FOR THE 2021-22 PLANO SCHOOL DISTRICT No. 88 BUDGET

President Campbell called the public hearing to order at 6:09 p.m. to discuss the Plano Community Unit School District No. 88 Budget. Superintendent Baker said this time was an opportunity for visitors to provide comment about the D88 Budget. No one wished to address the Board.

Hearing no comments, Waldrop moved, and Jernigan seconded the motion, to close the public hearing at 6:10 p.m.

Voting aye: Waldrop, Jernigan, Campbell, Klatt, Martin and Ward.

Motion carried: 6 ayes, 0 nays, 1 absent.

VIII SUPERINTENDENT’S REPORT

For Action

Report No. 22-18 Approve Plano School District No. 88 FY22 Budget Superintendent Baker reviewed the revenue and expenditures of the

2021-22 school district budget. He complimented new bookkeeper Hannah Moody on the work she did on her first budget.

Jernigan moved, and Waldrop seconded the motion, to approve the FY22 Plano Community Unit School District No. 88 Budget.

Voting aye: Jernigan, Waldrop, Campbell, Klatt, Martin and Ward.

Motion carried: 6 ayes, 0 nays, 1 absent.

Report No. 22-19 Approve Amendment to Cell Tower Agreement

Superintendent Baker said Verizon Wireless asked to amend the current cell tower lease, because they would like to attend an additional antenna. There are currently 8 and they would be adding a ninth antenna.

Jernigan moved, and Waldrop seconded the motion, to approve the Resolution Approving Execution of the Third Amendment to the Land Lease Agreement as presented.

Voting aye: Jernigan, Waldrop, Campbell, Klatt, Martin and Ward.

Motion carried: 6 ayes, 0 nays, 1 absent.

Report No. 22-21 District Enrollment Report 

Superintendent Baker reviewed the district enrollment report. There are 60 new students over the 2020-21 fall housing report. Plano High School accounts for 54 of the new students. Plano has issued 80 new building permits over the past months, which may be contributing to the additional students.

Report No. 22-22 Teaching & Learning Update

Dr. Tracy Thurwanger presented literacy research and information regarding data protocols for literacy assessment. The district has developed a Leadership in Literacy Team (LLT) which includes principals, instructional coaches for ELA and a school psychologist.

The LLT will meet monthly to review, interpret and prepare action to meet the literacy needs of our students through improved instructional practices including daily lessons, assessment and intervention.

Report No. 22-23 Potential Capital Projects

Superintendent Baker, Bryan Appel and Craig Welter from Cordogan Clark Architects reviewed potential capital projects, including the following, and discussed the importance about the prioritizing the need and timeline:

1. Replace fluorescent light fixtures

2. Replace the theatrical lighting system in the PHS Auditorium

3. PHS Culinary Arts renovation and enhancement

4. PHS “Lobby” renovation

5. PHS Kitchen and Cafeteria renovation

6. New Maintenance Building.

Report No. 22-24 Construction Program

P.H. Miller is waiting on a few items in order to complete the project. Steel for the canopy is due in on October 21st. The roof damage at Plano High School will be completed next summer.

IX BOARD COMMENTS/FOIA

▪ There were three FOIA requests:

o Protect Parents Rights (video recording of past Board meeting)

o SteepSteel LLC (cell tower contracts and payment history)

o LocalLabs (1619 project curriculum)

▪ President Campbell thanked D88 staff for a strong start to the school year.
