CALL TO ORDER AND PLEDGE OF ALLEGIANCE

President Troy Parlier called the meeting to order at 7:27 p.m. and led the Pledge of Allegiance to the Flag of the United States of America.

ROLL CALL

Board Members Physically Present: President Troy Parlier; Trustees Tom Guist, Kit Kuhrt, James Marter II, Terry Olson, Jennifer Jones Sinnott, and Brian Thomas.

Staff Physically Present: Dan Di Santo, Village Administrator; Christina Burns, Asst. Village Administrator; Tina Touchette, Village Clerk; Jeff Burgner, Police Chief; Rod Zenner, Community Development Director; Mark Horton, Finance Director; Joe Renzetti, IG/GIS Director; Scott McMaster, Economic Development Director; Jennifer Hughes, Public Works Director; and Douglas Dorando, Village Attorney.

RECOGNITIONS/APPOINTMENTS

E.1 Proclamation- Veterans Day, November 11, 2021

President Parlier read the Proclamation.

E.2 Cultural Arts Commission

a. Appoint Tony Pastore to Chairperson for a Term to Expire April 30, 2023

A motion was made by Trustee Thomas and seconded by Trustee Jones Sinnott to approve the appointment of Tony Pastore to Chairperson for a Term to Expire April 30, 2023.

The motion was declared carried by a roll call vote with six (6) aye votes and zero (0) nay votes.

PUBLIC FORUM

The Public Forum was opened at 7:30 p.m. There was no one who requested to speak. The Public Forum was closed at 7:30 p.m.

STAFF REPORTS

Director Horton- a tax levy letter, from the Police Pension Board, was provided to the Board of Trustees to levy $1,582,322; the letter was also filed with the Village Clerk. A Municipal Compliance Report was provided to the Board of Trustees and filed with the Village Clerk. The GFOA award has been applied for; Finance reports are available on the Village’s website; the Village’s PAFR report has won an award for the past five years and will probably win an award for this year’s report; reports have been approved upon since FY08/FY09; past 18 years, the Village has won an audit award and distinguished budget award; the Village received a Triple Crown award for 2019; the award is in the display case by the Finance Dept.; only 300 communities have received the Triple Crown award nationwide; the Village is the top 18% in the nation.

H.5 Resolution Adopting Regular Meeting Dates for Village Board, Commissions and Adjudication Meetings in Calendar Year 2022. Board meeting date of June 27, 2022 is scheduled for a Monday due to the General Primary.

H.6 Resolution Authorizing the Purchase of a Maximum of 2,400 Tons of Bulk Rock Salt from Compass Materials in the Amount of $59.98 per Ton Through the Illinois Joint Purchase Program for Fiscal Year 2022.

A motion was made by Trustee Jones Sinnott and seconded by Trustee Kuhrt to approve the Consent Agenda; Approving the October 19, 2021 Special Committee of the Whole Minutes; Approving the October 19, 2021 Regular Village Board Minutes; Approving, but Not Releasing the October 19, 2021 Closed Session Minutes; Approving the October 21, 2021 Special Committee of the Whole Minutes; and Approving the following resolutions:

Resolution No. 21-R-84; Resolution Adopting Regular Meeting Dates for Village Board, Commissions and Adjudication Meetings in Calendar Year 2022.

BILL LIST

I.1 Approve Bill List Dated November 2, 2021 in the Amount of $577,384.35.

Trustee Olson asked for more information regarding the bills from Meade Electric Company for traffic signal master arm inspection and repair. Director Hughes noted that two years ago the State required inspections of traffic signals and the condition of master arms; inspections are conducted every year with the hope of not needing repairs; staff is taking the pro-active approach and incorporates repair costs into the annual budget.

A motion was made by Trustee Olson and seconded by Trustee Jones Sinnott to approve the Bill List Dated November 2, 2021 in the Amount of $577,384.35.

A motion was made by Trustee Thomas and seconded by Trustee Olson to approve an Ordinance Amending Title 3 Chapter 7; Increase Class "A-2" Liquor License for Freddie's Off the Chain Mexican Cuisine Inc. Located at 11 S. Madison.

TRUSTEE REPORTS

Trustee Olson- anticipate growth; need more people in Public Works and the Police Department. Trustee Kuhrt- no report.

Trustee Jones Sinnott- shout out to Sheriff Baird for Illinois Sheriff of the Year; great for our County and Oswego.

Trustee Thomas- Veterans Day is November 11th; every day is Veterans Day to honor those who have served; thank you to the Veterans. Halloween turnout was a welcoming sight with the number of kids and families; sign of future things to come.

Trustee Guist- no report.

Trustee Marter II- thank you to the Veterans; they sacrificed more than what we can give in serving the Country and us.

PRESIDENT’S REPORT

• American Legion is holding a ceremony at the Veterans Memorial on November 11th.

• Groot is conducting a Fall clean-up on November 15th-19th.

• Christmas Walk is coming up on December 3rd.

• Suicide Prevention Month was last month but want to reiterate how much this means; reach out to loved ones and check on family and friends.

CLOSED SESSION

There was no Closed Session held.

ADJOURNMENT

A motion was made by Trustee Jones Sinnott and seconded by Trustee Olson to adjourn the meeting; upon a voice vote with all remaining members present voting aye, the meeting was adjourned at 7:47 p.m.
