1. CALL TO ORDER
Chairman Pajor called the Oswego Planning & Zoning Commission Meeting to order at 7:00 p.m.
2. ROLL CALL

Site Plan Review
92 Templeton Drive
Applicant: Monica Ruiz/Network Fence

Project Manager: Rod Zenner
Director Zenner stated the applicant is requesting approval of a Site Plan for 92 Templeton Drive to allow for a storage facility for a fence company. Director Zenner stated the Site Plan proposes an 8-foot-high solid wood fence around the perimeter of the site to screen the proposed storage area. Director Zenner stated an asphalt driveway will provide access to the site, and inside the fenced area will be a 13-space parking lot and an asphalt driveway to provide vehicular access to the majority of the site. Director Zenner stated two of the parking spaces will have to be revised to a single accessible parking space per Code requirements. Director Zenner stated staff would support adjusting the landscape requirement to focus on the front yard where landscaping would be visible to the public.
Director Zenner stated staff recommends the Planning & Zoning Commission recommend to approve a Site Plan on 92 Templeton Drive to allow for the development of an outdoor storage facility and parking lot subject to the following:
• Addition of an accessible parking space in the proposed parking lot.
• Meet the Code’s landscaping requirement for the front yard by providing 4 canopy trees, 1 understory tree, and 18 shrubs.
• Provide required parkway trees along Templeton Drive.
• Subject to engineering approval.

Vince Rosanova was sworn in
Naperville, IL
Vince Rosanova, of Rosanova & Whitaker on behalf of the petitioners, stated this project was initially brought before the Planning & Zoning Commission and Village Board as a Concept Plan, and has since been refined to address comments made at those meetings, as well as staff comments. Mr. Rosanova stated changes include enhanced landscaping to provide more separation from existing houses, a walking path around the pond, an improved park site, enhanced parking at the multi-family subdivision, and two street stub connections south of the single-family subdivision’s property line. Mr. Rosanova stated density was reduced from 149 to 145 single-family homes and 336 to 312 multi-family apartments to improve open spaces, bufferyards and landscaping. Mr. Rosanova stated the Oswego School District #308 has indicated all three schools have capacity for additional students.

Madeline Larman, an engineer with Mackie Consultants, provided information on stormwater management and watermain connections.
Jerry Kurtti was sworn in
Oswego, IL
Jerry Kurtti stated his property is along Wolf Road adjacent to the proposed development and inquired about the potential for road access on Wolf Road if he develops his home site with residential in the future, and if drain tiles on his property will be connected to Hudson Pointe’s stormwater management system. Mr. Rosanova responded by providing a diagram showing the storm water improvements and the potential for access to his property.
Adam Bilter was sworn in
Oswego, IL
Adam Bilter stated his family property is along Wolf Road adjacent to the proposed development and expressed concern about the potential taking of their property for the future Devoe Road connection to Wolf Road, and the concern that the petitioner and Village have not communicated with them during this process. Mr. Rosanova responded by outlining the meetings and outreach that the petitioner extended to the residents in the area, some of which Mr. Bilter chose not to participate in.
No additional audience members wished to speak at the public hearing.
Motion: Commissioner McCallum, second Commissioner Sollinger to close the Public Hearing at 7:53 p.m.

The Commission discussed access to the site and the Wolf Road improvements. Discussion took place regarding the timing and logistics of the Devoe Road south extension and access to the multi-family subdivision in the interim. Chairman Pajor stated his concern with the multi family project moving forward without the Devoe access.
Recommendation:
Motion: Commissioner McCallum, second Commissioner Sollinger to accept the Findings of Fact and recommend approval of the rezoning of certain property to
R-4 General Residence District and a Special Use Permit for a Preliminary and Final Planned Unit Development (PUD) to allow for the development of a 312-unit residential rental community (“Emblem” Lennar Multi-Family Communities).
