Kendall County License Plate Reader Adhoc Committee met March 9.

Others Present: Lynette Bergeron, KenCom Director; Jennifer Stein, KenCom Assistant Director; Bonnie Walters, KenCom Executive Assistant.

Morton requested a roll call of the membership. A roll call was taken with all five members present resulting in having a quorum for voting purposes.

Approval of the Agenda: Norwood made a motion to approve the agenda as written, seconded by Sanders. All members present voting aye. Motion carried.

Approval of Minutes: Richardson made a motion to approve the meeting minutes from August 26th, 2021, seconded by Norwood. Discussion. All members present voting aye. Motion carried.

Public Comments: None

Correspondence: Bergeron stated she received an email from Dan Murdock from Flock Safety stating he has received all the IDOT permits for the camera’s in Kendall County and will be in contact when they have an installation date. Bergeron will verify with Murdock to make sure he received the permits for the camera’s not in Kendall County.

Old Business:

Security and User Memorandum of Understanding – Morton mentioned it was brought to his attention by Flock that is would be easier for Flock, if each agency signs a Memorandum of Understanding with Flock Safety to allow the sharing of data with other agencies. Bergeron mentioned each agency needs to sign the Intergovernmental Agreement with KenCom, which covers the ten cameras owned by KenCom, and each agency could choose to also sign one with Flock to get access to other agencies cameras. Lengthy discussion ensued. During discussion, the committee reached out to Murdock to clarify questions on the Memorandum of Understanding with Flock Safety and to verify all ten cameras have received permits. It was discussed to put language in the Intergovernmental Agreement in regards to sharing data with other agencies and bring back to the next meeting for approval.

New Business – The press release was discussed and possible revisions which will be brought back to the next meeting for discussion and approval if changes are made. Norwood is going to reach out to Dan Murdock from Flock Safety in regards to getting tentative in person training set up for the License Plate Reader system.

The next meeting is scheduled for March 30, 2022 at 1 p.m. Sanders made a motion to adjourn the meeting, seconded by Norwood. All five members voting aye. Motion carried. The meeting adjourned at 2:25 p.m.
