City of Plano City Council met Nov. 22.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order by Mayor Rennels in the Council Room at City Hall. The Mayor asked for a moment of silence for the families of Tom Karpus and Rich Healy. The Mayor led the Pledge of Allegiance to the Flag.

There was a quorum. 

MINUTES: 

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve the minutes of the regular meeting on November 8, 2021 as amended. The amendment was to remove mayor pro-tem from the Introduction of guest’s section. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman Swoboda, to approve the agenda for the regular meeting of November 22, 2021. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated November 22, 2021 in the amount of $ 115,083.00.

WAGE REPORT:

A motion was made by Alderman Swoboda, seconded by Alderman Eaton, to approve the October 2021 wage report in the amount of $ 299,691.18.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Rennels.

CITIZEN’S COMMENTS: NONE

PLANO AREA CHAMBER OF COMMERCE:

Danielle Tully and Jen Lyle informed the Council of a new Elf on the Shelf program starting 11-26-2021, a contest to name the elf, a window decorating contest, the Rockin Christmas parade, a toy drive by the Odd Fellow lodge, a bowling business knockout to be held January 29, 2022 from 6 – 9 pm and a Mardi Gras themed annual dinner on March 11, 2022 at The Venue at Procool.

MAYOR’S REPORT: Michael Rennels

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to confirm the hiring of Samuel Savage at a salary of $ 67,192.63, effective 11-23-2021 and authorize the mayor to sign a certificate of hire.

Attorney Thomas swore in the new Police Officer, Samuel Savage.

A motion was made by Alderman Williams, seconded by Alderman DeBolt, to approve the mayor’s appointment of Jeff Sobotka as interim Director of Building, Planning and Zoning effective 11-22-2021.

CITY ATTORNEY: William Thomas

Ordinance 2021-21 Increase Class E liquor licenses

A motion was made by Alderman Fawver, seconded by Alderman Mulliner, to approve an ordinance amending Title 3 Chapter 2 Section 3-2-7 of the Code of Ordinance of the City of Plano for the number of Class E liquor licenses.

Resolution R2021-25 façade agreement

A motion was made by Alderman Fawver seconded by Alderman Eaton, to approve a resolution for a façade improvement grant agreement, Wilbe Co., Inc., 401-411 E. South St., Plano, IL.

CITY CLERK: Kathleen Miller

Sales and related taxes for September 2021 were $ 191,011.26; up $ 41,337.74 from same time last year.

MFT allotment for October 2021; current unobligated balance is $ 1,578,717.93.

CITY TREASURER: Zoila Gomez

October revenue, expense and tax reports were distributed in mailboxes on November 19, 2021. POLICE CHIEF’S REPORT: Chief Whowell – Absent – Lt. Allison present

A motion was made by Alderman Mulliner, seconded by Alderman Eaton, to approve the purchase of (1) Stalker trailer in the amount of $ 9,042.00.

Lt. Allison wished everybody a Happy Thanksgiving.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve the purchase, installation and electrical work for a recovery heater for the PD garage and recovery heater & exhaust vents at the City Garage by Artlip & Sons, CJ Power and Olsson Roofing in an amount not to exceed $ 45,950.00. Roll Call:

Karl informed the Council that they will continue picking up leaves this week and next week. They reminded residents to not park on the streets if there is 2 inches or more of snow.

BUILDING, PLANNING & ZONING: Jeff Sobotka – Nothing to report

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner called a meeting for December 8, 2021 at 6:00 PM to discuss the EAP and IT issues. He wished all a Happy Thanksgiving.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

Alderman DeBolt called a meeting for December 8, 2021 at 7:00 PM to discuss fines for not getting a permit for building/remodeling.

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver had a meeting on November 18, 2021 at 6:30 PM and discussed the rebranding. A new meeting was called for December 14, 2021 at 6:30 PM.

FINANCE: Alderman Swoboda

Alderman Swoboda had a meeting on November 22, 2021 at 5:15 pm., they discussed the vendor run, wage report, credit card fees, uniform cleaning, travel policy and cleaning services. A new meeting was called for December 13, 2021 at 5:15 PM.

PARKS: Alderman Johns

Alderman Johns gave an update on the Dog Park. The parking lot was paved and the entrance pad poured; they are working on signage and 90% of the fence is in. A meeting was called for December 7, 2021 at 5:30 PM.

PERSONNEL & INSURANCE: Alderman Williams

Alderman Williams called a meeting for December 8, 2021 at 5:30 pm to discuss salary for Jeff Sobotka and a city administrator.

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau asked everybody to participate in the Holiday events.

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton has a meeting on November 24, 2021 at 6:00 pm. There will be another meeting on December 15, 2021 at 6:00 PM; this meeting will be for the rate study only.

CITIZEN’S COMMENTS:

Keith Riddle requested a meeting with the mayor to discuss agenda items. He also provided photos of the sign in front of Subway that he and his wife feel is dangerous. The committee had discussed this sign issue and had decided to leave the sign. The committee will discuss the sign further.

CLOSED SESSION: NONE

ADJOURNMENT:

A motion was made by Alderman DeBolt, seconded by Alderman Eaton, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:31 pm.
